Conceptual Security System Design Development Question and Answer August 3, 2010
Q1: The RFI has no requirement for small business set aside but references a size standard later in the RFI. Please confirm that no small business limitations apply for the RFI.
A1: The RFI is a tool used for market research purposes to determine if a set-aside is appropriate for this acquisition. In the event of a set-aside, the NAICS code determines the size standard.
Q2: It appears from the RFI notice that the CSSDD is intended to address the full spectrum and layers of security: physical security (i.e., intrusion, access controls, base defense, etc), systems security (e.g., network vulnerability, individual IT systems vulnerability), and possibly information security (e.g., sensitive/classified information release, etc). Please advise if this is a correct interpretation, and if not can you define/clarify the boundaries of the study?”
A2: Our CSSD process only addresses Physical Security of the installation. Systems security should be a COMM function and Information Security is already addressed in other venues.
We are concerned with the following aspects of Integrated Defense:
Deter – Deter Threat Actions Through the use of Warning Signs, Barriers, Fencing; Make the Threats Goal too Costly and Risky Detect – Detect Threats through use of Intrusion Detection Systems (IDS), Lighting, Early Warning Systems (EWS), Clear Zones, Physical Security Checks, Circulation Control, RAMs, etc.
Assess – Cameras, Posted Sentries, Response Forces Warn – IDS, EWS Delay – Fencing, Barriers, Locks & Hasps
Q3: Will a PWS be provided to accompany this Sources Sought?
A3: A PWS will not be provided as a separate document. However, the descriptive narrative of throughout this Sources Sought contains the PWS elements without specifically labeling them as such.
