QUESTIONS/RESPONSE

16 March 2024

Question: - The SOW specifies that “all freight, handling, & labor charges must be included” but does not explicitly address furniture assembly or installation. Does the Government require the contractor to fully assemble and install all furniture items upon delivery, or is delivery to the building entrance/receiving area sufficient? This is particularly relevant for the Clerk Stations (BVRTYP03C), which include multi-part desktops, overhead shelving, wire management, and key-locked cabinets, as well as the E-Float electric height-adjustable tables.

Response: - No, there is no installation on this requirement.

Question: - The SOW does not specify a required delivery date or performance period.

What is the Government’s required delivery date for all items? Is there a specific number of days after contract award within which delivery must be completed?

Response: - The SOW has been revised with a schedule of delivery of 45 Days ARO.

Question: - Will the contractor coordinate delivery scheduling directly with TSgt Joshua Rowe at (707) 424-5281, or is coordination required through the Contracting Officer? Are there any restrictions on delivery days or times at Bldg. 803?

Response: - Delivery coordination will be made once contract is awarded.

Question: - Is delivery required to a specific room or floor within Bldg. 803, or to a loading dock/receiving area? Will Government personnel be available to assist with moving items within the building?

Response: - Our shop is located on the west side of Bldg. 803 and we have a large rollup door. We do not have a loading dock, however, our large rollup doors can be opened, and furniture items can placed within the door.

Question: - Will the Government accept partial deliveries if certain items have longer lead times (e.g., E-Float electric height-adjustable tables), or is a single consolidated delivery required?

Response: - A single consolidated delivery is required.

Question: - For “brand name or equal” items, can the Government provide a list of the specific salient characteristics that an equal product must meet beyond the physical dimensions and color specifications already listed in the SOW? This will help ensure any proposed equal items are evaluated consistently.

Response: – The physical dimensions and color specifications are provided as per the

SOW.

Question: - Has the Government conducted a UNICOR availability check for all items listed? If UNICOR items are available, will offerors be required to source from UNICOR, or may they propose equal commercial items?

Response: – No.

Question: - The two E-Float rectangular tables are electric height-adjustable. Will the Government provide access to appropriate electrical outlets at the delivery/installation site? Is any electrical connection work required of the contractor, or are the tables plug-in ready?

Response: - No additional electrical work is required by a contractor. All electrical outlets are ready for use.

Question: - The Clerk Station (BVRTYP03C) references a “2 part desktop” with a square part measuring 24” x 72” rectangular and a D-shaped peninsula at 30” x 72”, and an overhead enclosed shelf at 8’ 6”. Can the Government confirm whether the 8’ 6” measurement refers to the overall height of the unit, or the ceiling clearance required? Are there any existing spatial constraints in Bldg. 803 that offerors should be aware of?

Response: - The 8’6” measurement the overall height of the unit, there are not any ceiling clearance issues or requirements.

Question: - The SOW states “Manufacturer Warranty.” Is there a minimum warranty duration the Government requires (e.g., 1 year, 5 years, lifetime)? Should warranty documentation be submitted with the quote or provided at time of delivery?

Response: - Standard manufacturer warranty per the SOW. Warranty documentation must be submitted with quote.

Question: - The TAFB Security Guide requires Entry Authority Lists to be submitted 45 days prior to the contract start date. Given the anticipated award date of approximately March 31, 2026, will the Government accommodate a waiver of the 45-day requirement given the short period between award and required performance? What is the earliest date the contractor may submit the Entry Authority List?

Response: - Base access will be coordinated once contract is awarded.

Question: - Will delivery personnel (including subcontractors or freight drivers) be required to obtain individual base passes, or will a Government escort be provided for a one-time delivery? The security guide notes that subcontractors must be escorted at all times – can the Government confirm whether commercial delivery drivers are considered subcontractors under this contract?

Response: – Base access will be coordinated once contract is awarded.

Question: - Are there any restrictions on commercial delivery vehicle size or weight at the installation or at Bldg. 803 specifically? Is there a loading dock available, and what are its clearance dimensions?

Response: – There are no commercial delivery vehicle size or weight restrictions. There is no loading dock available.

Question: - The pricing sheet lists a single CLIN 0001 as one lot. Will the Government accept – or require – a line-item price breakdown for each furniture item to facilitate price analysis, or is a single lump-sum lot price sufficient?

Response: - The Government will accept a line-item price breakdown for each furniture item. However, we must receive the completed solicitation form containing the vendor information and the quoted price.

Question: - The Contractor Responsibility Verification form notes that offerors with prior Government CPARS/SPRS ratings are exempt from submitting past performance references. Can the Government confirm that CPARS/SPRS ratings alone are sufficient and that no additional past performance documentation is required from exempt offerors?

Response: - “The following factors shall be used to evaluate offers:” Per page 3 of the Solicitation.

Question: - For the financial resources requirement under FAR 9.104-1(a), will a signed statement on company letterhead from a responsible company official confirming adequate financial resources be sufficient, or does the Government require formal financial statements (e.g., balance sheet or profit/loss statement)?

Response: - Formal financial statements will be required from the awardee.

Question: - Is there a page limit or preferred format for the Technical Capability Statement?

What specific information does the Government consider most important in demonstrating capability to fulfill this requirement?

Response: - The Technical Capability Statement must have enough information to successfully evaluate the requirement.

Question: - Are there any licenses, certifications or other items that must be secured prior to submitting a bid?

Response: – No.

Question: - Will there be an Onsite Pre-Installation Meeting?

Response: – No, there is no installation on this requirement.

Question: - Could you please confirm if item 1.01 High Back Task Chair has a head rest?

Response: – Yes.

Question: - Could you please confirm if item 1.02 Clerk Station are Left hand or Right hand returns?

Response: – Right-hand return.

Question: - Could you please confirm if items 1.03 and 1.05 Lounge Seating are black fabric or black leather?

Response: – Fabric.

Question: - Is there elevator access in Building 803 if installation is not on the first floor?

Response: – No elevator access. MTECH offices and delivery point are all on ground level.
