About this file

The document is a Statement of Need (SON) for the 60 OSK/OSK unit, detailing a requirement for five (5) PVS-31A night vision devices (NVDs) for SERE (Survival, Evasion, Resistance, and Escape) Specialists at Travis Air Force Base. The NVDs are crucial for improving training scenarios, providing enhanced depth perception, situational awareness, and mobility during low-light and darkness training environments. The specification requires fully assembled equipment compatible with current dovetail helmet mounts and emphasizes lightweight design.

The associated federal contract opportunity (Solicitation Number: FA442725Q1119) is a Firm Fixed Price procurement for SERE Night Vision Goggles, previously solicited under different numbers. The Air Force Mobility Command seeks a "brand name or equal" solution, requiring vendors to submit a personalized quote, specification sheet, Combined Synopsis Solicitation, and Contractor Responsibility Verification. Delivery is specified as 30 days after award, and failure to submit complete documentation will result in being deemed unresponsive. The solicitation targets procurement of night vision equipment to enhance SERE specialist training capabilities.

Statement of Need For

60 OSK/OSK (PVS-31A)

Description: The SERE Specialist flight requires the procurement of five (5) PVS-31A units. Currently, we have no working night vision device which greatly increases risk and decreases potential training scenarios and learning outcomes. The PVS-31A's binocular design provides improved depth perception, situational awareness, and enhanced mobility, crucial for navigating challenging terrain and evading training scenarios in darkness. Furthermore, the PVS-31A's superior low-light performance and clarity enable more effective execution of complex tasks, such as map reading, signaling, and medical treatment, which are essential for survival and evasion. Equipping SERE specialists with the same NVDs used by aircrew allows for more realistic and effective training scenarios. This fosters better interoperability, streamlines training processes, and ensures both aircrew and SERE specialists are proficient with the same equipment, leading to improved coordination and overall mission success. It also allows SERE specialists to more accurately replicate real-world scenarios encountered by downed aircrew during training exercises. This is a “brand name or equal” request.
