PERFORMANCE WORK STATEMENT (PWS)
Motorcycle Operator Safety Training
Travis AFB, CA 8 August 2025
1. GENERAL: This requirement is for Motorcycle Operator Safety Training services, procured under a multi-vendor Blanket Purchase Agreement (BPA), for Travis Air Force Base personnel as mandated by the 60 Air Mobility Wing Safety Office and DAFI 91-207
1.1 Description of Services/Introduction: The vendor shall conduct Level 1 motorcycle training that meets Motorcycle Safety Foundation (MSF) or state-approved motorcycle safety training standards, including both classroom instruction and hands-on riding exercises. Level II must meet or exceed requirements established for Level I, and the vendor may require participants to use their personally owned motorcycle during the course. Level III must meet or exceed the requirements established for Level II training.
1.2 Background: The Motorcycle Operator Training program is mandated by the Department of the Air Force Instruction (DAFI) 91-207, “The Traffic Safety Program,” which outlines policies and procedures for safe motorcycle operation. This instruction is critical to ensure that all personnel who operate motorcycles on or off base adhere to the proper safety standards, techniques, and training requirements. In accordance with DAFI 91-207, all Air Force members who intend to operate a motorcycle must complete a Motorcycles Safety Foundation (MSF) – approved Basic Rider Course (BRC) or an equivalent approved course for Level I, followed by Level II or refresher/sustainment training as required.
1.3 Objectives:
1.3.1 To promote safety and reduce risks by ensuring operators are thoroughly trained and certified, the risk of accidents and injuries is minimized.
1.3.2 To enhance rider proficiency by ensuring that personnel develop the necessary skills to handle motorcycles under different conditions.
1.3.3 Ensure compliance with DAFI 91-207, providing the required training as specified by Air Force policy to maintain compliance and readiness.
1.4 Scope: To establish the requirements for providing Motorcycle Operator Training to eligible personnel in accordance with DAFI 91-207. The training should enhance motorcycle safety awareness, improve operator skills, and reduce mishap rate among services and associated personnel.
1.5 Quality Control:
1.5.1 The government will monitor the Motorcycle Operator Training performance under this Blanket Purchase Agreement using the following procedures.
1.5.2 Conduct periodic on-site observations as determined by 60 AMW/SE of training sessions to assess instructor performance, adherence to curriculum and safety protocols.
1.5.3 The contractor shall coordinate with 60 AMW/SE to ensure compliance with all BPA terms and conditions to include monitor usage against the BPA thresholds and proactively communicate with 60 AMW/SE if utilization approaches specified limits.
1.5.4 The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
1.6 Recognized Holidays: The contractor shall not perform services on the following Federal Holidays.

1.6.1 Hours of Operation: The contractor is responsible for conducting business between the hours of 0700 and 1600, Monday through Friday, except Federal holidays. The contractor may extend the hours, to include weekends, at no additional cost to the government.
1.6.2 Place of Performance: The service to be performed under this BPA will be performed at the contractor’s and government approved training location/facility in the local area/vicinity of Travis AFB.
The local area is defined as: Vallejo, Fairfield-Suisun, Vacaville, Dixon, Davis and Woodland.
2. SAFETY REQUIREMENTS:
2.1 Shall ensure that all motorcycles used during the training are properly maintained, and appropriate safety gear is available for students who may not have their own.
2.2 Ensure students adhere to personal protective equipment (PPE) requirements and other safety protocols both during training and when operating motorcycles.
2.3 Shall take such immediate precautions as reasonably required for safety and mishap prevention purposes.
2.4 Shall record and promptly report (within one hour) to the 60 AMW/SEG and Contracting Officer, all available facts relating to injury to government personnel and in the event of an accident, prevent further injury to government personnel.
2.5 Should the government elect to investigate an accident; the contractor shall cooperate fully and assist government personnel in conducting the investigation until the investigation is completed.
3. SPECIAL REQUIREMENTS:
3.1 The contractor shall provide the approved corresponding certificate of completion as proof of completion for those students who have successfully completed the course.
3.2 Invoices shall be submitted upon completion of each course with supporting documentation containing the course roster to include: date, type of class, name(s) of instructor, number of students, student name, whether the student passed, failed, left early, no-show, canceled out, etc. To ensure timely payment by the government, vendors are required to submit accurate and complete invoices no later than ten (10) days after course completion.
3.3 Canceled classes by the contractor shall notify the students and the 60 AMW/SEG at 60AMW.SEG.GroundSafety@us.af.mil no less than three (3) days prior to the course start date. Canceled courses shall be re-scheduled at the student’s earliest convenience.
3.4 The contractor may provide students, through the 60 AMW/SEG, with sign-up codes or registration link via websites in advance.
3.5 Shall be responsible for ensuring all instructors are certified by the Motorcycle Safety Foundation (MSF) or other government-approved entities and that all training complies with the Department of Defense Instruction (DoDI) 6055.04, Motor Vehicle and Traffic Safety and DAFI 91-207, The Traffic Safety Program.
3.6 Shall ensure all training curricula meets Motorcycle Safety Foundation or a state-approved motorcycle training program.
4. PRIVACY ACT INFORMATION: Tasks under this blanket purchase agreement may involve the use of information subject to Provisions of the Privacy Act of 1974. The contractor shall ensure that contractors assigned to this task understand and adhere to the Privacy Act of 1974. The user agency will identify such information and provide specific directions and guidance concerning the safeguarding of such information. The contract staff may be required to read, sign, and adhere to the appropriate nondisclosure requirements.
