STATEMENT OF WORK
FOR
PURCHASE AND INSTALLATION OF A
MODULAR HEXAVALENT CHROMIUM DECONTAMINATION UNIT
12 MARCH 2024
1. Project Overview:
This Statement of Work outlines the requirements for the purchase, delivery, and installation of a 40-foot cargo container repurposed as a Modular Hexavalent Chromium Decontamination Unit (MHCDU). The unit must meet figure 2-5 Clean-Dirty Schematic of the United Facilities Criteria (UFC) 4-211-02. The MHCDU is to be manufactured within a 1-hour radius of Travis AFB for cost-efficiency, reduced shipping risk, and enhanced on-time delivery probability. The unit must be designed to facilitate the safe transition of individuals through a decontamination process, in compliance with UFC 4-211-02. The unit must be installed in the paint shop of building 803 on Travis AFB.
2. Contractor Responsibilities:
a. Container acquisition, modification, and strength enhancement:
1.) Acquire a 40-foot cargo container.
1.) Constructing an interior modular shell within the 40-foot cargo container, adhering to UFC 4-211-02 specifications.
2.) Strengthening the container to support the MHCDU components.
b. Site Preparation and Installation:
1.) Removal, haul-off, and proper disposition of paint booth #2.
2.) Installation of the MHCDU in the footprint of paint booth #2, supported by the existing concrete floor.
3.) No large excavation of the area, just minor accommodations for electrical, water, and sewer connections.
c. Connection to Adjacent Sheet Metal Shop:
1.) Framing a transition from the MHCDU through the sheet metal shop door.
2.) Construction of the transition to prevent Hexavalent Chromium contamination from entering the sheet metal shop.
d. Interface with Existing Systems:
1.) Connection to existing electrical power (110v, 208V, 480V), water, and sewer/drainage.
2.) Interface with proprietary software running paint booth #1. (Due to existing warranty, contractor must be certified to work on propriety software running paint booth #1.)
3.) Install alert system in the event of paint booth #1 failure the interface between the MHCDU and the paint booth must alert the personnel of a hazardous situation.
e. Industrial Drain or Above Ground Hazardous Wastewater Tank:
1.) If suitable Industrial Drain is unavailable, install a large above-ground hazardous wastewater tank near MHCDU to collect water from shower, sink, and respirator washer.
2.) Tank to have level gauges and warning lights to warn when the tank is full.
3. MHCDU Requirements:
The MHCDU must include the following items, in accordance with UFC 4-211-02 figure 2-5 Clean-Dirty Schematic:
a. WARM AREA (dirty):
1.) Walk-through vestibule Air Shower.
2.) Initial Accumulation Point.
3.) Respirator Wash Area.
4.) Dirty Locker Room (hot and cold-water shower, stainless steel sink).
5.) Thermostat-controlled heat/cool with separate systems for the WARM AREA.
b. COLD AREA (clean):
1.) Clean Locker Room (at least 10 for street clothes).
2.) Thermostat-controlled heat/cool with separate systems for the COLD AREA.
3.) Bench.
c. General Features:
1.) Full finished interior.
2.) LED lighting.
3.) Separate ventilation to keep contaminants on the dirty side.
4.) Lockers for respirator storage.
5.) Shelving for storage.
6.) Fire extinguisher in each compartment.
7.) Portable Eye Wash Station in transition areas.
8.) 125-amp NEMA 1 electrical panel with NEMA 3 service disconnect.
9.) 1-duplex GFI outlet and 8-duplex 110v outlets.
4. Project Timelines:
a. Within 140 Days the contractor shall deliver the Modular Hexavalent Chromium Decontamination Unit (MHCDU) in a 40-foot cargo container, repurposed to meet United Facilities Criteria (UFC) 4-211-02 most current version at the identified site on Travis Air Force Base.
b. The contractor shall install, connect and provide all necessary connections and hookups within 161 days after contract award.
c. The unit shall be ready for inspection within 191 Days after contract award.
d. The unit must pass inspection by the 60 AMW Bioenvironmental Engineering Flight for adherence to UFC 4-211-02.
5. Proposal Submission:
Interested vendors are required to submit a technical proposal addressing Paragraphs 2. a.-e., Paragraph 3. a.-c., and Paragraphs 4 a.-d. of this Statement of Work. The proposal shall include but may not be limited to detailed product specifications, pricing, installation plans, training protocols, and warranty.
6. Evaluation Criteria:
Proposals will be evaluated based on adherence to specifications, cost-effectiveness, vendor experience, and ability to meet project timelines.
7. Conclusion:
This Statement of Work serves as a guide for the acquisition and installation of a state-of-the-art Modular Hexavalent Chromium Decontamination Unit, reinforcing our commitment to employee safety and environmental compliance. The selected vendor will play a critical role in the success of this project.
