Questions and Clarifications #1

FA4427Q0005 Amendment 3– CATM Cleaning Service

Highlighted areas are previously unanswered or new questions.

1. There is nothing mentioned in the PWS regarding clean areas for donning/doffing ppe. Is there an area available on-site, or should contractor anticipate providing mobile clean room?

A: Contractor should anticipate providing a clean room.

2. How does PEG prevent getting any water in the drain next to the pressure washing area?

A. Unsure what PEG means, however, that is the task at hand. Water should not enter the drain

3. What happens if the successful contractor can't make it to the Travis AFB site on one or two of the 52 Fridays in this annual contract?

A. We will schedule the cleaning dates ahead of time, if there are conflicts they can be easily resolved.

4. Who will provide/pay for replacement filters on this project at Travis AFB?

A. They should be funded through the Maintenance CLIN for purchase through contractor.

5. Are there any special insurance requirements?

A. None that I am aware of.

6. Is this trap indoor or outdoor?

A. The bullet trap is considered indoor, however, the facility is considered partially enclosed.

7. How wide is the trap?

A. 129.25 ft

8. How long is the shooting range floor?

A. 25 Meters.

9. How many shooting positions are there? Are there shooter's booths to clean?

A. 22, no shooting booths.

10. Is the range on the main floor? If not, is there an elevator?

A. Yes there is no second level.

11. Is there a ventilation system? If so, where is it located?

A. No ventilation system, just the auger to collect debris on the right hand side of the backstop.

12. Who will provide the new DCU filters? If the contractor, please provide sizes and quantities.

A. They should be provided by contractor and funded through the maintenance CLIN;

13. Please verify that the facility will dispose of the recyclable metal.

A. Yes, Travis AFB will dispose of recyclable metal.

14. Please verify that the facility will dispose of the hazardous waste

A. Yes, Travis AFB will dispose of the hazardous waste.

15. Can we have an expanded explanation of the 24 service calls? What is expected of the contractor during a service call? Is it a replication of the standard weekly cleaning? What are the criteria that would trigger an emergency service call?

A. It would be a replication of the standard cleaning, the criteria to trigger a service call would be resting hazardous material after firing on the floor surface.

16. Hours of operation - If a Federal Holiday falls on or is observed on a Friday, can contractors assume work will be performed on the preceding Thursday?

A. Yes.

17. Section B, Part 1, Subsection d - Who is the manufacturer of the bullet trap system. Can manufacturer documentation/maintenance/operations manual be provided for reference? Is there a spec to the referenced brackets and hardware?

Currently unable to provide

18. Section B, Part 1, Subsection e - Is a product spec for the collection buckets available?

Currently unable to provide

19. Section B, Part 1, Subsection f - What is the Make/Model of the dust collection units? Are dust collection filters contractor provided? Is there historical data available on the frequency and quantity of filters being changed?

See question 12, previous contractor who held this requirement neglected to change filter.

20. Can Contractor utilize engineering and/or administrative controls to reduce or eliminate the hazard to personnel during cleanup operations so that Tyvek suits and respirators are not required?

A: Per Bio-Environmental: “If the contractor has an engineering control that they can use such as a vacuum device with some type of filter, which could be a potential option. If not, the recommendation would be PPE such as a Tyvek suit and a respirator to protect the workers from potential exposure to hazards. As far as those being a mandatory item would be dependent on how the process is being conducted and if it warrants any type of sampling survey to further justify and controls.”

21. There was discussion today of cleaning the “interior” of the range, not just the area in and around the buckets and the drain. I don’t see this in the PWS, please confirm this work is required.

A. This work is not required.

22. Please provide a copy of the Travis AFB Hazardous Waste Management Plan.

A. Attached plan.

23. Do all buckets need to be replaced? Or only after failure?

A. Buckets only need replaced after failure.

24. Please provide specifications for baghouse filter and recommended replacement schedule.

25. Section B. 1. k) States that fines levied by DTSC may be passed on to contractor if metals exceed regulatory limits. It is documented that metals levels in the concrete drain currently exceed regulatory levels. Can background/current metals levels be established?

A. Current levels will be established after the decontamination is completed.

26. Section C. 8. States that only US citizens will be granted access to the CATM. Please confirm/deny.

A. I am uncertain of the citizenship requirements.

27. Will fast payment be authorized?

A. No

28. What kind of ammunition is used?

A. Frangible 5.56MM, 9MM and 12GA.

29. Is powerwashing required?

A. No, only wet wash per the PWS
