Section A: General Contract Information
Contracting Activity: 60the Contracting Squadron, Travis AFB, CA
Project/Program Name: Full Service Maintenance Agreement for the Alfa Wassermann Vetaxcel Clinical Chemistry Analyzer
Purchase Request/Identification Number: F3Z4539162AW01
Section B: Description of the Supplies/Services Required
David Grant Medical Center (DGMC) on Travis AFB, CA has a requirement for full service maintenance coverage of the Alfa Wassermann Vetaxcel Clinical Chemistry Analyzer. Contractor shall perform preventive maintenance services, unscheduled repairs, parts replacements, and end user support.
Section C: Justification for Soliciting from a Single Source or Brand Name
Capabilities to maintain this system beyond basic troubleshooting and minor fixes and to perform the requested work do not exist in-house due to the complexity and proprietary nature of the system. Original Equipment Manufacturer (OEM) support is required for this level of service.
Alfa Wassermann is the manufacturer of the proprietary system. Access to proprietary system software, new OEM parts in accordance with AFI 41-209 as stated below, and OEM-trained maintenance personnel are required to properly maintain the system.

6.29. Acquisition of Refurbished Equipment and Repair Parts.
6.29.1. The purchase of refurbished or used medical equipment is not authorized. (T-1).
6.29.2. The use of refurbished components is authorized only if provided by:
6.29.2.1. The original equipment manufacturer (OEM). (T-1).
6.29.2.2. An OEM-approved source or subsidiary. (T-1).
6.29.2.3. Department of Defense or VA depot services. (T-1).
The Medical Equipment Repair Center (MERC) contacted the company's tech support line to verify if the company trains and/or authorizes any third parties the necessary level of system access in order to complete the required services. According to the representatives, the company does not train any third parties in the delivery of the requested services.
Section D: Efforts to Obtain Competition
The MERC discussed OEM-authorized third-party services for this system with the manufacturer's support representatives. The manufacturer does not train any third parties nor does it grant software access to perform the requested work due to the proprietary nature of system.
Online research did not present any additional sources capable of meeting the government's requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The MERC continues to research and evaluate other companies to determine if they are capable of meeting the government's requirement prior to requesting services as single source or brand name requirements. There are no other known sources capable of providing the requested service at this time.

Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
