Single Source Justification (Simplified Acquisition)

20 Apr 2017 Page 1 of 1Reset Form20 Apr 2017 Page 1 of 1Reset Form

Section A: General Contract Information

Contracting Activity: 60th Contracting Squadron

Project/Program Name: MXG Fire Bottle CPI

Purchase Request/Identification Number:

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

We require the Cal-Amp TTU-720 that function with current software used by the AGE squadron to have a single point of tracking for all MXG equipment. Inspection dates and locations are provided in a spreadsheet that is accessible by all units and controlled by the age squadron POC.

Section C: Justification for Soliciting from a Single Source or Brand Name

Because Cal-Amp TTU-720s are already affixed to AGE equipment, and users already use the specific program provided by them, we will require use of the Cal-Amp TTU-720s and the corresponding software for single point of access tracking for all MX equipment. Moreover, the inspection time and date blocks are required for accurate asset accountability. Lastly, we require units that can be seen through buildings because these units will be affixed to assets that go into hangars. Thus cell coverage will be used and not satellite GPS. The only item and software that will work is the Cal-Amp TTU-720s and the corresponding software.

Section D: Efforts to Obtain Competition

Geoforce trackers were not able to form fit with current programs used by the AGE shop which has GPS units already installed on equipment. Moreover, other trackers use satellite coverage which does not accurately report location within aircraft hangars.

Lastly, other trackers do not provide spreadsheet capabilities with date fields required and the retrofit with current Cal-Amp TTU-720s that maintenance tracking already uses.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

We will be contacting AFIT and Pheonix Spark to see whether or not the Air Force can come up with these capabilities to track assets and reach out through cross tells over the contract period.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
