PERFORMANCE WORK STATEMENT (PWS)
NONPERSONAL SERVICE CONTRACT
TRAVIS AFB CA
CATHOLIC MUSICIAN
1. CONTRACTOR POSITION TITLE: Catholic Musician
2. Scope of Responsibilities: Provide accompaniment/cantor/choir leadership and plan, organize, lead and support Catholic music ensemble for Sunday morning 0900 and 1200 Catholic Masses and other Holy Days of Obligation. Contractor will also furnish same for special religious services (not to exceed 275 hours total including services and rehearsals during a twelve-month period). Provide non-personal services (e.g., marriages and quinceañeras) in this capacity in support of the Catholic Parish Program.
3. EDUCATION AND EXPERIENCE QUALIFICATIONS:
3.1. Possess at least six (6) years’ experience as church accompanist/choir director/cantor/ music director for Catholic liturgical services. Contractor/applicant shall provide a resume exhibiting past and present Catholic music leadership experiences, formal training, and other related musical experiences, e.g., playing in non-church related musical groups, with references to validate prior experience. References from past employment in Catholic liturgical environment (“Church”) may be contacted Must also furnish a video of them leading a Sunday Catholic Mass in a parish. Failure to provide a resume will determine contractor/applicant nonresponsive and will not be considered.
3.2. Musical audition with Deputy Wing Chaplain, Catholic Community Pastor and Chapel Superintendent and/or designee.
3.2.1. Audition will be conducted prior to award. Audition will be evaluated on a Pass/Fail.
Criteria on evaluation can be found in Attachment 1. Items to be evaluated during audition are:
3.2.1.1. Applicant for Catholic Musician position shall demonstrate industry standard (see 3.5) competence on organ, piano/secondary instrument (e.g., flute, acoustic guitar). Shall lead the congregation in Catholic liturgy, song, and be able to read music.
3.2.1.2. Applicant shall demonstrate industry standard competence in playing both traditional and contemporary music as well as playing desired liturgical settings for regular and special Masses.
3.2.1.3. Audio file of musical audition will be recorded during musical audition for further evaluation following the interview in order to aid in awarding the position.
3.2.1.4. Applicant shall demonstrate by audition key components of the applicant’s professional standards in leading the liturgical worship experience including things such as Psalm settings, Gloria, Preface, Eucharistic Prayer and common Latin sung responses. Of key significance is the applicant’s ability to make the music portion of Sunday and weekday Masses appealing to active duty families attending. The audition shall demonstrate the applicant’s familiarity with the liturgy of the Catholic Mass.
3.2.1.5. Evaluation process will look at two (2) facets: an audition of the applicant and a review of the applicant’s resume and other ancillary information provided such as letters of recommendation and references and submitted video (see 3.9) to contact previously mentioned in this section.
3.3. The Catholic Musician shall possess industry standard knowledge of Catholic liturgy, recognizing and following Catholic Church guidelines as provided by the General Instruction of the Roman Missal (GIRM), effectively supporting liturgical rites with music, song, and assembly leadership. The Catholic Musician shall have industry standard knowledge of Catholic hymnody and psalmody.
3.3.1. The Catholic Musician shall plan, prepare and execute liturgical and hymn music for choir and congregations for High Feast Masses such as Easter and Christmas, as well as for Masses in Ordinary Time and other Church seasons.
3.3.2. The Catholic Musician shall select liturgically appropriate music for Masses as prescribed by the Catholic pastor.
3.3.3. The Catholic Musician shall represent varied music forms in Masses (e.g., Gregorian and Plainsong chant, traditional, jazz, contemporary) identified as appropriate by the Cathlic pastor.
3.3.4. The Catholic Musician shall select music employing the proper balance between doctrine and emotional content in worship music.
3.3.5. The Catholic Musician shall hire temporary musicians for special Masses, embedding their assistance among the volunteer chapel musicians and choir members.
3.3.6. In Mass and other worship services, the Catholic Musician shall sing and lead Psalm responses, prefaces, Gloria, and other portions of the divine liturgy using standard Mass settings.
3.3.7. The Catholic Musician shall lead singing commonly sung versicles, such as the Sanctus and the Agnus Dei in Latin, as well as the Kyrie in Greek.
3.3.8. The Catholic Musician shall lead the congregation in singing acapella the Our Father, using the musical setting commonly used in most American Catholic parishes.
3.3.9. The Catholic Musician shall lead the congregation in the seasonal liturgy changes required for the penitential seasons of Advent and Lent and other seasons.
3.4. The Catholic Musician shall play Piano and Organ at industry level standards, or provide regular, consistent professional accompaniment under the Catholic musician’s immediate supervision.
3.5. The Catholic Musician shall possess music skills equivalent to a Bachelor’s degree in Music or music-related field (e.g., Music Education), which shall be defined as industry level and/or professional standard.
3.6. The Catholic Musician shall be able to demonstrate sensitivity to the wide variety of faith expressions within the military community (capability of working in a pluralistic environment).
Dignity and respect are paramount.
3.7. The Catholic Musician shall have the desire and ability to work with diverse groups of people, sometimes in a high stress environment.
3.8. The Catholic Musician shall submit an application in which his/her enclosed resume exhibits past and present Catholic music leadership experiences, formal training, and other related musical experiences, e.g., playing in non-church related musical groups.
3.9. The Catholic Musician shall provide a video of the applicant leading liturgical worship during a regular Sunday Catholic Mass at a parish. This video shall be provided during submission of a quote and shall be of the person who will regularly be leading music for Masses. Nonsubmission will determine contractor/applicant nonresponsive and will not be considered.
4. GENERAL RESPONSIBILITIES: The Catholic Musician shall:
4.1. Execute all assigned duties and responsibilities under the leadership of the Catholic Community Chaplain.
4.2. Adhere to, and comply with all federal, state, and local laws/regulations as well as any applicable Air Force Instructions and Chapel Operating Instructions.
4.3. Possess and demonstrate the ability to work cooperatively with chapel staff, other musicians, volunteers, and members of other faith groups for ecumenical activities.
4.4. Undergo successful background checks as directed by DoDI 1402.5 Criminal History Background Checks on Individuals in Child Care Services.
4.5. Under the leadership of the Catholic Community Chaplain, establish a regular schedule of work. Must be present during all rehersals (minimum one per week), worship services (minimum one per week) and other musical programs, which will include evening and/or weekend hours, to include Sunday.
5. SPECIFIC RESPONSIBILITIES: The Catholic Musician shall meet the following professional expectations:
5.1. Rehearsals:
5.1.1. Serve as a choir director and provide piano or organ accompanist support for Mass for all regular rehearsals.
5.1.2. Form/direct volunteer children’s choir and bell choir as needed for special services.
5.1.3. Assist in ensuring the Chapel is cleaned up and equipment is properly stored & secured, lights turned off, and building secured, in accordance with chapel operating instruction.
5.2. Worship Services:
5.2.1. Provide accompaniment and assistance for all performances.
5.2.2. Shall provide professional standard musical support which invites strong assembly participation in the liturgy in conjunction with formation and leadership of a volunteer choir and volunteer musicians.
5.2.3. Shall work with Cathlic community pastor, chaplains, and chapel staff in preparation and execution of weekly and seasonal choir rehearsals.
5.2.4. Provide music which supports the rites and liturgies celebrated at Catholic Mass throughout the Church Year, and other liturgical services (see Scope of Responsibilities). Music is chosen in conjunction with and under the guidance of the Catholic Pastor.
5.2.5. Participate in the entirety of the worship service.
5.2.6. Gather with all musicians, vocalists, and A/V technicians to break down, store, and secure all equipment following the service. If another team is using the equipment immediately following the service or rehearsal, coordinate with that service music director to ensure smooth transition and that equipment if not broken down if they need it.
5.2.7. The places of performance are Twin Peaks Chapel, DGMC Chapel and 1st Street Chapel, Travis AFB, CA, unless otherwise directed.
5.3. Additional Duties:
5.3.1. Maintain music library for adults and children. Supply recommendations for purchase of new music to be coordinated with the Catholic Pastor. New purchases to update music library are made according to yearly budget. Contractor agrees to coordinate with other contracted music leaders and assist in filling out and submitting the purchase order for said music to the bookkeeper.
5.3.2. Attend parish council, particular chapel team meetings, and liturgy preparation meetings as directed by the Catholic pastor. These meetings serve to inform the contractor of upcoming events and expectations which need special preparation and music support.
5.3.3. When appropriate, meet with other contracted cantor/song-leader/musicians to coordinate seasonal service music.
5.3.4. Meet with the Catholic Priest/Chaplain periodically to review music and exchange feedback.
5.3.5. Develop and provide liturgical planning document in coordination with the Catholic Pastor.
6. HOURS/UNITS OF WORK:
6.1. Contractor services will be provided during Sunday worship services and can be up to two (2) hours in length. Practice sessions/rehearsals will be held prior to each service at a time to be determined by the Contractor, with the approval of the Contract Officer or Catholic pastor.
6.2. Special services, and practices/rehearsals for special services and are in addition to the normal weekly work units. Units are defined as a session, which is a minimum of an hour but not to exceed two hours, providing services listed in this PWS.

6.3. Holy Days of Obligation: Mary, Mother of God. Ascension. Assumption of Mary. All Saints Day. Immaculate Conception. Christmas.
7. REPLACEMENTS:
7.1. Contractor is responsible for continuous contract performance through contract period.
Replacements may not be on a long-term, recurring basis, but only for required short-term absences of a personal nature. Candidates must meet all Catholic Musician qualifications listed above and be an agreeable substitute by the Catholic pastor in charge. Resume and references are required for approval. The government reserves the right to refuse any candidate if he or she does not meet all required qualifications. The Contractor shall submit a resume for each candidate.
7.2. Replacement candidates (subcontractors) can be approved of in advance to facilitate ease of filling required absence due to unplanned events.
7.3. All subcontractors must meet the same qualifications as the contractor and be approved by the Wing Chaplain.
8. THE WING CHAPLAIN WILL:
8.1. Review the contract annually to consider 1 yr. option periods.
8.2. Ensures the rate of payment for the services is described in the PWS in 12 monthly installments.
9. EQUIPMENT AND SUPPLIES:
9.1. All equipment needed to fulfill this statement of work will be provided by the Travis AFB Chaplain Corps. A computer, computer program, work area, any additional office equipment, standard office supplies (pens, paper, paperclips, staples, etc.), and internal funds request and processing forms will be provided by the Travis AFB Chapel. Training/workshops may be funded with CTOF if the Catholic Community Chaplain deems that it will directly improve performance as Music Director. The contractor coordinates all support requirements with the NCOIC, Chapel Operations or a designated representative.
10. QUALITY ASSURANCE:
10.1. The NCOIC, Chapel Operations or designee, will monitor and inspect the contractor’s contract compliance. The contractor will be notified in writing of any and all noncompliance, and will be given an opportunity to correct, if possible, nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
