PERFORMANCE WORK STATEMENT

360-DEGREE FEEDBACK SOFTWARE

SECTION I: DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.1. Description of Services. Current Air Force feedback, accomplished via the Airman Comprehensive Assessment Worksheet (AF Forms 724, 931, and 932), is extremely limited in its scope and does not capture traits and qualities necessary to proper evaluation of job performance. The 22d Airlift Squadron is seeking a third-party software capable of providing accessible, streamlined 360-degree feedback with data analysis capability. 360-degree feedback is defined as feedback from not only one’s supervisor, but also their peers and subordinates. With this feedback information, individuals can be more completely informed about their performance and quality of work, which benefits the efficacy of the unit.

SECTION II: SPECIFIC REQUIREMENTS

2.1. Software. The 360-degree feedback process shall be administered via an internet browser-based software capable of generating custom feedback surveys, storing records, controlling routing of results, and running data analysis. The software must support up to a maximum of approx. 230 users.

2.1.1. Software Training. The company delivering the software shall provide in-person training on how to best utilize the program, navigate its features, and manipulate its customizable options.

2.1.2. Mobile Access. The software provided must be accessible from platforms other than desktop work stations. Laptops, tablets, and mobile phones will be heavily relied upon to complete feedback, therefore, the software must function on those devices. This does not necessarily require a standalone application, as long as the browser functions equally well on a mobile platform as compared to a desktop computer.

2.1.3. Data Conglomeration/Analysis. The 360-degree feedback software shall possess the capability to process, sort, and analyze data gathered during the feedback process, as well as generate reports based on that data.

2.1.4. Educational Outreach Access. The feedback software license shall include access to additional libraries, forums, and databases concerning leadership, followership, and feedback resources for the purpose of continued education and an expanded knowledge base.

2.2. Customer Support.

2.2.1. Survey Design Coaching. The company delivering the software shall provide licensed, dedicated personnel to give guidance on how to best shape survey questions to obtain the most valuable and useful information. This coaching can be accomplished either in-person or via phone, video conference, etc.

2.2.2. Results-to-Action Strategy Guidance. The company delivering the software shall provide licensed, dedicated personnel to assist with processing feedback data in order to identify trends, prescribe solutions, develop strategy, and match results to unit mission/vision statements and goals.

2.2.3. Access to Classes/Workshops. The company delivering the software shall provide access to both distance learning and in-person classes and workshops in order to build upon survey results and improve unit members’ leadership and followership skills.

2.2.4. Technical Support. The company delivering the software shall be capable of providing 24-hour technical support.
