Section A: General Contract Information
Contracting Activity: 60th Contracting Squadron, Travis AFB, CA 94533
Project/Program Name: Bose A20 Headsets

Section B: Description of the Supplies/Services Required
(160) Bose A20 Low Impedance Headsets for use on the C-5M in the 22st Airlift Squadron.
Section C: Justification for Soliciting from a Single Source or Brand Name
Currently, Air Mobility Command/A3V, Standardization and Evaluation, has authorized only two headsets for use on the C-5M.
Only the Bose A20 Headsets offer Active Noise Reduction technology which dramatically reduces environmental noise levels on the aircraft. Without the Bose Headsets, aircrews will continue to operate in an environment which puts communication and safety at risk. Additionally, the potential for hearing loss or degradation will remain at a high level. The Bose A20 Headsets are approved safe to fly by Air Force Life Cycle Management Center (AFLCMC) (See Attached Memo) to mitigate these risks and significantly increase safety for aircrews on the C-5M.
Section D: Efforts to Obtain Competition
At this time there are no other headsets approved for use on the C-5M aircraft that have active noise reduction.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Air Mobility Command/A3V must authorize additional active noise reduction headsets in order to preclude future brand name awards for headset requirements. The 22st Airlift Squadron will continue to survey the market to find other headsets that can meet the above capability for future approval.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
