STATEMENT OF WORK
For the
Upgrade/Repair of the Traffic Signaling Systems at Multi-Intersections
Throughout Travis Air Force Base
The Contractor shall provide systems engineering solutions for the installation, testing, disposal, and life-cycle support of a new traffic signaling systems. The contractor shall provide all personnel, equipment, tools, parts, supervision, and other items and services necessary to ensure that the Traffic Signaling Systems upgrade/repair is successfully performed at Travis AFB, CA
1. Purpose. Upgrade the existing ten (10) Traffic Signaling Systems for multiple intersections at Travis Air Force Base (TAFB)
2. Scope. Travis Air Force Base currently has 10 intersections with traffic signaling systems that require replacement of traffic controllers, vision video sensors, vision communication managers, Synchronous Data Link Control (SDLC) cables, video sensor conductors, mounting brackets, programming and operations/maintenance training for twenty electricians. The Contractor will include system upgrades as required, to accommodate additional equipment installed under this contract. The upgrade shall be compatible and interoperable with existing McCain brand traffic system. The current name and model number of the existing traffic controllers to be replaced are McCain, Model 170E.
2.1. The Contractor will disconnect and dispose of the existing ten (10) traffic controllers, thirty-eight (38) video sensors (cameras), and wirings in the ten (10) intersections. See attached Site Maps for location of ten (10) traffic light systems on TAFB.
2.2. The Contractor will provide and install ten (10) traffic unit controllers, thirty-eight (38) cameras, and wirings. See Table 2.2 for quantities of controllers and cameras below:

2.3. The Contractor will replace existing damaged/corroded electrical conduits, boxes and wirings.
2.4. The Contractor will provide and install a dedicated cable for the connection of each camera to the new traffic controllers for each intersections.
2.5. The Contractor will program new traffic controller units and input Traffic Signal Timing schedules for each intersections. Government will provide Traffic Signal Timing Sheet.
2.6. The Contractor will test traffic signal system components, wirings and ground system prior to energization as well as existing in-service power systems.
2.7. As-Built Drawings. The Contractor shall prepare and submit an As-built drawings redrawn in AutoCAD with actual construction conditions. A set of as-built and digital CADD file (compliant with Tri-Service CADD/GIS format) is obtained to use for new systems or renovations of existing facilities.
2.8. Upon completion of project, the Contractor will provide Traffic Control System Operations and Maintenance training to twenty (20) Electrical Technicians. The Contractor shall provide a hard and soft copy of the operating manual for the controller units and vision video sensors to the government.
2.9. The Contractor will also provide standby (spare) traffic components:
a. Controller: Two (2) each
b. Autoscope Vision Video Sensor: Eight (8) each
c. Autoscope Vision Comm. Manager, Mounted on Aluminum Flat Panel: Two (2) each
d. SDLC Cable: Two (2) each
e. Camera Mounting Bracket: Nine (9) each
f. Cable, 3 Cond, 18 AWG Polyethelene: Five (5) CLF
g. Autoscope Programming Laptop With Autoscope Vision Software: One (1) each
h. Centracs Local Edition Module: One (1) each
3.0 Requirement. The Contractor shall engineer, furnish, install and test newly installed equipment to industry standard. The contractor will submit a traffic plan for the installation of traffic components for the ten (10) intersections.
4.0 Site Survey. A site visit will be scheduled during the solicitation phase. Contractors are encouraged to attend and perform site surveys at the required locations. The findings of the site survey and any actions required in preparation for system installation shall be documented and used to develop the Contractor’s proposal. Non-attendance to a scheduled site visit does not preclude a contractor from knowing the magnitude of this project.
5.0 Pre-Installation Briefing. The Contractor shall present a pre-installation briefing at the user site, as required, to review project goals, the implementation strategy, the installation schedule, verify that allied support is completed, discuss any potential problem areas, and ensure the site is ready for installation. The Contracting Officer is the only authorized person to make changes to the contract.
5.1. The Contractor shall submit the contractor’s work plan, within 10 days after contract award, to be approved by the Contracting Officer, prior to performing work. Upon approval, the Contractor shall be provided the written notice to proceed. The Contractor is expected to work during normal Travis AFB business hours, 0730-1630, Monday thru Friday (excluding federal holidays) with sufficient time to allow for entering and exiting the base. Military family days, military exercises, etc., are considered inherent governmental delays, and dates are not always known in advance. The Contractor will be notified as soon as possible if any delays are anticipated.
5.2. The Contractor will identify a Project Manager (PM) responsible for overseeing the project.
The Contractor shall identify in writing to the Contracting Officer the name and scope of authority of the PM within five (5) business days after award and will be the single point of contact from award to project completion/and or acceptance. The contractor is responsible for performing all necessary efforts in the completion of this project.
5.3. The PM will direct the project implementation to ensure the installation, testing, and in-service dates are met and ensure the installation is completed.
6. Tools and Testing Support. The Contractor shall provide all tools, installation materials, and test equipment required to perform any required product installation. All tools and test equipment shall remain the property of the contractor. Any damage caused by the Contractor to existing site facilities or equipment which might occur during site preparation, installation, testing or cutover of the system will be repaired at the expense of the contractor unless otherwise directed by the Government. The site shall be restored to the original condition, which existed prior to the event unless otherwise directed.
7. Government Support. The Government will furnish utilities to the Contractor, such as electric outlets for use by installation personnel. The Contractor shall provide required temporary utilities, which are not readily available in the work area. The Contractor shall coordinate, through the on-site Contracting Officer Representative (COR), any requirement before temporary disconnection of a utility.
8. System, Equipment, & Installation Warranty. The Contractor shall provide a one-year system warranty to include coverage of all equipment supplied and installed. Unless specified otherwise, the Contractor shall provide all supplies, parts, tools, and test equipment required for maintenance of the system and be responsible for total system maintenance during the warranty period. Ongoing software support by the manufacturers will include software updates of the video sensor, communication interface panel, and management software. These updates will be provided free of charge during the warranty period.
8.1. The Contractor will provide written procedures and required information for warranty services prior to cutover as part of the site acceptance or attached to the site acceptance. The information will include, but is not limited to written confirmation of the warranty period and contact information and procedures for technical support and troubleshooting assistance.
9. Configuration Management. The Contractor will provide documentation on the overall installation including, but not limited to, drawings and schematic diagrams of the Traffic Signaling System.
10. Testing and Certification. The Contractor will identify and provide approved industry and Original Equipment Manufacturer (OEM) procedures that outline, sequence, and indicate qualifications for system acceptance. The test procedures will be provided to the government for review and approval prior to the beginning of testing. The testing will ensure the system is fully functional and meets the intended use per the SOW.
10.1. Test results will be reviewed and the customer will sign the system test completion document indicating the system has passed all testing standards. Any failed test portions will be documented and retested within 48 hours.
11. The Contracting Officer Representative (COR) will provide the final project acceptance approval upon receipt of the receiving report in Wide Area Workflow
(WAWF).
12. Working drawings shall provide sufficient detail to provide a clear and complete understanding of the work.
13. Special precautions must be made, as needed, to prevent any potential fire hazard.
The fire reporting number is 424-4911 from a base phone or 911 from any commercial phone.
14. All exposed and visible surfaces shall be finished and provide an aesthetically pleasing appearance in accordance with the 2008 Travis AFB Facilities Excellence Guide.
15. The Contractor shall field verify all drawing measurements and any other supplied information given at the site visit.
16. All work shall be IAW all Contract Specifications, Unified Facilities Criteria (UFC), Uniform Building Code (UBC), Manual on Uniform Traffic Control Devices (MUTCD) and National Electrical Code (NEC) 2017 requirements
17. Materials storage and clean up: The contractor's materials and equipment shall be stored and protected after end of each day. The Government may assign an outside area to the contractor for the storage of his supplies and equipment. Clean up and removal of all debris, spoil and waste shall be accomplished at the end of each day's work.
Disposal shall be off base upon completion.
18. Working conditions: The Contractor shall perform work in such a manner as to cause minimum interference to facility and surrounding areas utilities: Reasonable qualities of water and electricity will be provided to the Contractor without charge.
Needed temporary connections shall be installed, maintained, and removed at the contractor’s expense.
19. Multiple axle vehicles and large delivery trucks must use the south gate off of Peterson Road. The driver must have valid registration, insurance and driver’s license along with a copy of the Bill of Lading with the jobsite address
20. Personnel will be badged at the Visitor Control Center prior to base access. Personnel must bring valid registration, insurance, and driver’s license for this process.
21. Safety. Personnel presenting potential threats to the health, safety, security, or operational mission of the installation and its population will be not be employed by the Contractor during the execution of the project. Compliance with AFI 91-202, Air Force Mishap Prevention Program is mandatory for the contractor.
