QUESTION #1: Reference Section L, Part II – Past Performance Information, paragraph (c) which states: “Complete attached Financial Institution Reference Sheet in Section J and return with the proposal.”
Question/RFI: The referenced form was not provided on FBO and is not listed in Section J. Please provide the required Financial Institution Reference form.
ANSWER: Amendment No. 1 will be accomplished to remove this section from the solicitation.
QUESTION #2: Reference Section L, C1 and C2 requirements for digital copy submissions.
Please clarify: Are offerors to include both proposal parts (Price Proposal and Past Performance Information) as separate PDF files on the same CD/DVD (i.e., 1 CD/DVD with 2 PDF files), or should each part be provided on its own CD/DVD (i.e., 2 CD/DVDs, with one PDF file on each)?
ANSWER: Both proposal parts can be submitted on the same CD/DVD.
QUESTION #3: Section M, Paragraph B - Performance Confidence Assessment Please clarify: Please confirm that there are no Past Performance Questionnaires (PPQs) required for the submission. Also, if a CPAR exists for a relevant project, should offerors include a copy of the CPAR within the proposal?
ANSWER: Past Performance Questionnaires have been uploaded to www.fbo.gov If a CPAR exists the contractor can submit a copy of the CPAR with their proposal but they are not required to do so.
QUESTION #4: How will the power be ran to the ARMAG unit and to the vehicle entry gate?
ANSWER: Contractor will be running the power and electrical work to the ARMAG unit and vehicle entry gate. Building 906 will feed the power for the ARMAG units and security fence by running conduit/wire from the mech room sub panel to the outside ARMAG unit. Building 911 will feed the power for the vehicle entry gate and lighting circuit by running conduit/wire from sub panel located inside 911 hallway to entry gate and lighting circuit.
QUESTION #5: Reference Section 2.3.Task 1.a states that the gov. will provide the IDS alarm estimate. Note 2.3.b & h states that contractor will provide IDS Security System for the ARMAG fence. We will need the design from Advantor and the product data so that we can coordinate the installation with their specific installation requirements. Do you have a contact with Advantor that is familiar with the project?
ANSWER: Please see the attached estimate. The Advantor POC is:
Grant Herring Vice President of Sales Advantor Systems Direct: (407) 926-6965 http://www.fbo.gov/
800-238-2686, ext. 6965 Mobile: (407) 446-8081
QUESTION #6: Note in the SOW, 2.3.i states that the contractor will provide a 104' x 30' canopy. At the site visit it was mentioned that there is a GSA product that you would like to utilize. Please provide the product details. Also, is there a geotechnical soils report for sizing the new canopy footings?
ANSWER: Does not need to be GSA canopy, we simply offered that as an option. It is up to the ktr to find a canopy that fits those dimensions to be submitted as a material submittal for approval. Only requirement is that it covers the parking spaces shown during the site visit and to have a metal canopy (all have been updated in SoW). No geotech survey has been completed, product should come with installation instructions.
QUESTION #7: Reference Section 2.3. Task 1. f states that the contractor will provide a motorized vehicle gate. Previously we have had to install a click-2-enter product, which is a radio transceiver that the fire department uses to bypass the gate security in case of an emergency (http://www.click2enter.net). Do you want that on this project? Also, as a comment, there is a lot of wind at Travis AFB, so the gate needs to be built sturdier than is typical (for example, cantilever gate w/double v-track and guide wheels is a solution). The standard wheel type rolling gate w/out a track would be cheaper, but can't hold up to the abuse. I have attached product data for a keypad w/call button and integrated intercom. Is that what you are looking for in regards to access control?
ANSWER: The product would need to meet the specs listed in the solicitation. Government has verified with the deputy fire chief, the fire department does not require a radio transceiver for entry, simply being provided the code is good enough.
QUESTION #8: Reference Section 2.3.Task 1.i & l state that the contractor will provide lighting. Can you provide the requirement for the lighting control? For example, ARMAG lights will have daylight sensors to turn on during night time.
ANSWER: No specific lighting requirements, RS Means has line items for flood lights. These would remain on in hours of darkness. They do not need to be motion controlled or do anything other than provide light outside both fenced areas.
QUESTION #9: Reference Section 2.3.Task 1.e states that the contractor will provide single leaf pedestrian gates with keyless access and direct line telephone access to building 906. UFC 4- 022-03, just lists padlocks for pedestrian gate hardware. Are you looking for a keypad w/intercom ability for dialing w/electronic lock that can be overridden remotely? Or are you looking just for a cipher lock system? Please clarify the standard for the pedestrian gate hardware.
ANSWER: Cypher lock keypad with push button lock, no lock on the inside for emergency egress on all pedestrian gates. The additional hardware is a telephone line that is set up outside the main gate for communication with the EOD shop. This is so the shop can open the fence for individuals needing access to their compound. Direct line should only be included for the main gate (automatic gate) and include push button so the shop can open the gate via the push button from the building.
QUESTION #9: Who is the Bowhead POC?
ANSWER: Mr. Richard Blink, 707-424-1710, richard.blink.ctr@us.af.mil.
mailto:richard.blink.ctr@us.af.mil
