STATEMENT OF WORK
PROTESTANT RELIGIOUS EDUCATION (RE) COORDINATOR
A. ENVIRONMENT:
The Travis AFB chaplain service mission is tailored around the 60th Wing’s mission. We provide for the religious and spiritual needs of the Air Force and their families. We support individual rights under the First Amendment ofthe U. S. Constitution and provide an opportunity for everyone to freely exercise their religious beliefs.
B. QUALIFICATIONS:
1) Faith & Practice: Must demonstrate knowledge and experience with Protestant theology, practices, rites, and sacraments, and is committed to being a part of the Travis Chapel Protestant Community.
2) Education & Experience:
a. At least two years’ experience as a religious education coordinator.
b. Minimum two years’ experience in a religious education position that included planning, organizing, and directing religious education programs for children (i.e. Sunday school, AWANA, Vacation Bible School, etc.), youth, and adults (i.e. Sunday school, small groups, etc.).
3) Documentation:
a. Resume verifying applicant meets qualifications.
b. Two positive letters of reference from two individuals who have supervised applicant working in the field of religious education. References must verify applicant meets qualifications.
4) Interview with Deputy Wing Chaplain, Senior Protestant Chaplain, and Chapel Superintendent/Non-commissioned Officer in Charge (NCOIC).
5) Sensitivity to the wide variety of faith expressions within the Military Community (capable of working in a pluralistic environment). Must be able to demonstrate. Dignity and respect are paramount.
6) Knowledge and training in Protestant religious education materials.
7) Ability to learn Air Force and local operating instructions on chapel programs and budgeting appropriated and non-appropriated funds or demonstrate/possess the ability to learn them quickly.
8) Proficient use of Microsoft Office applications, to include Excel, Word, Publisher, PowerPoint and Outlook.
9) Desire and ability to work with diverse groups of people, sometimes in a high stress environment.
C. DUTIES AND RESPONSIBILITIES:
1) General:
a. Execute all assigned duties and responsibilities under the leadership of the Senior Protestant Chaplain and in cooperation with the volunteer ministry leaders and other Chapel Staff.
b. Adhere to, and comply with all Federal, State, and local laws/regulations as well as any applicable Air Force Instructions and Chapel Operating Instructions.
c. Possess and demonstrate the ability to work cooperatively with chapel staff, other religious education coordinators, religious education teachers, volunteers, and members of other faith groups for ecumenical and inter-faith activities.
d. Undergo successful background checks as directed by DoDI 1402.5 Criminal History Background Checks on Individuals in Child Care Services.
e. Under the leadership of the Senior Protestant Chaplain, establish a regular schedule of work hours. Schedule is to accommodate presence during religious education programs, which will include some evening and/or weekend hours, to include Sunday.
f. Ascertain needs for religious education within the Protestant Community and make recommendations for improvement and/or addition to current programs.
g. Maintain awareness of pastoral care needs within the Protestant Community and communicate those needs to the Chaplain.
2) Administration
a. Planning
i. Develop plan for most effective religious education (RE) programs and create an RE calendar by 31 January of each year for the following Fiscal Year.
ii. Meet regularly with Senior Protestant Chaplain and RE ministry leaders to ascertain needs and provide accountability for all programs.
iii. Attend all Chapel Team meetings (as needed) and report on the status and needs of the Protestant RE Program.
b. Curriculum & Supplies
i. Program curricula:
1. Research, propose, and compile requested curricula for all RE programs to the Senior Protestant Chaplain for approval by 30 April of each year for the following Fiscal Year (FY).
2. Order all approved curricula by 31 July of each year for the following FY.
ii. Enrichment materials
1. Research and propose enrichment materials for distribution to the Protestant Community to the Senior Protestant Chaplain for approval by 30 April of each year for the following FY.
2. Order, procure and store all approved enrichment materials by 31 July of each year for the following FY.
iii. Right Now Media (and other electronic or web-based media)
1. Research and propose media to the Senior Protestant Chaplain for approval by 30 April of each year for the following FY.
2. Make approved media accessible (unblock on web-based program) by 31 July of each year for the following FY (and as needed).
iv. Supplemental materials
1. Research and propose all supplemental materials (crafts, food, etc.) needed for all RE programs, especially children’s and youth programs, to the Chaplain for approval by 30 April of each year for the following FY (or as needed).
2. Order, procure and store all approved supplemental materials by 31 July of each year for the following FY (or as needed).
v. Records: Maintain a current inventory of all RE materials that indicates Wing Chaplain (or designated representative) approval for all curriculum materials as required for Air Force inspection programs.
c. Volunteer Leadership & Support
i. Recruiting: Seek volunteers for leadership and support for all RE programs through all effective means (personal invitation, public announcement, electronic communication, etc.).
ii. Scheduling: Ensure all needed positions are filled with volunteers, scheduled at least one month in advance.
iii. Training:
1. Create training materials for all RE volunteers, specific to their area of service, and submit to the Chaplain for approval & edit. Include training on sexual abuse prevention (can be supported by Family Advocacy or other AF organization).
2. Schedule two annual training sessions for all volunteers and ensure all have completed the training (scheduling extra sessions if needed).
3. Ensure all volunteers working with children under the age of 18 are fingerprinted and have an approved Installation Records Check (coordinated with the Chaplain Assistant over the IRC program).
iv. Recognition: In cooperation with the Senior Protestant Chaplain and Parish Coordinator (if there is one) plan and execute an end-of-year appreciation and celebration event for the Protestant Community, or provide data for an ecumenical event.
d. Publicity: Designs publications for a wide variety of venues (electronic, paper, etc.) and obtains approval of the Senior Protestant Chaplain and Wing Chaplain, ensures all Protestant RE programs are publicized both within the Chapel community and in the Travis AFB community as appropriate.
e. Financial Management
i. Budgeting: In cooperation with the Senior Protestant Chaplain and the volunteer ministry leaders, creates the budget for all RE programs for submission to Wing Chaplain by 30 April of each year and completes all required program justification paperwork.
ii. Expenditures:
1. Creates all required funds requests, places all orders, and ensures acquisition of all Protestant RE materials.
2. In cooperation with the Chapel Tithes and Offerings Fund (CTOF) and appropriated funds managers track expenditures monthly to ensure spending is within budget.
iii. Ensures all money collected for a program is properly handled and accounted for in accordance with Air Force Instructions and CTOF Operating Instructions.
f. Audio Visual Equipment: Ensures all RE programs have all AV equipment needed for each program. Any deficiencies are reported to the Chaplain to begin the process of acquisition or maintenance of equipment.
g. Program Oversight
i. On-sight management: Maintains “floating presence” at all RE programs to ensure volunteers are in place and prepared for the programs. Also ensures any last-minute needs are met.
ii. Air Force Chaplain Corps Activity Reporting System (AFCCARS): Provides attendance numbers for ALL Protestant RE programs for the appropriate Chaplain’s AFCCARS file.
h. Facility Management (can be shared with volunteers):
i. Complete a chapel facility request to schedule each RE activity to be held in chapel facilities in accordance with the Facilities Operating Instruction.
ii. Ensures facilities are clean, setup and unlocked in preparation for all RE programs.
iii. Ensures facilities are clean, reset and locked following all RE programs.
iv. Ensures facility maintenance requirements are reported to the Chaplain Assistant in charge of facility management.
3) Children’s Religious Education (6 months-5th grade): In cooperation with the Senior Protestant Chaplain and volunteer ministry leaders, ensures the following ministries are planned, funded, and manned
a. Sunday Morning Children’s Church
i. Age appropriate class breakdowns
ii. 2 or more trained & IRC approved volunteers in each class
iii. Curriculum and supplemental materials for each class
iv. Runs during desired Sunday Protestant service(s)
b. Mid-week Children’s Ministry (as needed)
i. Age appropriate class breakdowns
ii. 2 or more trained & IRC approved volunteers in each class
iii. Curriculum and supplemental materials for each class
c. Vacation Bible School (Ecumenical)
i. Planning: In coordination with the Senior Protestant Chaplain and Catholic Children’s Faith Formation Coordinator, develops plan for VBS program by 31 February of each year.
ii. Volunteers: Coordinates with Catholic Children’s Faith Formation Coordinator to recruit and train volunteers for both Protestant and Catholic communities.
iii. Program:
1. Age appropriate class breakdowns
2. 2 or more trained & IRC approved volunteers in each class
3. Ensures curriculum accommodates both Protestant and Catholic teaching
4. Runs a minimum of once per year (others, as needed, may be Protestant only)
4) Youth Religious Education (6th-12th grade): In cooperation with Club Beyond leaders (if applicable), volunteer ministry leaders and approval of Senior Protestant Chaplain, ensures the following ministries are planned, funded, and manned.
a. Mid-week Life Youth Ministry
i. Runs during each Midweek Religious Education Night
ii. 2 or more trained & IRC approved volunteers in each class
iii. Two classes
1. 6th-8th grade
2. 9th-12th grade
iv. Age appropriate curriculum & activities
b. Special Youth Events, in coordination with the Senior Protestant Chaplain
5) Adult Religious Education (18 years & up): In cooperation with the Senior Protestant Chaplain, volunteer ministry leaders, ensures the following ministries are planned, funded, and manned.
a. Midweek Adult Ministry (Life Groups)
i. Two trained leaders per group
ii. Curriculum focused on Biblical topics or Book of Scripture
iii. Designed to build interdependent Christian community
b. Protestant Community Annual Retreat (if funding is available)
i. One retreat for the entire Protestant Community
ii. Keynote speaker and breakout sessions that connect with all ages and stages of life
iii. Activities for all ages and stages of life
c. Protestant Men of the Chapel (PMOC)
i. Two trained leaders per FY
ii. Facilitate religious education plans & budgeting
iii. Acquire required religious education materials and supplies
iv. Provide ongoing support for the ministry
d. Travis Women of Christ (TWOC)
i. Two trained leaders per FY
ii. Facilitate religious education plans & budgeting
iii. Acquire required religious education materials and supplies
iv. Provide ongoing support for the ministry
D. QUALITY ASSURANCE: The NCOIC, Chapel Operations or designee, will monitor and inspect the contractor’s performance. The contractor will be notified in writing of any and all noncompliance, and will be given an opportunity to correct, if possible, nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
E. RATE OF PAY: The Contractor will be paid per hour according to the Non-Personal Service Agreement. The Contractor will be responsible for filing any applicable social security, federal, or state taxes. Contractor shall submit invoices using Wide Area Work Flow no later than seven (7) days after the completion of a month of work.
F. PERIOD OF SERVICE AND EXERCISE OF OPTION YEARS: The period of performance shall be for one (1) Base Year of 12 months with 2, one year options. The period of performance reads as follows: 1 September 2018 through 31 August 2019. Option year 1 shall be from 1 September 2019 through 31 August 2020. Option year 2 shall be from 1 September 2020 through 31 August 2021.
G. EQUIPMENT AND SUPPLIES: All equipment needed to fulfill this statement of work will be provided by the Travis AFB Chaplain Corps. A computer, computer program, work area, any additional office equipment, standard office supplies (pens, paper, paperclips, staples, etc.), and internal funds request and processing forms will be provided by the Travis AFB Chapel. Training/workshops may be funded with appropriated funds if the Senior Protestant Chaplain deems it will directly improve performance as Religious Education Coordinator. The contractor coordinates all support requirements with the NCOIC, Chapel Operations or a designated representative.
H. SECURITY: The Contractor will comply with all Air Force computer and information security requirements. The contractor must favorably pass security background checks required by DODI 1402.5 to work around children under the age of 18 (includes fingerprinting); obtain vehicle/personal pass to enter base. The contractor shall ensure that each religious education volunteer working with children under the age of 18 completes a security background check, as required by DoD 1402.5. The contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs.
WORKING HOURS AND EXTENDED PERIOD OF ABSENCE: At least one hundred twenty-eight (128) hours per month are required to fulfill this contract of which a minimum of eighty (80) hours of services will be performed at Chapel, during the hours of 0730-1630. Up to forty-eight (48) hours may be spent on evenings/weekends or in training, coordinating with local area religious education coordinators, and research of significant developments in religious education program curriculum. The Contractor must provide a substitute(s) of equal or higher proficiency in his/her absence. All substitutes must meet the same qualifications as the contractor and be approved by the Senior Protestant Chaplain and NCOIC, Chapel Operations and a minimum of five working days in advance.
