26 April 2017

PURPOSE: To seal alligator, block, longitudinal, and transverse cracking along with full depth patching of high severity alligator crack area.

1. SCOPE

1.1 Seal all cracks (alligator, block, longitudinal, and transverse) over pavement area as shown in Drawing 2A and 2E. Each type of distress and corresponding level of Low, Medium, or High severity are depicted on Drawing 2A and 2E with total SF for each distress area. All cracks to be prepped and sealed IAW with Spec 32 01 17.16. Remove all pavement reflectors, prep/clean pavement, and apply fog seal for entire area as shown in Drawing 2A and 2E. Drawing 4 shows location of full depth Hot-Mix Asphalt (HMA) patch and Drawing 5 shows existing and new pavement section. Patch to include saw cut, removal and proper disposal of 6” of asphalt, scarify, wet, and re-compact existing 6” lift of base course, and 2 each, 3” lifts of HMA with tack coat on vertical joint faces and between layers. Patch joints to receive crack sealant on joint as well. Restripe and place new reflectors per striping plan shown in Drawing 6. All work to be completed with only partial road closures by means of traffic control/flaggers.

1.2 The contractor (ktr) shall provide all labor, materials, and supervision to meet scope requirements as stated in para 1.1 above. All work shall comply with the specifications identified in Section 3 and references defined in Section 4. Ktr shall verify field conditions, dimensions, and material quantities prior to start of the project. Ktr shall review existing drawings and make corrections to apply with proposal. All work must comply with environmental laws and regulations as stated in para 2.4.

2 REQUIREMENTS

2.2 General Requirements

2.2.1 Ktr shall not start any work before all material approval submittals approved.

2.2.2 Ktr shall notify Government in writing 24 hours prior to all soil/asphalt density tests performed by ktr’s quality control personnel or ktr’s independent testing firm.

Government will accept nuclear testing method in lieu of other destructive testing methods. Government shall witness density tests of each 3” asphalt lift sublot and base course. Ktr shall submit all compaction reports or field notes within 24 hours after density tests performed. Official test reports shall be submitted no longer than 30 days after density tests performed.

2.2.3 Period of Performance is 60 calendar days. Actual construction period of performance is 10 calendar days.

2.2.4 Dispose of demolished asphalt at an off-base location and provide Construction & Debris report within 30 days of disposal for 60 CES/CEI tracking of recycled materials.

2.2.5 Ktr shall provide on-site, vacuum sweeper during crack preparation, cleaning of pavement surface for fog seal application, and demolition operations to ensure construction debris is not tracked outside of the construction zones. Each area must be swept and clean of debris before reopening to traffic.

2.2.6 Ktr to provide phasing, signage plan with traffic control as pre-construction submittal for governmental approval at least 4 weeks prior to start of scheduled work. Ktr is approved for a rolling road closure during crack sealant application. Ktr traffic plan submittal must avoid any streets or intersections closures during all construction activities. Ktr flaggers and appropriate phasing will be utilized to allow for partial lane closures only.

2.3 Special Requirements

2.3.1 Ktr shall seal all cracks for pavement areas shown in Drawings 2A-2E per Spec 32 01

17.16. Sealant will be applied to ensure at least ½” extension on either side of crack face.

2.3.2 Ktr shall saw cut and remove HMA for full depth patch as shown in Drawing 4. Field verification with Civil Engineer PM of patch location required before saw cutting. HMA is approximately 6” thick per core taken within the patch area. Actual thickness might vary slightly. Scarify and re-compact existing top 6 inches of base course per requirements in Spec 32 11 23. Place tack coat against vertical face of existing HMA joint, between lifts, and on top of finished joint in accordance with Spec 32 12 10. Place 2 each 3” lifts of HMA per Specification 32 12 16. HMA shall meet CALTRANS 2015 Standard Specifications.

2.3.3 Ktr shall provide 2 coats of CSS-1h cationic, petroleum resistant fog seal per Spec 32 01

13. Pavement shall be prepped per para 3.1 where all existing pavement markings can remain once determined to be firming bonded to existing pavement.

2.3.4 Provide thermoplastic pavement markings and non-metallic raised reflectors (not the button type) per Spec 32 17 23 as shown in Drawing 6.

2.4 Environmental Mitigation

2.4.1 Before work begins, the contractor will clearly delineate the project disturbance boundaries which shall be entirely on paved or gravel surfaces. The Contractor shall ensure all equipment, materials and vehicle traffic stay on paved surfaces and are confined within the designated project disturbance boundary (including access roads and laydown).

2.4.2 Prior to the start of construction activities, a Service approved Biologist, provided by the government, shall provide education and training sessions for all individuals that will be involved with site preparation or construction. The training will focus on habitat sensitivity and identification of CTS. The training shall include species description and behavior, general measures to be taken to protect these species as they relate to the project, the penalties for non-compliance, and the boundaries of the project area. A fact sheet or other supporting materials containing this information will be prepared and distributed. Upon completion of training, employees will sign a form stating that they attended the training and understand all the conservation and protection measures.

2.4.3 Construction activities will be timed to occur during the dry season (June 1 - October 15) to minimize potential effects to California tiger salamander dispersal. Dry season dates may be adjusted ±30 days based on re-evaluation by TAFB Environmental office and the USFWS. Re-evaluation will be based on present year rain data and the latest scientific data.

2.4.4 Construction activities will occur between sunrise and sunset.

2.4.5 If California Tiger Salamanders (CTS) are observed on or near the construction site, stop all work and contact the Contracting Officer and 60 CES/CEIE Natural Resources Program Manager 707-424-8354 or 707-464-5126 immediately. \

2.4.6 To protect birds under the Migratory Bird Treaty Act, the Government will provide for the project (if occurring between the months of February-August) a biologist to perform a pre-construction site survey at least 14 calendar days before construction to determine whether any protected species or nesting birds are present that may be impacted by project activities. If nesting birds are present on or near the site, construction may be temporarily postponed until the nesting season is over.

2.4.7 The contractor will confine all equipment to designated work zones (including access roads and laydown) within the area to be disturbed.

2.4.8 The Contractor will utilize dust control measures whenever necessary. These measures include, but are not limited to, use of a water truck to spray disturbed areas during construction activities and covering of soil piles with plastic whenever they are not in use. No water will be allowed to run-off the site. If connecting to a hydrant, a backflow preventer is required.

2.4.9 All trash (food related items such as wrappers, bottles, cans, food scraps, etc.) will be placed in closed containers and removed from the project site on a daily basis. All fencing, flagging, debris, trash, and materials will be removed from work areas following completion of construction and habitat restoration activities.

2.4.10 Operators will be familiar with and exercise spill prevention and emergency spill response measures as required. Emergency response plans will be on site.
