Evaluation Criteria

RFO Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government intends to award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

Factor 1: PRICE - The Government will award a contract resulting from this solicitation to the responsible offerer whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item. Prices will be evaluated on the Total Evaluated Price (TEP).

Factor 2: TECHNICAL CAPABILITY TO MEET THE GOVERNMENT'S REQUIREMENT - The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided information from the Salient Characteristics. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.” The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The Government will base its evaluation on the information presented in the offer.

Offerors will be evaluated on their price first and then technical acceptability.

(b) Options (if applicable). The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) The Government reserves the right to make award without negotiations and to perform comparative evaluation of quotations.
