About this file
This document is a Request for Information (RFI) for an Air Force Base Bulk Fuel Fence Repair project, containing 34 questions and responses between potential contractors and the government. The project involves demolishing existing fencing and a concrete drainage ditch, and replacing them with new fencing, gates, and a drainage swale at a military installation. Key technical details include installing approximately 2,223 feet of new PVC-coated dark bronze chain-link fence, three double swing gates (32' and 20' widths), one single swing gate (4' width), and implementing new grounding systems.
Notable clarifications in the RFI include: concrete testing will be required at multiple stages, Bermuda grass will be used for revegetation, contractors must supply their own topsoil, snow fence is acceptable for temporary site security, and one individual can serve as superintendent, quality control manager, and site safety and health officer. The project will be overseen by 97 CONF and 97 CES engineers, with submittals and RFIs directed to the contracting office. Concrete specifications call for 3,000 PSI mix with slump up to 8 inches, and a panic bar is required on the single swing gate per NFPA 101 standards.

The requested Dark-Bronze vinyl coated mesh is not a factory option for this type of fencing.
Would black be acceptable?
5/12/2025 5/22/2025 Dark Bronze or equivalent (aka dark brown) would be the acceptible color options for the fence.
Will the temporary fencing be required to be installed before the existing fencing is demo’d?
Temporary fencing may be installed at the contractor's timing discretion. When the contractor is on site actively working the compound does not need to be completely enclosed.
Compound shall be enclosed at end of each work day with temporary fencing, if necessary. If using temporary fence, attach a controlled area sign to the fence as well ensuring area is fully enclosed and labeled.
3 01 35 29.13 - 1.5.1 With this project not requiring remediation is an industrial hygienist really needed?
No, an industrial hygienist is not required.
Does the temporary fence need to secure? We feel that the Orange snow fence may not be enough security for this area.
Snow fence will satisfy as securing the area. Snow fence may be utilized along with an attached controlled area signage to the snow fence to enclose the compound.
Are there any as-builts available for the existing equipment grounding? Or should we anticipate providing new grounding only?
Anticipate providing new grounding system.
The specification reference work on a contaminated site. Can the government provide any additional about this? Is the contractor to provide any soils testing or special consideration for where demo’d materials from this site are to be delivered or remediated?
No special requirements or testing of soil for remediation will be required.
Please confirm if NAVFAC eCMS will actually be utilized for this project.
NAVFAC eCMS will not be used for this project. This specification was an error.
Is a cost loaded p6 schedule required or is a AF3064 acceptable?
An AF 3064 is acceptable for cost portion, but a detailed time line schedule with major milestone and when to expect them is required.
Can the super Triple hat the SSHO/ QC roles if the role requirements can be met?
Yes
What items is the government considering as salvage that should be turned over to the government per specification?
There are no items designated for salvage for this project.
11 Spec 01 31 23.13 20
Section 01 31 23.13 20 says the project will utilize NAVFAC’s eCMS for all electronic communications, while Section 01 30 00 and other state that the USACE is running the project. Who in fact is overseeing this project and by what means are submittals, RFI’s, etc.
to be sent and received?
Disregard specification 01 31 23.13 20. This specification was an error for this project.
97 CONF is overseing along with 97 CES engineers and inspectors. All submittals, RFIs, etc will need to go to the contracting office to flow to the correct reviewers.
12 Spec 01 32 01.00 10
Section 01 32 01.00 10 says that P6 must be used for scheduling which is again a USACE and NAVFAC requirement and not a USAF requirement. If the USAF is running this project, then can we use the AF3064 for scheduling and the AF3065 for progress reports as on all other USAF ran projects? Or has the government accounted for the additional costs of the contractor hiring a scheduler for this project in their IGE?
An AF 3064 is acceptable for cost portion, but a detailed time line schedule with major milestone and when to expect them is required.
An AF 3065 is acceptable for progress reports.
Does the government want separate full-time on-site Superintendent, Quality Control Manager, and SSHO per specifications, or as on other USAF bases is just one individual who has the qualifications of all three sufficient?
One individual meeting the three qualifications is sufficient for this project.
Has there been any past spillage that has gotten into the concrete drainage system that we are to demolish and if so, will the ground beneath need to be tested creating the possibility of additional work outside of the SOW, like remediation and disposal of contaminated soils, import of new soils, etc.?
No spills have been reported in this area. No testing for soil remediation or disposal of contaminated soil will be required.
Spec 01 78 00 &
01 78 23
Sections 01 78 00 & 01 78 23 have extensive requirements for O&M’s and other items that are not pertinent to the SOW of this project.
Will these sections be revised?
These two spec sections are required to capture all product data for the installed hardware. Please see attached submittal register of required submittals that are necessary for this project marked with a "G".
Spec 01 78 24.00 10
01 78 24.00 20
Sections 01 78 24.00 10 & 01 78 24.00 20 do not fit the SOW or work being done under this contract. Will these sections be removed from the specifications?
The facility data sheet and facility data workbook are required for this project. The two forms will capture the two systems (the drainage ditch and the chain link fence) that are installed. The FDW will need to capture the field verified linear feet of each system that was installed. These forms are then used to update the government's asset databases.
At the site visit it was stated that orange snow fence was sufficient for temporary fencing per Security Forces. Please confirm that this is acceptable.
Yes, snow fence is acceptible for temporary fencing. When using temporary fencing attached controlled area signage as necessary to enclose and label the compound.
18 Spec 01 33 00
No submittal register has been provided and Section 01 33 00 speaks of it in the manner of a Design Build project not a Bid Build such as this. Can a submittal register be provided.
Please see attached Submittal Register for this project.
