About this file

This document is a Question and Answer (Q&A) session related to an upcoming Request for Quote (RFQ) for an Oil Storage & Dispensing System at Altus Air Force Base, Oklahoma. The key details are:

The Oil Storage & Dispensing System must have specific salient characteristics, including a minimum working height of 104", minimum working width of 90", six 65-gallon aluminized steel rectangular containers, a self-priming gear pump, a drip pan, and spill containment. The Q&A addresses questions about the gravity-feed dispensing, container colors, use of a single pump, oil specifications, tank sizing, the need for filters, and the configuration of the dispensing valves and hoses. The RFQ will be a 100% Small Business Set Aside under NAICS code 333914, with proposals required to be submitted through the System for Award Management (SAM) database. The deadline for questions is May 10, 2024.

Q & A RFQ: FA441924Q0035 - Oil Storage & Dispensing System

1) Would you please confirm that the dispensing method from the six 65 gal rectangular containers is a gravity feed.

a. Yes, they are gravity feed.

2) Please advise if the six 65 gal rectangular containers are to be different colours or are all six going to be the same colour? If each of the oil containers is going to be filled with a different type of oil, we suggest that each of the containers are colour coded accordingly?

a. All six can be the same color we will label as needed.

3) In the specificaon there is a single 115v 8 gpm self -priming gear pump. We assume that this pump will be used to fill the six 65 gal oil containers from oil drums. Would you please advise if our assumpon is correct. If our assumpon is correct, would you please note that there could be a risk of cross contaminaon of the different types of oil using this method to fill the 65 gal oil containers.

a. Yes, a single pump but we will only fill what is need and drain the fill hose.

4) Would you please provide the Oil Specificaon data sheets for the oils which will be used within the Oil Storage & Dispensing System. This is so as we ensure all components are fully compable with the oils.

a. Yes, these will be added to the atachments.

5) Tank sizes we would normally have built for a 65 gallon tank (technically 75 gallons, but all tanks usually have a 10 gallon headspace). They don't have to be built to that size, but it's our norm.

a. The tank queson is 65 gallon and 75 gallons with 10 gallon head space is correct.

6) My thought re-reading the "min" measurements is that is the available space/dimensions they can fit the rack into.

a. The second queson is correct also just to fit the storage containers.

7) No filter was requested

a. No filters needed

8) Ensure they only want 1 pump for all 6 and also all 6 piped to one dispensing valve. Also if they want it all piped to 1 valve, what "PVC discharge hose with quick disconnects" is for or where they want it. Unless I am just interpreng it incorrectly.

a. We want one pump to fill all storage tanks and individual dispensing valves to distribute the fluids.

9) Containment pan brackets" probably need some clarificaon on this, as I'm unsure if it's related to the rack having brackets in the spill pan so it doesn't move (we usually weld it) or whether they need addional brackets on the outside of the spill so they can secure it at their locaon.

a. We would like the containment box to be able to secure it to the floor.
