PERFORMANCE WORK STATEMENT (PWS)
LIVE FIRE TRAINING FACILITES SERVICE
1. DESCRIPTION OF SERVICES. The Contractor shall furnish all personnel, supervision, labor, equipment, consumable materials, supplies, tools and other items to complete operations necessary to perform preventive maintenance, repair, testing, and certification of live fire training facilities, props and operational systems at Altus Air Force Base (AFB), Oklahoma as listed in Appendix A.
1.1. REFERENCES. The Contractor shall comply with manufacturer’s procedures and the references for inspecting, maintaining and certifying the live fire training facilities and operational systems listed below.

1.1.1. Copies of any Air Force Specific reference shall be provided to the Contractor upon request.
1.2. SCHEDULED MAINTENANCE.
1.2.1. Scheduled maintenance will consist of de-winterizing (spring) or winterizing (fall), general maintenance, operational/safety inspection and certification in accordance with the references listed in paragraph 1.1.
1.2.2. Semi-annual maintenance will be performed in the spring, between 1 March and 30 April and in the fall, between in the 15 October and 15 December, for each year of the contract. The exception will be new live fire trainers that are still under warranty. These shall be initially serviced in the fall, between 15 October and 15 December, to winterize them until the spring service. A complete service report is required for each facility and system. All service reports shall be submitted to the Contracting Officer Representative (COR) within ten (10) duty days of completion of semi-annual service.
1.2.3. If any visible structural defects are found, the inspector will notify the COR and the Assistant Chief of Fire Training. A separate cost estimate of repair costs must be submitted to the COR so that funding can be made available for repairs. If repairs are required and funded, they may be done during the semi-annual visit or they will be scheduled at a mutually acceptable time for an unscheduled repair visit.
1.2.4. The Contractor shall provide initial and refresher operation and maintenance training to five (5) Altus AFB Fire Department Staff during the visit conducted between 1 March and 30 April.
1.3. SEMI-ANNUAL AIRCRAFT TRAINING FACILITIES MAINTENANCE. The system consists of the aircraft mock-up and burn pit area, safety/control tower stand, propane storage system, water system and conservation pond and air compressor system. All service tasks identified in TO 35E1-2-13-1 will be completed during the scheduled maintenance visit.
Use of the TO checklist is highly encouraged.
1.3.1. AIRCRAFT MOC-UP. Service items include, but are not limited to, aircraft sections inspection and safety, igniter assemblies and shielding, burner assemblies, water system and trenches inside berm, liner and water jackets inside berm area, ground burners inside berm area, electrical supply and junction boxes inside berm area, propane delivery system inside the berm area, conduit runs inside berm area and sprinkler systems.
1.3.1.1. If igniters need to be replaced based on inspection results, contact the COR for funding approval. If funding approval is given, replace igniters during scheduled maintenance visit.
1.3.1.2. Perform operational/functional testing in accordance with (IAW) section WP 005 00 of the TO. Perform the pre-exercise inspection, pre-exercise set-up, conduct a fire evolution and perform an emergency and regular system shut down and clean up to ensure all systems are fully functional and are working in a safe manner.
1.3.2. CONTROLS/CONTROL TOWER STAND. Service the controls, control tower stand and electrical system outside of the berm. Ensure all electrical panels, connections, transformers, panel lighting and junction boxes outside of the berm are safe and operational.
1.3.3. PROPANE SYSTEM. Perform the propane bulk storage safety inspection and general maintenance IAW section WP 007 00 of the TO and applicable references listed in paragraph 1.1.
1.3.3.1. Inspect and adjust regulator pressure as follows:

1.3.3.2. Inspect propane control valves and gauges. Primer and paint all areas on tank and piping where bare metal is exposed.
1.3.4. WATER SYSTEMS. Inspect plumbing system, including but not limited to: all valves, motors, pumps, electrical service for water system, discharge pumps and drains located in the retention pond system and trench to berm.
1.3.4.1. Examine all seams and non-seamed areas of HDPE liner to identify holes, blisters, effects, unsupervised raw materials and any signs of contamination by foreign matter. If liner requires repair, contact the COR for funding approval. If funding is approved, repair liner leaks in accordance with extrusion welder manufacturer’s instruction (National Seal Company, 1245 Corporate Blvd, Suite 300, Aurora, IL 60504; telephone 800-323-3820). Do not weld or place geomembrane during precipitation or if excessive moister, blowing dust, high winds, or standing water is present. Ensure that warning tape is buried 12 inches below the surface prior to backfilling.
1.3.4.2. If the water pump needs to be replaced based on inspection results, contact COR for funding approval. If funding approval is given, replace the water pump during scheduled maintenance visit.
1.3.5. AIR COMPRESSORS. Inspect compressor, oil, oil filter, air filter and water filter. If oil and filters need to be replaced based on inspection results, contact COR for funding approval. If funding approval is given, replace during scheduled maintenance visit.
1.4. SEMI-ANNUAL STRUCTURAL TRAINING FACILITY MAINTENANCE.
Perform inspection, preventative maintenance, cleaning and operational/ functional testing of the structural fire trainer and hi-output smoke distribution system IAW the manufacturer’s operations, specifications and technical literature.
1.4.1. STRUCTURAL TRAINING FACILITY. Perform inspection of interior and exterior of trainer for wear, rust, deformations and damage. Provide preventive maintenance and adjustments to doors, door locks, hinges, window shutters, shutter locks, gates, movable wall panels, confined space props attached to the trainer and other movable parts.
1.4.1.1. Inspect and perform preventive maintenance to all live fire burn cell areas – fire panels/liner systems, LEL sensors, high temperature thermocouples, Pyrometer and batteries, emergency features.
1.4.1.2. Inspect all interior and exterior lighting, replacing bulbs as needed.
1.4.1.3. Inspect and provide certification for 500 pound rappelling points, live fire training system (automated or manual), standpipe and FDC connections, safety railings, gates, chains and warning signage. Inspect and provide trainer operational condition certification.
1.4.2. HI-OUTPUT SMOKE DISTRIBUTION SYSTEM. Inspect smoke distribution system, smoke generator, automatic purging system, system gate valves and electrical connections.
Annotate any materials that have deteriorated due to regular use. If generator parts need to be replaced based on inspection results, contact COR for funding approval. If funding approval is given, replace during scheduled maintenance visit.
1.5. SEMI-ANNUAL STRUCTURAL COLLAPSE TRAINING FACILITY
MAINTENANCE. Perform inspection, preventative maintenance, cleaning and operational/
Fire Trainer Facility Preventative Maintenance functional testing of the structural fire trainer IAW the manufacturer’s operations, specifications and technical literature.
1.5.1. Perform inspection, preventive maintenance and adjustments to collapse structure training facility and burn cell areas/components.
1.5.2. Inspect all interior and exterior lighting, replacing bulbs as needed.
1.5.3. Inspect and provide certification for live fire training system (automated or manual), warning signage and trainer operational condition.
1.5.4. Perform non-invasive inspections of the exterior and interior of the trainer for wear, rust, deformations and damage during scheduled maintenance.
1.6. SEMI-ANNUAL FLASHOVER TRAINER MAINTENANCE. This unit will be installed prior to spring 2018. Per paragraph 1.2.2., the initial maintenance service for this trainer will be performed in Fall 2018. Perform inspection, preventative maintenance, cleaning and operational/ functional testing of the flashover fire trainer IAW the manufacturer’s operations, specifications and technical literature.
1.6.1. Perform inspection, preventive maintenance and adjustments to flashover training facility and burn cell areas/components.
1.6.2. Inspect all interior and exterior lighting, replacing bulbs as needed.
1.6.3. Inspect and provide certification for live fire training system (automated or manual), warning signage and trainer operational condition.
1.6.4. Perform non-invasive inspections of the exterior and interior of the trainer for wear, rust, deformations and damage during scheduled maintenance.
1.7. SCBA CONFINED SPACE MAZE TRAINER. This unit will be installed prior to spring 2018. Per paragraph 1.2.2., the initial maintenance service for this trainer will be performed in Fall 2018. Perform inspection, preventative maintenance, cleaning and operational/ functional testing of the portable SBCA Confined Space Trainer IAW the manufacturer’s operations, specifications and technical literature.
1.7.1. Perform non-invasive inspections of the exterior and interior of the trainer for wear, rust, deformations and damage during scheduled maintenance.
1.8. ANNUAL LIVE FIRE TRAINING PROPS MAINTENANCE. Annual scheduled maintenance for the live fire training props will be performed between 1 March and 30 April each year of the contract.
1.8.1. Perform inspection, preventive maintenance, cleaning and operational/functional testing of the live fire training props, which include the MC-306 cargo tank, the cargo trailer, vehicle
Fire Trainer Facility Preventative Maintenance and dumpster props. Perform maintenance and testing of the fire training props IAW the manufacturer’s operations, specifications and technical literature.
1.8.2. Adjustments to props and burn cell areas/components shall be done as required. The Contractor shall inspect any structural integrators, welds, plumbing fixtures, electrical connection points and all safety items.
1.9. ONE-TIME FIVE-YEAR INSPECTION PROGRAM. The live fire training aircraft trainer, structural trainer, collapse structure trainer and flashover trainer shall be inspected by a licensed professional engineer with live fire training structure experience and expertise. This one-time service shall take place during the initial year of the contract between 1 March and 30 April. Inspection shall meet the requirements outlined in NFPA 1403, chapter 5 (Gas Fired Live Fire Training Structures) and chapter 6 (Non-Gas-Fired Live Fire Training Structures.) The inspection shall include a complete evaluation of the structural integrity of the facilities and required bolt inspection of all structures and props.
1.9.1. The Contractor shall conduct an inspection of the thermal linings, if any, IAW manufacturer guidelines. The Contractor shall inspect the thermal linings by removing a representative area of the thermal lining to allow inspection of the conditions hidden behind the lining. After inspection, the Contractor shall reinstall the thermal lining that was removed.
1.9.2. The Contractor shall visually inspect exposed areas of the foundation and slab, exterior of the structure, inspection of all thermal linings, all doors and window shutters (including hardware) and all stairs, ladders and fire escapes.
1.9.3. The Contractor shall annotate the service completed and note if any deficiencies found.
A separate cost estimate of repair costs must be submitted to the COR so that funding can be made available for repairs. If repairs are required, they will be scheduled at a mutually acceptable time for an unscheduled repair visit.
1.10. UNSCHEDULED MAINTENANCE/REPAIR. The Contractor shall provide unscheduled maintenance and repair services on live fire training facilities, as requested by the COR. The Contractor shall report on-site at a mutually acceptable time for an unscheduled repair visit. The Contractor shall be paid a flat fee for the unscheduled maintenance service visit to cover travel, per diem and the first eight (8) hours of labor. Major repair parts and additional labor hours, over those included with the site visit, must be approved for funding by the COR prior to commencement of the repair. A completed unscheduled maintenance/repair report must be submitted to the COR within ten (10) duty days of repair completion.
1.10.1. If the required repair was previously identified, the contract shall begin repairs. Any changes to estimated pricing while performing repairs (including number of labor hours), must be approved for funding by the COR prior to continuing work. Upon completion of repairs, the technician shall perform operational/functional testing.
1.10.2. If deficiency has not previously been identified, the Contractor shall perform diagnostics and troubleshooting of the problem and provide a written estimate of repair parts
Fire Trainer Facility Preventative Maintenance needed, shipping/handling fees and estimated hours to troubleshoot and repair the equipment.
Prior to the start of repair work, the estimate must be approved for funding by the COR, Contract Administrator (CA) or Contracting Officer (CO). Any changes to estimated pricing while performing repairs (including number of labor hours), must be approved for funding by the COR prior to continuing work. Upon completion of repairs, the technician shall perform operational/functional testing.
1.11. REPLACEMENT PARTS. The Contractor shall furnish and use only original manufacturer or approved equal material/parts. All repairs will be done IAW manufacturer’s specification and applicable references listed in paragraph 1.1.
1.11.1. MINOR REPAIRS. The Contractor shall repair equipment at Contractor’s expense if the material cost is equal to or less than $100 per trainer per visit. Minor repairs shall be completed during annual service visit, if parts are available. These include materials that may deteriorate due to regular use.
1.11.2. MAJOR REPAIRS: If repair work exceeds $100.00 in materials per trainer, the Contractor shall provide a written itemized repair cost estimate to the COR within ten (10) business days of finding the deficiency. The COR may authorize individual parts up to $5000.00. Individual parts over $5000.00 shall be approved by the CA or CO. Repairs shall be completed at a mutually acceptable time as an unscheduled repair visit. This visit must be coordinated with the COR and the Assistant Chief of Training. Depending on the scope of repair, the repair may be executed as a stand-alone service contract.
1.11.3. The estimate shall include, at a minimum, unscheduled service call cost (if parts must be ordered), estimated material costs, estimated freight cost and any additional labor hours required. The Contractor shall not proceed with ordering parts or performing the repairs without the approval for funding by the COR. At no time shall work in excess of $100 be started without funding approval. The Contractor shall only be financially reimbursed for the material, freight and labor costs if the funding approval is granted.
1.11.4. UPGRADES. The Contractor shall not perform any upgrades to any trainers under this contract. Trainer upgrades are considered major projects and require a separate cost estimate including the upgrade scope of work and cost of materials and labor. Itemized estimates for major projects shall be submitted to the COR and will be executed as a stand-alone service contract once funding is available.
1.12. REPORTS AND DOCUMENTATION. The Contractor shall submit written service reports for all site visits, including winterization, annual scheduled maintenance/de-winterization and unscheduled maintenance.
1.12.1. Reports shall be organized by facilities, systems and props and include, at a minimum:
- date of inspection
- trainer type, systems serviced, type of equipment
- manufacturer, applicable model number(s)

- listing of parts used
- overall condition of the equipment
- name(s) of technician(s) and inspector(s)
- a list of recommended repairs to each facility, system or prop shall be included at the end of the report
1.12.2. Contractor shall provide written certification of all applicable live fire training facilities.
1.12.3. Contractor shall provide an itemized written estimate for each system to correct discrepancies found during scheduled maintenance within ten (10) duty days after completion of service. The estimate shall include, at a minimum, unscheduled service call cost, estimated material costs, estimated freight cost and any additional labor hours required. The Contractor shall not proceed with ordering parts or performing the repairs without the approval for funding by the COR. 2. SERVICE SUMMARY (SS). The Contractor service requirements are summarized into performance thresholds that relate directly to mission essential items. The stated performance thresholds are the minimum acceptable levels of service for each stated requirement. All aspects of the Contractor’s performance are subject to COR surveillance, and absence of any contract requirement from the SS shall not detract from its enforceability nor limit the rights or remedies of the Government under contract clauses.

2.2. QUALITY ASSURANCE. The COR and Assistant Chief of Training will assess the Contractor’s performance and adherence to standards using the SS Table. The COR shall use 100% surveillance, periodic surveillance, random sampling and/or customer complaints as dictated by the SS. If inspection reveals unacceptable performance, the COR shall notify the CA. The CA will then notify the Contractor and require re-performance of the service (referred to as “call back”). The Contractor shall be allotted time as agreed to by all parties, but no longer than 72 hours, to return to Altus AFB and accomplish corrective call back work.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
3.1. GOVERNMENT FURNISHED PROPERTY. The Government will furnish, without cost to the Contractor, all reasonable amounts of electricity, propane gas and water in connection
Fire Trainer Facility Preventative Maintenance with the contract performance. The Contractor shall practice energy conservation in Government facilities.
3.2. GOVERNMENT FURNISHED SERVICES. The Government will provide police and fire protection while on Altus AFB. In the event of a medical emergency, call “911” for transportation of an injured employee by civilian ambulance to a local hospital. The Government shall provide emergency medical treatment for life-threatening emergencies only until civilian ambulance arrives.
3.3. DAMAGE TO GOVERNMENT FACILITIES AND PROPERTY. The Contractor shall reimburse the Government if details of formal investigation of fire or other related or unrelated structural damage result in pecuniary liability assessed to the Contractor. The Contractor shall replace all damaged or lost Government Furnished Facilities, Government Furnished Equipment and Government Furnished Materials at no cost to the Government.
4. GENERAL INFORMATION.
4.1. CONTRACTOR PERSONNEL. Contract personnel shall present a neat appearance.
Contract personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.
4.2. CONTRACTOR QUALIFICATIONS. Contractor employees shall be qualified fire trainer technicians and be qualified to inspect, repair and service fire training facilities and equipment by various manufacturers including Kidde, FFI and Fire Command. Contractor employees must have knowledge and expertise in areas supporting above and below grade infrastructure for fire training support facilities and structures. In addition, Contractor employees shall be familiar with the particular system(s) and all work shall be accomplished per manufacturer specifications and applicable standards as listed in paragraph 1.1.
4.3. SECURITY REQUIRMENTS. The Contractor shall comply with Altus AFB security measures. These regulations are available for review in the contracting office. Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations”. Contract employees will be required to obtain and display identification badges.
Contractor employees will provide information to assist in the completion of the background check. This information includes, but is not limited to: full name (first, middle, last), social security number, date of birth, address, driver’s license number and state of issue, and the number of years employee has been a resident of the State of Oklahoma. This information will be protected under the procedures listed in the Privacy Act of 1974. A background check must be completed prior to unescorted access while on Altus AFB. If the national agency background check reveals a Contractor employee or prospective employee with an adverse criminal history or as a potential threat to the health, safety, operational mission of the installation, then the Government reserves the right to restrict access of that individual.
4.3.1. CONTRACTOR BADGES. The Contractor is responsible for tracking and retrieving badges from employees upon their separation, termination and/or completion of business on Altus AFB, OK. A list of current Contractor employees issued security badges must be provided/submitted to the CO. Badges from employees who are no longer employed on the contract must be retrieved and turned in to the contracting office within 30 days of the individual’s separation or termination. Employees who abuse their badge privileges by attempting base access beyond the dates, times, locations or specified work and other limitations may be subject to revocation of base access. Contractors must take necessary steps to ensure that badge use is controlled and that badges are turned in to the CO when an employee is no longer employed by the Contractor. Failure to control or turn in badges may result in contract termination or a decision not to exercise the option periods of this contract.
4.3.2. ANTI-TERRORISM. Altus Air Force Base has an antiterrorism program that is responsible for helping secure and protect the base and its personnel from terrorist attacks. As a Contractor working on Altus Air Force Base, you and your sub-contractors are required to obey all orders from Security Forces and adhere to all security measures implemented as a result of Force Protection Condition changes (security posture changes). Additionally, you and your sub-contractors are expected to report to base security forces (481-7444) any suspicious activities, packages or items you see while conducting work on Altus Air Force Base. Suspicious activities could include personnel conducting surveillance of the installation, unauthorized personnel requesting access to the installation or somebody asking a lot of questions about the base. In an effort to help familiarize you, your employees, and sub-contractors about antiterrorism, Altus Air Force Base has an antiterrorism binder with all of the pertinent information for awareness training available for review at the Pass and Registration Office located at the south gate (building #428) of Altus Air Force Base, Oklahoma.
4.3.3. VEHICLES. The Contractor shall provide and maintain vehicles for transportation to meet the requirements of this contract. All Contractor vehicles used in the performance of this contract shall be readily identified as property of the company and be maintained to present a professional appearance at all times. Contractor personnel shall operate vehicles in compliance with base traffic regulations. Any violations of base traffic regulations are considered federal offenses and are adjudicated at federal court in Oklahoma City, OK. The current policy for Contractor personnel receiving a Driving Under the Influence (DUI) charge, on base, shall result in that person having their driving privileges on base revoked for a minimum of one year. See clause FAR 5352.242-9000, entitled “Contractor access to Air Force Installations”. All vehicles shall be registered, insured, and operated by a licensed operator at all times.
4.4. SAFETY REQUIREMENTS. The Contractor shall comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to, all applicable Occupational Safety and Health Administration (OSHA) standards.
4.4.1. The Contractor shall disable any fire trainers that when used would violate fire or safety regulations or that would pose a risk to life or property. The equipment shall be locked out and the controls tagged out. The tag shall indicate the problem, corrective action required, date condition was noted, name of the mechanic/tester, and the anticipated repair date. The

Contractor shall immediately notify the COR in bldg. 358, (580) 481-5674/7756 of the defective and tagged-out equipment.
4.4.2. The Contractor shall obtain required open flame, torch cutting or welding permits from the Base Fire Department, Bldg. 267, (580) 481-5574, before commencing with any welding, torch cutting or burning operations.
4.5. ENVIRONMENTAL AND HAZARDOUS MATERIAL/WASTE (HM/W)
REQUIREMENTS. Hazardous Materials (HM) are defined in 49 CFR 172.101 and 40 CFR 301-304. Absolutely no HM shall be brought onto Altus AFB until that material is authorized for use by the Civil Engineer Environmental Branch at (580) 481-7156. The Contractor shall submit a list of chemicals with attached Safety Data Sheets (SDS) and other supporting documentation for each HM prior to their use to the Environmental Branch and the COR. The Contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
4.5.1. NOTIFICATION OF ENVIRONMENTAL SPILLS. In the event that the Contractor spills or releases any hazardous substances or hazardous waste into the environment, the Contractor shall immediately report the incident to the Fire Department, the COR and the CA.
The Contractor shall be liable for the costs of clean up and remediation of any spills or the release of such substances into the environment.
4.5.2. CONTRACTOR ENVIRONMENTAL AWARENESS TRAINING. The Contractor shall ensure all employees that work on Altus AFB complete the Altus AFB Environmental Management System (EMS) Awareness training IAW AFI 32-7001, paragraph 5.6, Environmental Management. The EMS Contractor Awareness training can be accessed at http://www.altus.af.mil/About-Us/Environmental-Information/. This is a one-time requirement for all current and new Contractor/contract employees working on Altus AFB.
4.6. WARRANTY OF WORK. The Contractor warrants that work performed under this contract, including work performed by any subcontractor, shall conform to the contract requirements and shall be free of defects for 30 days after completion. The terms of this warranty shall continue for (30) days after the completion of this contract.
4.7. CLEAN-UP. The Contractor shall keep the work area orderly and in a hazard free condition while job site is left unoccupied during breaks, etc. The Contractor shall be responsible for clean-up of the job site on a daily basis including removal of all waste from site areas. All debris and waste shall be properly disposed of at an off base licensed landfill.
4.8. HOURS OF OPERATION. The Contractor shall perform services during normal duty hours which are 0730 to1700, Mondays through Fridays, excluding federal holidays. The Contractor must request/coordinate to work weekends or holidays through the COR.
4.8.1. RECOGNIZED HOLIDAYS. The Contractor is not required to provide service on federal holidays, except in emergency situations. The holidays are:

If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.
4.8.2. BASE CLOSURES. Work scheduled but not accomplished because of base closure due to weather, exercises or actual alert will be accomplished as soon as possible after reopening the base.
4.8.3. PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY.
Services at Altus AFB are not considered mission essential and service will continue in the event of a crisis or heightened security caused by a national emergency, natural disaster or other cause, as necessary, in support of the Air Force mission. Contractor employees with approved background checks will be allowed access to the base for performance of work, except during “Charlie” conditions. If the “Charlie” condition exists for an extended duration, some services may be required. The CO may direct that services continue on a case-by-case basis.
4.9. CONTRACT MODIFICATIONS. Periodically, during the contract performance period, the Government may have equipment decommissioned from use or new equipment installed. If this occurs, a modification to the contract shall be initiated to incorporate changes to requirements, if warranted. . If the trainer is purchased, the CO or CA shall contact the Contractor to negotiate addition to the contract.
