97th Civil Engineering Squadron

Altus AFB Fire Emergency Service (AAFBFES)

Personal Protection Equipment (PPE)

Inspection and Maintenance

1.0 Description of Services

1.1 This PWS establishes the indefinite delivery indefinite quantity requirement of the 97th Civil Engineering Squadron Fire Emergency Service located at Altus Air Force Base, Oklahoma.

This requirement includes the requirement to perform advanced inspection, complete liner inspection, advanced cleaning, specialized cleaning, necessary repairs, complete documentation, equipment transportation, and asset tracking for Fire Emergency Services Proximity and Structural Personal Protection Equipment (PPE). PPE includes jackets, trousers, and helmet over covers, helmets, shroud, boots, drag rescue device, and gloves.

The contractor shall provide the necessary services to maintain all PPE in a safe and sanitary manner as required by NFPA 1851 and OSHA standards, and extend and maximize the useful life of each element by implementing a care and maintenance program.

1.2 Performance Requirements

a. Comply with the care and maintenance guidelines provided by the manufacturer of each element.

b. Comply with the requirements of the 2014 edition and all follow on editions of NFPA

1851, Standard on Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting.

c. Comply with 29 CFR part 1910, Subpart Z Hazardous Materials, Section 1910.1030 Blood borne Pathogens, Section 1910.1200 Hazard Communication, and Section

1910.1200 Appendix B Hazard Determination.

d. Where required the contractor shall complete verification testing as required by the 2014 edition and all follow on editions of NFPA 1851, Chapter 11.

e. Have a written Quality Assurance Plan for all processes detailing at the minimum.

f. The contractor shall provide for all shipping to and from the contractor’s facility for all

PPE.

g. The contractor shall complete the Advanced Cleaning, Specialized Cleaning, Advanced Inspection, Complete Liner Inspection, Repairs, Documentation, and return shipping within 120 business hours upon reciept from AAFBFES. Extensions shall be requested if:

i. Additional time is required for major repairs

ii. If reasonable cause can be shown to justify an extension. “Reasonable Cause” is under the discretion of AAFBFES.

h. Any contractor personnel performing any work on any PPE equipment shall at all times be qualified to be performing said work in accordance with NFPA 1851 (2014 Edition, and follow on editions).

1.3 Descriptions of Performance Elements

1.3.1 The Advanced Inspections include but are not limited to the following:

a. All advanced inspections shall be in conformance with NFPA 1851, Chapter 6

- Inspection (2014 Edition, and follow on editions).

b. Routine NFPA 1851 compliant annual advanced inspections.

c. Document identification of damage or wear and tear of equipment on standardized inspection forms.

d. Advanced inspection puddle or hydrostatic water pressure test.

e. Advanced inspection light test.

f. Complete liner inspections.

g. Isolate developing problem with equipment and recommend course of action.

1.3.2 Advanced cleaning activities include but are not limited to the following:

a. All advanced cleaning shall be in conformance with NFPA 1851, Chapter 7 - Cleaning and Decontamination (2014 Edition, and follow on editions).

b. Routine NFPA 1851 compliant semi-annual and annual advanced cleaning.

c. Spot treatment.

d. Machine wash and dry with presoaks.

e. Specialized cleaning as necessary to remove specific contaminates such as hazardous materials or body fluids.

f. NFPA 1851, Chapter 7.2 Routine Cleaning is not applicable to this performance work statement.

1.3.3 Repair requirements include but are not limited to the following:

a. All repairs shall be in conformance with NFPA 1851, Chapter 8 – Repair (2014 Edition, and follow on editions)

b. Upon performing the Advanced Inspection, the contractor shall provide AAFBFES:

i. A list of deficiencies identified in the Advanced Inspection

ii. A price to repair each deficiency

c. Upon performing the Complete Liner Inspection, the contractor shall provide

AAFBFES:

i. A list of deficiencies identified in the Complete Liner Inspection

ii. A price to repair each deficiency

d. Upon written approval from AAFBFES, the contractor shall repair all deficiencies prior to being returned. Except for the following exceptions.

i. When repairs cannot return the ensemble or ensemble element to a safe and usable condition

ii. The ensemble or ensemble element has exceeded its useful life

1.3.4 PPE Tracking and Recordkeeping activities include but are not limited to the following:

a. Contractor shall provide and maintain a record-keeping program meeting all of the requirements of the 2014 edition of NFPA 1851, Section 4.3.

b. The record keeping system shall provide an entry identifying the organization, user name, and user shift.

c. The record keeping system shall provide an entry for jackets and trousers assigned to each user to include serial number, date of issue, material makeup, advanced inspection (date and inspector), complete liner inspection (date and inspector), advanced cleaning (date and inspector), specialized cleaning (date and inspector), repair type (date and inspector).

d. The contractor shall allow authorized representatives of AAFBFES access to the records for viewing of records and printing reports.

e. Information needed to be entered shall be presented to the contractor in writing and shall be entered by contractor personnel.

f. Ownership of the data shall be that of AAFBFES however; as required by the 2014 edition of NFPA 1851, a copy of each record shall be maintained by the contractor.

g. Contractor shall employ the technology to scan and read the data off of all manufacturers' barcodes.

1.3.5 Reflective Lettering and Name Patches

a. The contractor will provide and install 4 3 inch yellow retro reflective and fluorescent

3M Scotchlite or equivalent block letters located on the upper back centered between the shoulder blades when ordered. The four letters will read “USAF”

b. The contractor shall provide a removable hanging name patch that shall be constructed of a double layer of outer shell material and attach to the rear inside hem of the coat with a combination of snap fasteners and non-flammable and fire resistant hook and loop fastener tape. Letters shall be 3 inch yellow retro reflective and fluorescent 3M Scotchlite or equivalent. AAFBFES will specify up to 12 letters per patch when order is placed.

1.4 Performance Thresholds
