I. Contracting Activity.
Justification for Other Than Full and Open Competition / Contracting Activity: 97th Contracting Flight, Altus AFB, OK / Organizational Activity: 97th Force Support Squadron, Altus AFB, OK / Purchase Request Number: F1B3F16229A002 / Solicitation: FA4419-16-Q-0054
II. Nature and/or description of the action being processed.
Brand Name Justification for Science, Technology, Engineering, and Mathematics (STEM) Educational Items / Award will be a new, firm-fixed price contract
III. Description of supplies/services required to meet agency needs.
Under the contemplated contract, the offeror will provide the following that meet the client's needs for STEM educational items:
1) Chromakey green screen and equipment , Cubetto, OSMO, Cubelets Twelve, Snap Circuits with additional kits and parts, LittleBits with additional kits and parts, Mini Robots Sphero SPRK and Ozobot 2.0 Bit Dual Pack, Dash and Dot Wonder Pack, Leap Motion with various accessories, Cubot Area Wave with bundles, PITSCO with additional kits and structures, and Lego Education including play table with additional sets and packs.
2) A complete list of the items being requested are located in Tab 3 of this contract file. The particular STEM educational items requested are essential to the government's requirements.
IV. Statutory authority permitting Other than Full and Open Competition.
IAW FAR 13.106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. brand-name). IAW FAR 6-302-1(c)(1)(ii), this justification and approval will cover all of the items listed for this requirement and the approved justification will be posted with the solicitation on Federal Business Opportunities. The contract file will be documented IAW FAR 13-106-3(b)(3) (i).
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The requested educational items will be used to build specific robots for STEM competitions that rely on other compatible requested parts, kits, packs, etc. For this reason, it is in the best interest to request the specific brand name items to ensure that the robots can be built and run smoothly with one another. Failure of this could cause issues or breakdown of the items over time without the compatible pieces resulting in the loss of time, dollars, and property.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Even with the various brand names, these are commercial items that are easily acquired. FAR 19-502-2(a) states that for an acquisition not over the Simplified Acquisition Threshold, it is automatically reserved exclusively for small business concerns and shall be set aside for small businesses. Therefore, in an effort to ensure that offers are solicited from as many potential sources as practicable, this will be a 100% small business set-aside.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Before an award is made, the Contracting Officer will determine that the cost to the government is fair and reasonable IAW FAR 13-106-3(a)(1) due to the basis of competitive quotations or due to the various reasonings given at FAR 13-106-3(a)(2).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted for each of the STEM educational items. Research included the process of performing Internet searches to study and compare prices that are offered in the commercial marketplace as well search for comparable items that may be available. The prices that were listed at various locations and websites appeared to be consistent with one another indicating that there is reasonable expectation that the government will receive fair and reasonable prices for each item. Additionally, telephone market research was conducted by contacting various companies asking if they offered or were aware of any comparable STEM items to what is being requested, however, results indicated that there were not.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
As stated, these are commercial items that are easily acquired in the commercial marketplace that can be provided by numerous offerors. Even with a brand-name justification for the requested items, it does not unduly restrict offerors from providing a quote for this requirement.
X. List of sources, if any, that expressed interest in the acquisition.
There are no specific sources that expressed interest in this acquisition, however, this requirement will be posted to the public on Federal Business Opportunities.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
There will be no action from the agency at this time.
XII. Certification by the Contracting Officer.
As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
XIII. Certification by the technical/requirements personnel.
As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my (our) responsibility, is both accurate and complete.
