Questions for Solicitation

FA4419-09-T-0128

Revision #4 14 July 2009

Question #1 How are the samples from the tanks to be accessed? Do they have sampling points or are there any confined spaces or the need for respirators or special sampling equipment or apparatus?

There is a 4 inch opening on the JP8 Separator, The other tanks have a man way opening, I am hoping that can layer sample the tank, Take sample from top, middle and bottom. I see no reason for anyone to go into any confined space. Using a respirator during sampling would be the option of the contractor, I will be with him, and I am not going to be using one. Special sampling equipment they will need something to pull a liquid for a 55 gallon drum, and from the separator and tanks. Any Lab should have that capability.

Question #2

What type of waste streams, fuel tanks, and oil tanks are to be sampled and analyzed? Are they 55 gallon drums or much larger tanks? Are they above or below ground? Do the sampling points have a spigot from which a sample can be obtained, or would we have to use a "dipper" to acquire a sample? Finally, if more than one layer is present in the tanks, are we sampling and analyzing all layers, or just one specific layer?

RCRA and Industrial Waste streams, some will be Regulated and some will be non Regulated, The tanks will be both above and below ground tanks. Most the drums will be 55 gallon open and closed type drums. A dipper for analytical layer sampling will be needed. No spigots are available.

Question #3 Can you tell me approximately how many tanks and/or how many drums we would need to sample.

Sampling may consist of 1 to 7 tanks, along with 42 to 48 drums or containers. 49 samples being taken in all.

Question #4

What are the depths of the 1 to 7 non 55 gallon tanks?

8 to 20 feet on the tanks

Question #5

Are the 55 gallon tanks to be treated as a composite sample or layered (if there are layers)?

Most will be composite 1 or 2 may have to be layered

Question #6

Are the 1 to 7 tanks (non 55 gallon tanks) to be a composite or layered sample (multiple samples from each tank)?

Layered, but 1 or 2 maybe composite

Question #7

What is the estimated man hours required for sampling the 49 locations?

Rough estimate would be .5 to 1 manhour per sample this will vary due to what is required to get the sample.
