STATEMENT OF WORK
FOUNDATION PADS FOR KC-135 STATIC DISPLAY
At Altus AFB Parade Field
26 November 2008
1. SCOPE: The contractor shall provide all plant, labor, planning, transportation, and supervision required to install foundation pads to support the KC-135 airplane for static display at the site of the parade field near Bldg 1 on Altus AFB, Altus, Oklahoma. Project Manager is 2Lt Gabrielson, 580/481-7607; Alternate Project Manager is Tom Williams, 580/481-7284.
2. The principal work items and sub-items below are provided as a rough model of the work needed to accomplish the job of installing concrete pads on which to display the KC-135 at its new location.
3. PRINCIPAL FEATURES: The work to be accomplished under this contract shall consist, in general, of the following specific items of work. This does not mean that the work shall consist only of these specific items, but that these shall be the principal items of work, along with various other minor items of work required in order to execute the specific items in a satisfactory manner. Payment for these minor items of work shall be included in the contractor’s overall bid price for the entire scope of the work required.
Prepare the Display Site (Altus AFB):
a. Survey the area to locate and mark where display pads and wing tie-down points for the aircraft are to be located.
b. Lay out pad and tie-down locations and prepare them for construction.
c. Excavate, prepare formwork, install reinforcing bars, etc., and place concrete for the display pads and tie-downs. This step shall include the pads above ground and any supporting structure, pilings, piers, grade beams, or other subsurface items required.
d. Height of pads will be determined when surveying. Must use highest point in foundation area and pour up to this point with other pads. Tie-downs only need to be flush with ground level and do not need to be raised or considered in finding highest point.
e. Upon completion of pouring and partial curing of concrete, contractor must lay and compact soil around pads. Soil/dirt surrounding pad must be graded to the top of the pads so as not to create a lip between the edge of the pad and the top of the ground greater than 1”. This is to allow plane to roll onto pads without damaging gear/tires.
Government Responsibilities:
f. The Government will assure that the display site will be accessible to the contractor for all work required in this contract, which includes both the current display site and the new site near Bldg 1 on Altus Air Force Base parade field.
g. Government will provide location for center of front landing gear and give contractor center-line of aircraft to allow contractor reference as to where to lay pads.
h. Utility issues: there is a sprinkler system in the vicinity of the foundation location, however, because the government cannot assure exact location government is responsible for replacement of any lines hit while digging for foundation. This does NOT include sprinkler heads damaged during installation that are marked by government beforehand. Contractor shall inspect sprinkler heads in the area and submit location of current heads that are damaged and undamaged in the area to the CO prior to work start. Upon completion, government and contractor shall inspect sprinkler heads to ensure none were damaged while work was accomplished. Contractor is responsible for replacing/paying for replacement of sprinkler heads damaged during construction that were not previously damaged.
i. Government will supply drawings for required materials and layout of pads. These drawings are the minimum requirements for the foundations. Should the contractor want to use another material or another design, must submit for approval. Contracting Officer will approve/disapprove prior to installation.
j. Any trees or other obstacles in the area will be removed prior to start of construction by government.
