STATEMENT OF WORK
REPAIR WATER MAINS
PROJECT AGGN 03-1042
ALTUS AFB, ALTUS, OKLAHOMA
20 Mar 08 A.
General Scope: Repair deficiencies in the buried potable water supply piping network on Base, in accordance with the construction drawings. Contractor shall be responsible for providing all equipment, material, labor, and project oversight required to complete the project satisfactorily. NOTE: There are five (5) possible locations. The government reserves the right to award repair for 1, 2, 3, 4, or 5 possible locations. Please provide a quote for each area.
B.
Detailed Scope: The work to be accomplished generally consists of the following principal items and any additional incidental minor work required to complete the project in a satisfactory and workmanlike manner. The Contractor’s proposal submitted to the Contracting Officer shall include all incidental work necessary to complete the work.
1. Repair #1,Building 114: Replace a section of the buried 8” potable water pipe that starts on the north side of Avenue E and runs in a southerly direction parallel to Fifth Street.
a. On the north side of Avenue E, move the existing 8” valve close enough to the existing 10” main that the valve can be bolted to the existing cast iron tee in the 10” piping main.
b. On the south side of Avenue E, replace the existing 8” valve. Install a poured in-place concrete dead-man as per the drawings and rod the new valve to the dead-man.
c. Abandon the existing 8” pipe between the two valves and replace with new 8” pipe.
d. Install a sleeve under the roadway, extending at least three feet beyond the roadway on either side. Run the new 8” diameter water pipe through the sleeve.
e. Directional drilling shall be used to install the new water pipe and sleeve that will lay under Avenue E. The pavement of Avenue E shall not be cut to install the pipe.
2. Repair #2 Replace the potable water service to Building 39.
a. Abandon in place the existing buried 2-1/2” potable water supply pipe to Building 39. That 2-1/2” pipe extends from an 8” water main on the north side of Building 52. Cap the branch opening of the cast iron tee in the 8” water main and remove the valve in the abandoned branch line.
b. Install a new 2” potable water supply pipe to run from the 10” water main along Second Street to the existing water meter in the mechanical room of Building 39.
c. Make the connection to the existing service main with a stainless steel tapping tee and a new isolation valve. Also install a new isolation valve at the other end just below the existing water meter.
3. Repair #3: Cap the unused tee in the 10” water main along First Street in front of Building 46. Remove the 8” branch valve and abandon the 8” branch pipe that extends toward the NW corner of Building 52 and ends in the west lawn of Building 52.

Repair #4: Cap the unused tee in the 10” water main along Second Street in front of Building 52. Remove the 8” branch valve and abandon the 8” branch pipe that extends toward the NE corner of Building 52 and ends in the east lawn of Building 52.
5. Repair #5 Replace the potable water supply pipe to Building 400.
a. Abandon-in-place the existing 2-1/2” potable water supply line that extends from the 8” buried water main on the north side of Ordinance Road to the Building 400 meter box on the south side of Ordinance road.
b. Replace the existing 2-1/2” branch valve with a new 2” branch valve at the cast iron tee in the 8” water main.
c. Install a new 2” potable water supply pipe to Building 400. Encase the new potable water supply pipe in a 6” diameter pipe sleeve where the pipe passes under the roadway.
d. Utilize directional drilling for installation where the new pipe and pipe sleeve pass under the roadway. Do not cut the roadway.
C.
Bidding Schedule: The contractor shall provide a separate bid for each of the five repairs listed above.
D.
Government Furnished Items:
1. Existing As-Built Drawings: At the time of the site visit, the Government will supply to each bidder electronic files on a CD for all as-built drawings of the potable water supply network on Base. Bidders should be aware that the Government does not guarantee the as-built drawings to be completely accurate.
2. Due Diligence: Where project drawings show the material of construction of existing water mains (for example cast iron, C-900 PVC, or Transite), the Government is depending on the accuracy of existing as-built drawings furnished by previous contractors, and is not responsible for the accuracy of those existing as-built drawings. The contractor is advised to expose the connection points for new construction before ordering equipment such as tapping tees.
E. Specific Requirements:
1. Service Outages to Adjacent Buildings: Contractor shall ensure that service interruptions to adjacent buildings last no more than 6 hours, without prior approval of the Contracting Officer.
2. Scheduling: The contractor shall provide warning of any service interruption at least 48 hours in advance. Any interruptions of service shall be scheduled through the Contracting Officer’s Representative and Contract Administrator.
3. Material: All equipment and material used shall be new, in good condition, and marked with the applicable governing ASTM or AWWA code.
4. Disinfection:
a. After each new repair is completed, disinfect all new piping and fitting installed in accordance with applicable AWWA standards, before opening valves to place the potable water supply piping back in service.
b. Where a repair does not involve replacing existing potable water piping with new potable water piping, but instead installing a blanking flange or cap, disinfect the new fitting as per AWWA directions per installing.
5. Testing:
a. After installation, isolate all new water pipes between valves and perform a leak test per the provisions of the AWWA and International Plumbing Code, before placing in service.
b. As a minimum, contractor shall demonstrate that the new pipes can hold 1-1/2 times the normal system operating pressure for at least 24 hours without pressure dropping more than 5% and without showing visible signs of leaking.
6. Inspection: The contractor shall ensure that the Government Inspector witnesses all tests, preparation, initiation, and conclusion. Provide a copy of the test procedure to the inspector at least 24 hours before the test is to be commenced and provide the test results as soon as obtained.
F.
Environmental Requirements:
1. HAZMAT: Contact HAZMAT in Building 358 for directions on submitting a MSDS and an AF3952 reporting form for any material having an MSDS. The AF3952 form must be submitted to HAZMAT and approved before any material having an MSDS is brought on Base.
2. Disposal: Provide plans for disposal to the Environmental Flight in advance for disposal of demolished materials and provide documentation from the company or agency which received the disposed material.
G.
General Requirements:
1. The superintendent shall be fluent in English or the contractor must furnish a translator for the Construction Inspector during construction. If any contractor furnished worker on the construction site speaks no English, then the contractor must furnish a translator. The translator may be another construction site worker who is bi-lingual.
2. Contractor shall coordinate with the Construction inspector to ensure that construction activities do not interfere with essential Base operations.
3. All contractor traffic must enter the Base through the South Gate, and exit out the West Gate, unless permission is obtained to enter the West Gate.
4. The contractor shall maintain a current set of Record Drawings on the jobsite during the duration of construction in the form of red-lined shop drawings. The Record Drawing set of shop drawing must be updated daily by marking any changes with red pencil or pen.
5. The contractor shall furnish and maintain a “porta-potty” for contactor personnel use.
6. Submittals shall be delivered to the project Contracting Officer. All submittals must be approved before work starts.
H.
Submittals:
1. Equipment and Material Submittals: Manufacturer’s data sheets shall be approved before material and equipment are ordered.
2. Dig Permit: AF form 103 (Work Clearance Request) shall be submitted by the contractor and approved before the work commences. The contractor is responsible for preparing and submitting the AF Form 103.
3. MSDS: Before starting work, the contractor shall submit a MSDS and an Air Force 3952 form for any material used on the project.
4. Test Results: The contractor shall submit the results of any required test as soon as the results are obtained.
I.
Project Closeout:The contractor shall convert the construction drawings to as-built drawings, utilizing the information from the red-lined record drawings. Drawings shall be submitted in AutoCAD 2006 format, two copies printed on bond paper, and two copies in electronic format on CD’s, delivered to the Contract Administrator.
1. The contractor shall provide a completed Air Force Form 1354, listing all equipment removed and all new equipment installed.
2. The contractor shall provide copies of all functional test results to the Contract Administrator.
