I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

628th Contracting Squadron, 101 E. Hill Blvd. Joint Base Charleston, SC 29404-5021.

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

The 841st Transportation Battalion requests the procurement of 4 TIRE & RIM Assembly kits for a Shuttlewagon Navigator NVX7035.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

The agency requires a replacement wheel assembly to include a tire for a shuttle wagon cart to restore operational use.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

RFO 12.201-1 Simplified Procedures, 41 U.S.C. 1901

For RFO 12.201-2 [ Click the arrow (to the right) and select from both drop-down lists. ] or delete if not using RFO 12

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

The OEM brand requirement is for a Shuttlewagon Navigator NVX 7035 Part Number SW028-090418 TIRE & RIM ASSY 14.00R24 XKA or Equal. The current tubed tire configuration has experienced repeated failures, including an inability to maintain air pressure for more than one hour. The requested OEM tubeless or equal assemblies are required to ensure compatibility with the existing Shuttlewagon Navigator NVX 7035 wheel and hub configuration and establish a consistent configuration across all four wheel positions. This configuration will need to meet the Shuttlewagon’s required compatibility and reliability needs without creating operational risk and delay.

Procurement of a different wheel or tire configuration would risk continued compatibility issues, recurring tire failures, and extended Shuttlewagon non-mission-capable time before upcoming rail operations.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Offer evaluations will be conducted in accordance with RFO 52.212-2 and will include evaluation of price, technical and delivery.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

N/A

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
