About this file

This document is a Salient Characteristics specification for a trailered boom reel system and spill containment equipment required by 628 Logistics Readiness Squadron/Port Operations at Joint Base Charleston, South Carolina, dated 8 April 2026.

The requirement encompasses a complete spill response system designed to enable rapid deployment and retrieval of floating containment boom by Port Operations personnel. The core component is a Type J trailer-mountable boom reel system featuring a galvanized structural frame, reinforced aluminum spool with closed sides, hydraulic drive system with forward and reverse capability, manual overspeed brake, and dedicated tie-down points. The supporting dual-axle galvanized trailer must comply with National Association of Trailer Manufacturers standards and include road-legal lighting, reflectors, breakaway chains, and hydraulic surge brakes with either pintle or ball-type hitch. A galvanized level-winding mechanism with hydraulically actuated cylinder must accommodate boom connectors up to 31 inches in height and include a roller-lined rectangular opening. The system includes a portable diesel-powered hydraulic power unit with minimum 9 HP engine (electric and recoil start), producing approximately 5 gpm on Circuit 1, 3 gpm on Circuit 2, and 2500 psi pressure, along with specified hydraulic hoses and protective cage frame. Additionally, a fabric environmental cover is required. For containment boom, one of two options must be provided: Option 1 consists of fifteen 24-inch high × 100-foot sections with polyurethane fabric and 8-inch freeboard, or Option 2 consists of fifteen 18-inch high × 100-foot sections with PVC fabric and 6-inch freeboard; both include two tow bridles. All components must be suitable for coastal, saltwater, and UV-intense environments and support rapid deployment by a small crew during continuous emergency spill response operations.

SALIENT CHARACTERISTICS

TRAILERED BOOM REEL SYSTEM and SPILL CONTAINMENT EQUIPMENT

628 LRS/PORT OPS

JOINT BASE CHARLESTON, SC

8-APR-2026

1. System Overview The requirement is for a trailered boom reel system with associated hydraulic power unit, level-winding mechanism, protective cover, and optional containment boom packages.

The system must enable rapid deployment and retrieval of long lengths of floating containment boom by Port Operations personnel, reducing response time and ensuring operational readiness during spill events.

2. Salient Characteristics – Boom Reel System

2.1 Boom Reel Assembly

The boom reel shall meet the following minimum characteristics:

• Type J trailer-mountable boom reel system designed for deployment and retrieval of floating containment boom.

• Galvanized structural frame suitable for marine/coastal environments.

• Reinforced aluminum spool with closed sides for operator protection.

• Hydraulic drive system with forward and reverse capability for controlled deployment and retrieval.

• Manual overspeed brake for safe operation during boom recovery.

• Dedicated tie-down points for securing the reel during transport.

3. Trailer Requirements

The trailer supporting the boom reel shall meet the following minimum characteristics:

• Dual-axle galvanized trailer suitable for coastal and marine environments.

• Compliant with National Association of Trailer Manufacturers (NATM) standards.

• Equipped with road-legal lighting, reflectors, breakaway chains, and hydraulic surge brakes.

• Hitch type: Pintle or ball-type hitch acceptable.

4. Level Winder Assembly

The level-winding mechanism shall:

• Be galvanized for corrosion resistance.

• Use a hydraulically actuated cylinder to guide boom evenly across the reel.

• Include roller-lined rectangular opening to protect boom during spooling.

• Accommodate boom connectors up to 31 inches in height.

5. Protective Reel Cover

• Fabric environmental cover sized to fit the boom reel and protect components from UV exposure and weather.

6. Hydraulic Power Unit

The hydraulic power unit shall meet the following minimum characteristics:

• Portable diesel-powered hydraulic system capable of powering both the boom reel and level winder.

• Minimum 9 HP diesel engine, electric and recoil start.

• Hydraulic output:

o Circuit 1: approx. 5 gpm o Circuit 2: approx. 3 gpm o Pressure: approx. 2500 psi

• Includes hydraulic hoses (minimum 1-3/4 inch x 25 ft return hose and 1-1/2 inch x

25 ft pressure hose).

• Protective cage frame for transport and handling.

7. Containment Boom Options

Additionally, one of the following boom packages is required:

Option 1 – High-Buoyancy Response Boom

• Fifteen (15) sections, each approx. 24 in. high × 100 ft long.

• Short-float design suitable for reel storage.

• Polyurethane fabric, closed-cell foam floats, galvanized ballast chain.

• Freeboard approx. 8 in.; draft approx. 16 in.

• Includes two (2) tow bridles with slide-type connectors.

Option 2 – Standard Response Boom

• Fifteen (15) sections, each approx. 18 in. high × 100 ft long.

• Short-float design for easier reeling.

• PVC fabric, closed-cell foam floats, galvanized ballast chain.

• Freeboard approx. 6 in.; draft approx. 12 in.

• Includes two (2) tow bridles with bullet float.

8. Environmental and Operational Requirements

• All components must be suitable for coastal, saltwater, and UV-intense environments.

• Equipment must support rapid deployment by a small crew.

• System must be capable of continuous operation during emergency spill response.

9. Intended Use

The system will support Joint Base Charleston Port Operations by:

• Enabling independent, immediate spill containment without reliance on external contractors.

• Reducing environmental risk to waterways and coastal ecosystems.

• Ensuring operational continuity during night, weekend, or holiday spill events.
