PERFORMANCE WORK STATEMENT

FOR

CHAPEL SUPPORT SERVICES

JOINT BASE CHARLESTON, SC

REVISED

12 May 2025

1. INTRODUCTION

The Joint Base Charleston Chaplain Corps mission is tailored around the 628th Air Base Wing’s mission. We provide support for both Joint Base Charleston (JB CHS) Air Base (AB) and the Weapons Station (WS) for all the religious and spiritual needs of the military personnel and their families. We support individual rights under the First Amendment to the US Constitution and provide an opportunity for everyone to freely exercise their religious beliefs. The purpose of this requirement is to acquire chapel support services (Chapel Music/Direction Services: Protestant Service Musician & Catholic Musician) as well as Catholic Religious Education (RE) Coordinator for Joint Base Charleston (JB CHS) and its local tenant units, located within Charleston, SC and Goose Creek, SC.

1.1. Mission and Vision

The 628th Air Base Wing Chaplain Corps mission is to deliver installation support through unparalleled soul care for Airmen / Sailors and their families, leadership advisement, and religious liberty. The Chaplain Corps provides religious and spiritual care and ensures all military members (and their families) have opportunities to exercise their Constitutional right to the free exercise of religion. Our vision is to enable readiness by caring for and developing spiritually resilient, ready Airmen & Sailors, mission partners, civilians, and their families.

1.2. Background

The AB Chapel provides worship services for approx. 45-75 members for both the Protestant and Catholic community/parish and a steady 130 for the WS Chapel; this requirement also fulfills the need for a Rabbi clergy for NWS.

1.3. Scope of Work

This requirement supports two separated facilities located within JB CHS jurisdiction as well as a local tenant unit (local tenant unit solely for the Catholic RE Coordinator). The Air Base (AB) Chapel is located in North Charleston and the Weapons Station (WS) Chapel is located in Goose Creek, SC. The local tenant unit is the Naval Consolidated Brig (NAVCONBRIG) located in Goose Creek, SC. Programs that are provided that support both the AB and WS Chapel are as follows:

Catholic RE Coordinator The Confraternity of Christian Doctrine (CCD) (children’s RE program), the Rite of Christian of Christian Initiation for Adults (RCIA), Baptismal preparation, and Bible Study.

Chapel Music/Direction Services See Section 3.

2. GENERAL REQUIREMENTS

This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort.

2.1. Non-Personal Services

The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officers (CO) immediately.

These services shall not be used to perform work of a policy/decision making or management nature, i.e., inherently Governmental functions. All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.

2.2. Business Relations

The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel. Specific for the Catholic RE Coordinator Services are as follows:

2.2.1. Must be a Catholic in full communion with the Catholic Church and in good standing and can demonstrate a familiarity of Catholic liturgical and religious education requirements, rites, and practices, as articulated by the documents of the Second Vatican Council and subsequent statements of the United States Conference of Catholic Bishops and the requirements of the Archdiocese for the Military Services.

2.2.2. Recommend a positive self-sufficient individual and is recommended to have extensive knowledge of the Catholic church.

2.2.3. Ability to work unsupervised in a stressful pluralistic environment and maintain healthy interpersonal communications with chaplains, colleagues, parishioners, and senior leadership.

2.2.4. Recommend having strong written and oral communication skills and be able to efficiently organize, communicate, and manage diverse program requirements; possess ability to use Microsoft office programs (i.e. Word, Excel, Outlook etc).

2.2.5. Recommend a basic understanding of military culture.

2.2.6. Must be willing to adapt and align requirements in the statement of work to meet the needs of parishioners and customers based on the local Chaplain Corps needs assessments, Annual Ministry Plan and limited resources.

2.3. Contract Administration and Management

The following subsections specify requirements for contract, management, and personnel administration.

2.3.1. Program Management

The contractor shall identify a Program Manager who shall be the primary representative responsible for all work awarded under this contract, participating in Program Management Reviews and ensuring all standards referenced herein are adhered to.

2.3.2. Contract Management

The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to this requirement.

The contractor’s management must maintain continuity between the support operations at the 628 Contracting Squadron, the 628 Air Base Wing Chapel Corps and the contractor's corporate offices. The contractor shall establish and provide a qualified workforce capable of performing the required tasks. The contractor shall provide management, supervisors and employees capable of speaking, reading and writing of the English language. The contractor’s management/supervisor shall be responsible in supervising the techniques used in their work, and for keeping them informed of all improvements, changes, and methods of operations. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall use key performance parameters to monitor work performance, measure results; and ensure delivery of contracted product, deliverables and services. The contractor shall identify risks, resolve problems and verify effectiveness of corrective actions. The contractor shall institute and maintain a process that ensures problems and action items discussed with the Government are tracked through resolution and shall provide timely status reporting. Results of contractor actions taken to improve performance should be tracked, and lessons learned incorporated into applicable processes. The contractor shall establish and maintain a documented set of disciplined, mature, and continuously improving processes for administering all contract efforts with an emphasis on cost-efficiency, schedule, performance, responsiveness, and consistently high-quality delivery or services. The contractor shall not employ persons for work on this contract, if such employees are identified to the contractor by the CO, as a potential threat to health safety, security, general wellbeing, or operational mission of the installation and its population.

A001. DELIVERABLE - CONTRACTOR’S ORGANIZATIONAL PLAN

2.3.3. Contract Administration

The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall submit reports, documentation and all deliverables as identified throughout this PWS. Requests for such reports and documentation and responses shall be coordinated through the Government Contracting Officer Representative (COR). The contractor shall respond to Government requests for contractual actions in a timely fashion as dictated by the CO or the COR. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support the contract. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.

2.3.4. Personnel Administration

The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).

2.3.5. Contractor’s Employees

The contractor shall accomplish the assigned work by employing and utilizing qualified employees, including subcontractors as needed. Contractor’s employees shall have the appropriate combinations of education, certification, licenses, training and experience required to perform the task as Protestant/Catholic Music/ Direction, Imam and Rabbi Clergy, and Catholic Religious Education Coordinator services. All Clergy contractors shall be in good standing with their religious endorsing agent or equivalent. The contractor’s Protestant/Catholic Music/ Direction shall be able to read music. The contractor’s employees shall possess the ability to maintain healthy, functional interpersonal relationships with staff and customers. The contractor employee’s shall also maintain professional standards of conduct and public decorum, including but not limited to dress and personal appearance. The contractor’s employees shall be able to interact with a wide range of military and civilian installation personnel. The contractor and its employees shall be encouraged and expected to use innovative approaches to efficiently and effectively accomplish PWS requirements in a timely manner at reduced costs. The contractor and its employees shall not, in any way represent that it is an agent of the government, or obligate or attempt to obligate the government in any way.

NOTE: All communities/parishes (excluding clergy) are active and mature with current volunteers, ministries, and group leadership.

2.3.6. Subcontract Management

The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations.

Contractors may add subcontractors to their team after notification to the CO and the COR.

2.4. Location and Hours of Work

Normal Government working hours are between 7:30 am to 4:30 pm Monday through Friday, excluding the following Federal Government holidays and weekends. Work shall be performed at 2316 Red Bank Road, Building 707, Goose Creek, SC 29445-8605 and 107 Arthur Dr., Bldg 1005, Joint Base Charleston, SC 29404. Work is considered sedentary and will be in an open space Chapel, or classroom (for Catholic RE Coordinator), environment.

The contractor shall be present and on time during the scheduled hours listed below. There may be situations that require the contractor to work adjusted times other than normal working hours. The contractor will be provided advance notice when the adjusted times will be required. The following is a list of services to be provided by this contract:

• Chapel Music/Direction Services o Protestant Service Musician (AB) Time: 1100 - 1230 o Catholic Musician (AB) Time: 0900 - 1030 o Protestant Service Musician (WS) Time: 1000 – 1130 o Catholic Musician (WS) Time: 1130-1300

2.4.1. Holidays.

2.4.2. Base Closures

This requirement is considered Non-Mission Essential. The work scheduled may be interrupted due to weather, exercises, or actual real world alerts. In these cases, the work schedule will recommence as soon as possible after reopening the base.

2.5. Travel / Temporary Duty (TDY)

Travel to other government facilities outside of JB CHS jurisdiction or other contractor facilities are not required for this requirement. The contractor is responsible for all travel cost associated with the efforts required to perform the tasks outlined in this PWS and any additional travel such as scheduled monthly or quarterly progress/performance meeting with Contracting and/or the Requiring Activity located within the JB CHS jurisdiction.

2.6. Performance Reporting

The contractor’s performance will be monitored by the Government and reported in Contractor Performance Assessment Reporting (CPARs). Performance standards shall include the contractor’s ability to:

1. Provide quality service and customer support;

2. Effectives of Management/Business Relations;

3. Meet customer’s agreed-upon timeliness of performance and scheduled pick-ups;

and,

4. Compliance with Labor and Safety Standards.

2.7. Performance Evaluation Meetings

The contractor shall meet with the CO or COR as determined by the CO. These meetings will be used to establish a partnering relationship with the contractor to address overall performance and any performance problems encountered and their resolution. The time and location will be mutually agreed upon. The government reserves the right to change the frequency of the meetings depending on the quality of service provided by the contractor.

3. PERFORMANCE REQUIREMENTS

3.1. Chapel Music Services/Instructions

These positions support the music component of the Parish Vision and Mission Statements, as identified by the Protestant Advisory Council, the Pastoral Council and authorized by the Joint Base Senior Chaplain (JBSC). The Music Program will conform to the instructions of the Air Force & Navy Chaplain Corps, as determined by the JBSC. The Protestant Music Program for the Protestant Parish and the Catholic Music Program for the Catholic Parish shall encompass the needs of the respective chaplain, congregation, and choirs on JB CHS.

3.1.1. Unit of Work: Chapel Music Services/Instructions

For the music coordinator position, the rate of pay is based off the number of units worked. All units must be completed according to the chapel’s weekly rehearsal and worship service scheduled times and without conflict with other chapel events. A worship service performance, rehearsal, preparation, or a special service equals a unit of work.

3.1.2. Special Services

A special service is defined as a memorial, funeral, additional holiday rehearsal, additional holiday worship or special holiday program and specific for the Catholic RE Coordinator service, a special service is defined as Confirmation, First Communion, Profession of Faith (at the Easter Vigil), Bishop pastoral visit and religious retreats. The estimated workload are located under Appendix 8.1.2, 8.1.3 & 8.1.4 Combined. The contractor shall be required to provide special services as needed in addition to the weekly service and rehearsals. No more than 40 special services combined total will be required annually for each faith and location on JB CHS. Special services are defined as: Holiday services, funerals/memorial services, and community/base events.

3.1.3. Facility Requirements

The contractor shall read and sign facility usage form, security statement, and key control log.

The Chapel Music/Direction services contractor shall ensure that the sound system, music stands, microphones, microphone stands, and all other musical equipment is set-up prior to each rehearsal and service, set at the appropriate level and put away or deactivated/turn-off after each rehearsal and service. The Catholic RE Coordinator services contractor shall ensure support equipment and materials are available and is set-up prior to each training, meeting or function.

The Chapel Music/Direction services contractor shall complete and submit facility request forms no later than 3 days prior to reserve sanctuary, choir room for rehearsals and services, or, specific to the Catholic RE Coordinator services contractor, other rooms for meetings, training or other functions or at the beginning of each Fiscal year for recurring events. The contractor shall unlock the Chapel prior to rehearsals, services and/or events, and secure the facility upon completion. The contractor shall ensure that the facility is left clean and orderly upon completion of any usage.

3.1.4. Chapel Tithes & Offering Funds (CTOF)

The contractor shall submits Chapel Tithes & Offering Funds (CTOF) request forms for music and supply needs (specific to the Chapel Music/Direction services) or educational, supply and support needs (specific to the Catholic RE Coordinator services) to the Service Chaplain and Account Manager in a timely manner and following all chapel guidelines or instructions. The contractor shall complete annual mandatory CTOF training provided by the Account Manager.

A001. DELIVERABLE – ANNUAL CTOF TRAINING

3.1.5. Rehearsals and Worship Services

The contractor shall coordinate, organize, prepare, recruit and direct musicians, choir members, and musical leadership during rehearsals, worship and performances in reference to the Protestant and Catholic Service music program. The contractor shall perform at worship services every week on Sunday, as well as leads weekly rehearsals. The contractor shall arrange Protestant Service & Catholic choir schedule to allow special rehearsals and services. All rehearsals and worship services will take place in Joint Base Chapel and are subject to relocation with the JBSC’s approval. The contractor shall be notified at least twenty-four hours in advance of a projected move.

3.1.6. Music Program Review

The contractor shall meet with the Protestant and the Catholic Service Chaplain or designated chaplain/Priest periodically to discuss/review the status of the music program. The contractor shall select and order appropriate music for liturgical year and special services.

3.1.6.1. Protestant service

The contractor shall assist in selecting suitable music for all required worship services, special community programs, and other services performed as part of the Protestant program as needed.

The contractor shall work primarily with the Service Chaplain in selecting music from main genres/repertories (contemporary, gospel & traditional).

3.1.6.2. Catholic service

The contractor shall be responsible for leadership and development of the Catholic choir and participate as lead pianist. The contractor shall assist in the selection of appropriate music. This will include, but is not limited to, sheet music, recruitment of choir members and leadership in a choir rehearsal.

3.2. Clergy

The Imam & Rabbi will provide independent Jewish and Muslim service to satisfy the overall operational objectives of JB CHS. The primary objective is to provide contractor services through provisions of specialized religious services to persons of the Muslim & Jewish faith on an as needed basis. The Rabbi & Imam shall be involved in the planning, organization, and direction of Jewish & Muslim activities at the Naval Consolidated Brig (NCB) located on JB CHS Weapons Station. The Rabbi & Imam shall ensure the Muslim program complies with legal and regulatory requirements and meets customer needs that include but are not limited to conducting religious worship, instruction services, devotions, and appropriate rites as required.

All Clergy must be approved by AF/HC IAW DAFI 52-105. Each clergyperson must fill out a DD Form 2088 Statement of Ecclesiastical Endorsement (provided) from a religious organization authorized by the DoD to endorse chaplains. Currently, the only organization recognized by the DoD for Muslims is the American Muslim Armed Forces and Veterans Affairs Council. All clergy will, at a minimum, be annually trained on privileged communication, childcare criminal history background checks IAW DoDI 1402.5, family advocacy program IAW DAFI 40-301 and sexual assault prevention and response policy IAW

MOA AFI 36-6001.

Additionally, each clergy must possess a baccalaureate degree with not less than 120 semester hours (180 quarter hours) of undergraduate credit from a qualifying educational institutional and a Master of Divinity degree or equivalent (certified by an accredited institution) with not less than 72 semester hours (108 quarter hours) of graduate-level work from a qualifying educational institution. (As defined in AFI 36-2005)

3.2.1. The Imam shall:

• Preside at the regularly scheduled Muslim services, to include Islamic studies

(Tuesdays & Fridays) and emergency services and Holy Days (Eid-Ul Fitr & Eid-Eu Adha).

• Prepare candidates for Ramadan.

• Provide guidance and support to Muslims seeking Islam.

• Share the Islamic beliefs, studies, religious and moral instructions for all Muslim prisoners, staff and family members who are interested.

• Officiate at bedside services for hospitalized prisoners, staff and family members.

• Coordinate volunteer orthodox Islam, encourage fellowship, hospitality and provide training.

• Provide public worship in a diverse religious setting if and when called upon.

• Serve as intervention specialist and counselor to Muslim prisoners, staff, and family members on spiritual, ethical, moral, and morale matters in a timely and professional manner in a timely and professional manner.

• Thoroughly prepare for Islamic services to meet the guidelines set by the Holy Quran, for the military services.

• Provide bereavement support as required.

• Perform pastoral interviews to ascertain religious and developmental backgrounds, and evaluate religious, ethical, moral or morale needs of Muslim prisoners.

• Provide leadership and administrative support for the education of the Holy Quran.

• Maintain confidentiality in all areas of privileged communications as defined by HQ

USAF/HC and in the military rules of evidence.

3.2.2. The Rabbi shall:

• The Rabbi must be in place within 2 weeks of request.

• The Rabbi will be responsible for the following on an as needed basis:

o Friday or Saturday weekly worship.

o Rosh Hashanah & Yom Kippur High Holy Day services.

o Hanukkah, Pesach, Sukkot, & Shavuot holiday services.

• Provide intervention, counseling and support in a timely and professional manner.

• Provide bereavement support as required.

• Maintain confidentiality in all areas of privileged communications as defined by HQ

USAF/HC and in the military rules of evidence.

3.3. Education Programs Support

The contractor shall coordinate, organize, prepare, recruit and assist teachers for various grade levels and Catholic RE programs. The contractor shall be responsible for leadership and development of the Catholic RE program and teachers, with AMS guidance and support. The contractor shall arrange Catholic RE program schedules to allow for maximum coverage and participation. All events taking place in a JBC Chapel are subject to relocation with the JBSC’s approval. The contractor shall be notified at least twenty-four hours in advance of a projected move.

3.4. Education Program Review

The contractor shall meet with the Catholic Service Chaplain or designated chaplain/Priest and Catholic Community Coordinator monthly to discuss/review the status of the RE program. The contractor shall select and order appropriate educational materials for the liturgical year and special services.

3.4.1 Religious Education Program Overview

Catholic Religious Education Coordinator Services/Instructions This position supports the religious education component of the JBC Catholic community. The Religious Education Program will conform to all teachings of the Catholic Church, the Archdiocese for the Military Service (AMS) policies, the liturgical renewal of the Second Vatican Council and subsequent norms, and practices approved by the United States Conference of Catholic Bishops as well as the instructions of the Air Force & Navy Chaplain Corps, as determined by the JB CHS.

Catholic Religious Education Coordinator Services For the religious education coordinator position, the rate of pay is based off the number of units worked. All units must be completed according to requirements for research, preparation, training, support, coordination and execution of RE programs.

3.5. Catholic Priest (Must be hired through the Charleston Diocese) *DODI DoDI 1304.28* Instructs the hiring of Catholic Priest The contracted Catholic Priest works in conjunction with the Catholic Priest and shall provide religious/spiritual leadership and services to meet the needs of Catholic military personnel and their dependents, and other authorized personnel assigned to Joint Base Charleston (includes the Air Base Wing, Weapons Station, and Brig) during periods of the Catholic Priest’s absence. All responsibilities are in accordance with Department of Air Force Instructions (AFI), Major Command (MAJCOM) supplements, and JB Charleston Operating Instructions (OI).

Priest must be a Roman Catholic Priest in good standing with his home diocese and the Archdiocese for the Military Services (AMS) and have a completed DD Form 2088, Statement of Ecclesiastical Endorsement. Faculties Prefer priests with thorough understanding of and extensive pastoral experience in the special problems involved in a military community.

Knowledge of the structure, functions, practices, and rules of the military base. must be provided for sub-contracted clergy. Priest must be a Catholic in good standing and can demonstrate a familiarity of Catholic liturgical and religious education requirements, rites, and practices, as articulated by the documents of the Second Vatican Council and subsequent statements of the United States Conference of Catholic Bishops.

4. SERVICE SUMMARY.

The Service Summary (SS) captures the service requirements that can be measured and are considered to be Critical operational requirements. The SS included Performance Objectives that describe the desired end result or outcome the Contractor shall achieve. The Performance Thresholds states the minimum acceptable level of performance in terms of quality, timeliness, and quality in realistic and achievable standards. These thresholds are critical to mission success.

5.1. Government Property to be provided

The contractor shall provide all equipment and personnel needed to fulfill this performance work statement (PWS) with the following exceptions:

5.1.2. Loss of Government Property

In accordance with DFARS 252.245-7002, Reporting Loss of Government Property, “loss of Government property” means unintended loss of or damage to Government property including property that cannot be found after a reasonable search, loss due to inadequate storage, theft, loss due to lack of security, damage requiring repair to restore the item to usable condition, or damage that renders the property useless for its intended purpose or Beyond Economical Repair (BER). Loss of Government property does not include manufacturing defects, obsolescence, normal wear and tears, or purposeful destructive testing. Unless otherwise stated in the contract/order, loss of Government property does not include normal and reasonable inventory adjustments, i.e., losses of low priority consumable material, such as common hardware, as agreed to by the Contractor and the Government Property Administrator.

5.1.3. Reporting Loss of Government Property

The contractor shall notify the COR to report loss of Government property. The reporting requirement does not change any liability provisions or other reporting requirements that may exist under the contract/order.

5.2. Government Furnished Services

The following is a list of Government-provided services. Materials, equipment, labor and supplies necessary for the successful performance of this contract not specifically identified in this section shall be provided by the Contractor.

5.2.1. Refuse Collection

Refuse collection will be provided at existing dumpsters. The Government reserves the right to adjust the numbers and locations of dumpsters based on observed utilization and requirements.

If there will be a requirement to perform services that create an unusually large quantity of refuse, the Contractor shall notify the COR no less than 10 days in advance, so that special pick-ups can be scheduled.

5.2.2. Police and Fire Service

The complex currently has a security and fire department. These services will be furnished to the Contractor at no cost. The Contractor shall be liable for the cost of services that are required due to their negligence.

5.2.3. Electricity, Fresh Water and Utilities

Information concerning the location of existing outlets may be obtained from the COR.

The contractor shall provide and maintain, at his/her expense, the necessary service lines from existing Government outlets to the site of work. The work area is properly heated, lighted, and ventilated and provided at no cost to the contractor.

6. SPECIAL REQUIREMENTS

6.1 Security Requirements:

The contractor shall comply with all requirements and procedures IAW DAFFARS 5353.242- 9000, Contractor Access to Air Force Installations. Base specific information is provided below.

6.1.1. JB CHS Base Access Requirement

Background checks are required for all current and future contractors accessing the installation. The background check will include a criminal history check and fingerprinting of all individuals. The contractor shall provide a correctly completed copy of The Contractor Form 74, a copy of their Social Security Card, and copy of their driver's license or State ID to the Contract Administrator within 5 business days of the required access date. Contractors who are non-US citizens must also submit an INS Form I-9 along with other original supporting documents. Blank Contractor Form 74s will be supplied by the COR, Contract Administrator and also available at the Visitor Control Centers (VCC). The Contractor Form 74 is good for one year from the date of processing and must be re-accomplished as stated above.

DBIDS ID Cards will not be issued to personnel waiting processing of the Contractor Form

74. After 5 days, the contractor is required to pick-up there DBIDS ID Cards or Temporary Base Pass at one of the two VCCs. The Air Base VCC is located at the Dorchester & Hill Blvd Gate entrance, Bldg. # 1953, and is open 7-days a week, Monday thru Friday, 0600-1800 and on Saturday & Sunday, 0730-1630. The Weapon Station VCC is located at the Red Bank Rd & Poseidon Way Gate entrance, Bldg. 302, and is open 6-days a week, Monday through

Friday, 0630-1800 and Saturday, 0700- 1100. Telephone numbers to call during normal working hours Monday through Friday are:

Contractors must maintain current personal identification such as a driver's license or State ID card on them while they are on JB CHS. At a minimum, this ID should include a picture, the physical description of the individual, date of birth, and signature.

A005. DELIVERABLE - CONTRACTOR FORM 74 AND COPY OF DRIVER’S LICENSE/STATE ID,

6.1.2. Temporary Base Pass

If the JB CHS contract is less than 30 days, or the need for JB CHS access is less than 4-days per week, 8-hours per day, the completed Contractor form 74 will be processed as a “Temporary” Base Pass. The JB CH Sponsor (Military/Civilian CAC card holder) will need to be present at the VCC each time an individual is issued an automated AF Form 75, Visitor pass for base access.

6.1.3. Contractor Vehicle Entry Requirements JB CHS

6.1.3.1. Company & Privately-Owned Vehicles (POV)

It is not required for Contractors to obtain a separate base vehicle registration for each vehicle that will be used on the installation. However, if operating a vehicle on JB CHS, you must have proof of ownership (registration), current company identification, and proof of insurance on all vehicles. Each employee that will operate a vehicle must have a current/valid driver's license. Once the base pass or the contract expires, so will your driving privileges.

6.1.3.2. Delivery vehicles

All delivery vehicles must have a computerized delivery slip, commercial bill of lading, or work order showing JB CHS (building number and/or street address) as the delivery destination. It is advisable to include the COR’s phone number.

6.1.3.3. Base Entry Point Checks:

Entry procedures during periods of increased security maybe changed with little or no notice.

Random inbound and outbound vehicle inspections at the gates may occur. Failure to consent to these checks may result in barment by the installation commander or suspended or revoked base driving privileges.

6.1.4. Vehicle Entry Access Points

6.1.4.1. JB CHS-AB Main Gate/Dorchester Visitors Control Center Located at the intersection of Dorchester Road and Hill Blvd, this gate is open 24 hours a day, seven days a week. No commercial trucks, towing trailers or equipment are authorized thru Dorchester Gate.

6.1.4.2. JB CHS-AB Arthur Drive/Rivers Gate

Located on Arthur drive and is the gate closest to the flight-line, this gate is open 24 hours a day, seven days a week. This is the only entrance to the Air Base for commercial trucks, oversized vehicles, towing trailers or equipment as well as primary entrance for all Contractor and vendor vehicles. Commercial and oversized vehicles must enter using the search area lane (far right lane).

6.1.4.3. JBCHS-WS Main Gate

Located on Red Bank Rd adjacent to the Red Bank Club, this gate is open 24 hours a day, seven days a week. No commercial trucks with two or more axles are authorized through the Red Bank Main Gate.

6.1.4.4. JB CHS-WS 1050 Remount Rd, North Charleston Gate

This gate is open 24 hours a day, seven days a week. This is the only entrance to the Weapon Station for commercial trucks, oversized vehicles, towing trailers or equipment as well as primary entrance for all Contractor and vendor vehicles. Commercial and oversized vehicles must enter using the search area lane (far right lane). No passes will be issued at any Entry Control Points at JB CHS-WS.

6.1.5. Weekend/Holidays/Off-Hours Contractor Work:

All Contractor work during weekends, holidays and off-hours (1800–0700) will require Contractor weekend/holiday/off-hours request letter submitted to the requiring agency. The letter will include the following: location/building# of work being performed, name of each person working, description of work being performed and the date/times work will take place.

All employees must have an approved SF 74 Form on file prior to performance. Letter will be signed and marked “Approved” by the requiring agency. Approval letter will be submitted to the Dorchester Gate VCC NLT 1200 hrs, the Thursday prior to the Weekend/Holiday/Off- Hours work being performed.

6.1.6. Traffic Rules and Regulations:

All Motor Vehicle Codes forth state of South Carolina apply on JBCHS and are strictly enforced. Failure to obey established state, local, and installation traffic rules/regulations may be grounds to suspend or revoke an individual's base driving privileges.

Motorcycle/moped operators are required to wear DOT approved helmets with a visor or similar eye protection, pants extending to the ankles, hard soled boots or closed-toe shoes, gloves and have the headlights on while driving on the installation. In the hours of darkness, riders must wear an article of reflective clothing.

Cellular phones may be used only if vehicle is parked or equipped with a hands-free device.

Use of cell phones, include texting, while driving on military installations is prohibited

6.1.7. Items Prohibited on JB CHS

Items prohibited in the state of South Carolina are also prohibited on JB CHS. Prohibited items are subject to confiscation. Administrative or judicial action, to include base barment, maybe initiated against any individual possessing a prohibited item on JB CHS. Examples of prohibited items are but not limited to:

6.1.8. All Forms of illegal drugs.

6.1.8.1. Firearms

Shotguns, handguns, machineguns, firearm silencers, ammunition of any type, blasting caps or similar items of explosive material, starter or flare pistols, pellet or BB guns, dynamite, teargas and their dispensing devices, and other similar devices.

Construction tools that require use of explosive materials are authorized if they are required to perform your duties. Contractors who require one of the prohibited items listed above may bring the item onto the installation in performance of the contract (i.e., bird control, wild life management, etc.), but only when specified in contract.

6.1.8.2. Knives and other forms of weapons

Any blades in excess of four inches, switch blade knives, underwater spear guns, bows and arrows, crossbows, slingshots and blowguns, throw blade knives, blackjacks, nightsticks, clubs, brass knuckles, tomahawks, swords, bolas, fighting sticks, throwing discs, chains, and other similar items that can be used as a weapon.

6.1.8.3. Photography Equipment:

Cameras, camcorders, etc., are not normally permitted on JB CHS unless vetted and approved through Public Affairs.

6.1.9. Base Exercises

Entry to or exit from the base may be delayed due to gate closures. Closures are usually for short periods of time. Should you or your employees get stopped at a cordon (exercise perimeter) or get told to evacuate your work area, you may identify yourself to the cordon guard as a Contractor and state the reason you need to remain in the cordon area. The guard will request for exemption from there chain of command. If the exemption is approved, only company or properly marked vehicles will be allowed to cross or remain in the exercise cordon area. If the exemption is not, you will remove yourself from cordon until completion of the exercise. If the exercise causes delays or other problems with your contract performance, immediately notify the contract administrator or requiring agency.

6.1.10. Retreat

To show respect for the flag of the United States, all personnel driving a vehicle shall immediately pull to the right side of the roadway or traffic lane and stop while retreat (National Anthem) is sounded. Once the last note has sounded, vehicles may be placed back in motion.

6.1.11. Company/Personal Property Protection

The Contractor shall provide a reasonable degree of protection (security) for your property.

The Government accepts no responsibility for lost or stolen materials, equipment or tools, regardless of the item(s) location. Should you be a victim or witness to a crime or incident, please report it immediately to the Base Defense Operations Center (BDOC).

6.1.12. Operations Security (OPSEC)

In the event it is necessary to create, handle and/or maintain critical information (refer to attachment, JB CHS Critical Information List) for JB CHS, contracted personnel must meet the requirements and responsibilities established in the Operations Security Instruction, AFI

10-701 and the JB CHS OPSEC Plan. AFI 10-701 specifically states, “OPSEC is everyone’s responsibility.” Ideally, the AF uses OPSEC measures to protect its critical information from those who would exploit it. Failure to properly implement OPSEC measures can result in serious injury or death to personnel; damage to weapons systems, equipment and facilities;

loss of sensitive technologies; and mission degradation or failure. OPSEC must be fully integrated into the execution of all Air Force operations and supporting activities, therefore all contractors will:

(1) Protect JB CHS critical and/or sensitive information from disclosure by following the “need to know” principle.

(2) Not publicly post, publish or share work-related information that potentially contains any critical or sensitive information. Contractors are encouraged to solicit the advice of the Wing OPSEC Program Manager with any questions they may have regarding the use of JB CHS’s sensitive/critical information.

(3) Not sharing JB CHS sensitive/critical information in articles, unencrypted electronic mail (e-mail), web site postings, web log (blog) postings, internet message board discussions, or other forms of dissemination or documentation.

(4) Encrypt all e-mail messages containing critical information, OPSEC indicators, and other sensitive information. Encryption serves as one measure to protect critical or sensitive information transmitted over unclassified networks.

(5) Not publicly disseminating or publishing photographs of JB CHS or USAF property without prior approval from the 628 ABW Public Affairs office, or appropriately trained website administrator.

(6) Not publicly reference, disseminate, or publish JB CHS’s information that may have already been compromised. This provides further unnecessary exposure of the compromised information and may serve as validation.

(7) Actively encourage fellow contractors to protect JB CHS’s critical and/or sensitive information.

(8) Return to either the Project Manager or Q&A Representative (22 CONS) for destruction (burn, shred, etc.) any/all critical and/or sensitive unclassified information no longer needed to prevent the inadvertent disclosure and/or reconstruction of this material. Electronic documents should also be deleted and wiped clean from all computer systems used during the contractual work.

(9) Implement protective measures as ordered by JB CHS’s commander, director, OPSEC PM or an individual in an equivalent position.

(10) Know who the installation’s OPSEC PM is and contact them with questions, concerns, or recommendations for OPSEC related topics.

(11) Report attempts by unauthorized personnel to solicit critical and/or sensitive information to the OPSEC PM or installation Security Forces immediately. Contract personnel who have been involved in or have knowledge of a possible incident will report all the facts immediately.

Contact the appropriate squadron’s Unit OPSEC Coordinator or the Wing OPSEC Program Manager (437 AW/XP) at (843) 963-5534 for additional OPSEC guidance and training as needed.

6.1.13. Force Protection Conditions

Force Protection Conditions (FPCON) are implemented on the base to increase protective measures in anticipation of, or in response to, the threat of terrorist attack. The DoD FPCON consists of five progressive levels of increasing protective measures. The circumstances that apply and the purposes of each protective posture are as follows:

6.1.13.1. FPCON NORMAL

Applies when a general global threat of possible terrorist activity exists and warrants a routine security posture. At a minimum, access control will be conducted at all DoD installations and facilities.

6.1.13.2. FPCON ALPHA:

Applies when there is an increased general threat of possible terrorist activity against personnel or facilities, and the nature and extent of the threat are unpredictable. ALPHA measures must be capable of being maintained indefinitely.

6.1.13.3. FPCON BRAVO:

Applies when an increased or more predictable threat of terrorist activity exists. Sustaining BRAVO measures for a prolonged period may affect operational capability and military-civil relationships with local authorities.

6.1.13.4. FPCON CHARLIE:

Applies when an incident occurs, or intelligence is received indicating some form of terrorist action or targeting against personnel or facilities is likely. Prolonged implementation of CHARLIE measures may create hardship and affect the activities of the unit and its personnel.

6.1.13.5. FPCON DELTA:

Applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is imminent. This FPCON is usually declared as a localized condition. FPCON DELTA measures are not intended to be sustained for an extended duration.

6.2. Safety Requirements:

In addition to FAR 5352.223-9001, the contractor shall maintain and provide a copy of a written safety plan to the wing safety office prior to start of work IAW AFPAM 91-210 section 6.4. Upon request, Contractor shall provide OSHA 300 and 301 logs to the safety office for mishaps occurring on the installation. Any mishaps involving damage to government property or injury to government personnel shall be immediately reported to the base safety office and port operations officer. Contractors, whether regularly involved in routine site operations or engaged in temporary projects must follow all federal and state safety standards.

A006. DELIVERABLE - SAFETY PLAN

6.1.1. Smoking

Smoking is not permitted in JB Charleston-controlled spaces. Where smoking is permitted, assure that tobacco products are extinguished and disposed of properly.

6.2. Quality

This section describes the Quality Control components for this effort. The following sub-sections provide details of various considerations on this effort.

6.2.1. Quality Control Plan (QCP)

Contractor shall develop and maintain a quality program to ensure services are performed in accordance with this Performance Work Statement and other commonly accepted commercial practices. The contractor shall develop and implement procedures to identify and prevent defective services from occurring/reoccurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in paragraph 3, Service Summary.

The finalized QCP will be accepted by the Government at the time of the award of the contract. The CO may notify the Contractor of required modifications to the plan during the period of performance. The Contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the CO. Any modifications to the program during the period of performance shall be provided to the CO for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the Governments review and approval. The Government may find the QCP "unacceptable" whenever the Contractors procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable."
