STATEMENT OF WORK
C-47 STATIC DISPLAY REPAINTING
Joint Base Charleston
SOUTH CAROLINA

DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment and labor necessary to prepare and paint the C-47 static display aircraft at Joint Base Charleston, SC – Air Base. The static display applicable to this contract is one C-47 aircraft. Contractor will paint aircraft in accordance with commercial practices and applicable federal, state, and local regulations. The contractor will comply with all environmental codes and regulations while performing the services of this contract. Applicable work elements consist of, but are not limited to the following:
1. GENERAL INFORMATION
1.1. Site Visit. Aircraft will be painted in-place at the JB Charleston Airpark. A site visit will be held on Thursday 12 May from 10:00 – 11:00 am EST. It is not mandatory but highly recommended that prospective offerors attend the site visit on the set date and time identified. At this time they will be able to inspect the display, current work environment and satisfy themselves as to the character and amount of work to be accomplished. Prior to site visitation, the names of all attendees must be submitted to the Contract Specialist 2Lt Marissa Trull.
1.2. Performance Time. The contractor shall include a period of performance and an estimated start date within their proposal.
1.3. Domestic water and electricity will not be made available to the Contractor by the Government from existing system outlets and supplies. The contractor shall bring their own water/electricity if determined to be necessary to perform the duties outline in this statement of work.
1.4. Work Location. Work site is located on Joint Base Charleston, SC – Air Base. NOTE: The tallest part of the aircraft is approximately 30 feet off the ground. Aircraft shall be painted in-place at Joint Base Charleston. Contractor will insure that the worksite is clear to prevent visitors from entering work area.
1.5. Hours of Work. Normal work days shall be 0730 to 1630, Monday through Friday, excluding Federal Holidays. Contract performance on weekends and holidays is permissible with prior coordination with the Government.
1.6. Training and Qualifications. The contractor shall be responsible for training employees in the proper use, storage, and disposal of all hazardous materials (HAZMAT) and hazardous waste in accordance with applicable federal, state, and local regulations.
2. PROTECTION. The contractor shall provide all construction support equipment items to control and secure the work-site and any materials and equipment used in the performance of this contract. These include but are not limited to, sanitary facilities, dumpsters, barriers, barricades, scaffolding, powered high-lift vehicles, paint, etc. The contractor is responsible for the erection and safe application of all equipment. All painting under this contract shall be protected by use of signs indicating painting is in progress. Signs shall be furnished by the contractor and displayed from beginning to completion of the contract. Signs shall be of commercially printed type, firmly mounted and kept clean. There shall be no advertising matter on the signs.
2.1. Real Property Protection. Contractor shall protect existing vegetation, structures, equipment, ground covering, utilities at the job site, and protect or cover other static display aircraft from overspray. Ground surfaces, gravel, grass, plants, shrubs, plaques, and other real property in the work site area shall be covered or otherwise appropriately protected to prevent damage or inadvertent paint drops. This includes, but is not limited to protecting surrounding bushes, grass, sidewalks, and underground sprinkler system.
2.2. Quality Assurance: The Government will evaluate the Contractor’s performance by appointing Quality Assurance Personnel (QAP). The assigned government inspectors shall evaluate and approve all work accomplished. Complaints validated by the QAP shall be reported to the Contracting Officer for action. Failure to correct validated complaints shall be considered a failure to perform.
2.3. Quality Control. The contractor shall use its own internal quality control processes to ensure services are performed in accordance with commonly accepted commercial practices and this PWS. A copy of Contractor’s quality plan will be provided to the QAP.
2.4. Physical Security. The contractor shall be responsible for safeguarding all government-furnished property. The contractor shall establish and implement methods of ensuring that all keys issued to the contractor are not lost or used by unauthorized persons.
2.5. Force Protection Requirements. Contractors will comply with all applicable security conditions.
3. PREPARATION OF SURFACES.
3.1. Initial Inspection. Photo documenting all existing aircraft markings and paint scheme for duplication will be accomplished. The aircraft shall be inspected for any exterior surface damage. The contractor will provide the Quality Assurance Personnel (QAP) with a list of all required surface repairs. The QAP will designate which items the contractor will repair. All surface damage repair and bird proofing will be completed prior to painting of the damaged area. The contractor will accomplish all surface damage repairs in accordance with Air Force guidance and appropriate technical orders.
3.2. Surface Preparation. The contractor shall provide all proper equipment necessary for sanding and washing the aircraft. The aircraft will require a thorough wash prior to painting to include landing gear and wheel wells. Washing will include completely removing any bird droppings and peeling paint. The entire outer surface to be painted will be properly sanded prior to painting. Edges of peeling paint shall be feathered by adequate sanding prior to painting. Bare metal surfaces will require a coat of metal primer prior to final painting. Any masking with tape will be accomplished prior to painting. All paint chips and debris will be collected for disposal
4. PAINT AIRCRAFT.
4.1. Government Furnished Property/Services. Government will provide the applicable technical data which specifies the paint and decaling required for the aircraft.
4.2. Materials. Contractor shall submit a list of all materials to will be used as required by this SOW within their proposal (e.g., paint, thinner, solvent, cleaner, etc). All Material Safety Data Sheets, Manufacturer’s Instructions, Product Description, Specification Data, and Warranty Information for each product proposed shall also be provided. The contractor will provide all color, markings, and insignia required for the specific aircraft; to include specific paint color codes, i.e. Air Force Yellow: PMS Color Code, 116; Federal Standard Code, 13538 and Air Force Blue: PMS Color Code, Reflex; Federal Standard Code, 15044. The contractor shall use roller or airless sprayer method to apply paint. The contractor shall use water-based, preferably polyurethane paint. Latex paint is not authorized for this project.
4.3. Paint. Contractor shall provide all approved materials necessary to prepare (pressure wash, sand, feather, etc.) and repaint the aircraft in the colors and specifications identified. The finished surfaces shall be of uniform nature, free from runs, drips, ridges, waves, sags, laps, brush marks, and variations in color. Each coat shall be applied to produce a film of uniform thickness. There shall be one coat of primer and two coats of paint applied. Special attention shall be given to insure edges, corners, crevices, welds, and rivets receive a film thickness equivalent to that of adjacent painted surfaces. Care shall be exercised to ensure all laps are worked out to a uniform film thickness. Aircraft surfaces include blacking out all windows and applying an appropriate gloss paint to the aircraft tires and the aircraft stand. The specific type of paint currently on the aircraft is unknown. It is believed to be latex. Any damage repairs will be done in accordance with Air Force guidance and appropriate technical orders. Contractor will insure that the worksite is clear to prevent overspray to other aircraft and to prevent visitors from entering work area.
4.4. Stencils and Decals. All stenciling products will be provided by the contractor. Contractor shall use and properly lay out stencils and decals to reapply aircraft markings. All stencils on the aircraft prior to painting will be replaced by the contractor following painting. Stencils and decals are expected to match existing decals and stencils in size, shape, color and location. The invasions stripes shall be painted by hand, which demonstrates historical accuracy. Any requests for variations will be submitted to the QAP prior to installation.
4.5. Aircraft Standards:
4.5.1. Visible primer through top coat unacceptable
4.5.2. Overspray unacceptable
4.5.3. Blisters, fish eyes, runs and sags unacceptable
4.5.4. Roughness or dirt inclusions unacceptable
4.5.5. Paint shall not flake, peel, or chalk for one year from date contract is completed
4.6. Colors and Markings for C-47.
4.6.1. Overall paint scheme is olive drab upper surfaces (34087) and neutral gray undersurfaces (36118)
4.6.2. Serial Number 2100972 will be painted yellow (33538)
4.6.3. The T2 marking on the forward fuselage will be painted in gray (36173)
4.6.4. The five invasion stripes will be painted white (37875) and black (37138)
4.6.5. The national insigne on each side of the fuselage and upper left and lower right wing tips in blue (35044) and white (37875)
4.6.6. The U marking on the tail will be painted in gray (36173)
4.6.7. Prop blades will be painted black (37038) with the tips yellow (33538)
4.6.8. The nose are will be painted/recreated in yellow (33538)
4.6.9. The airdrop logo/marking above the first cargo wing on left side will be painted black (37038) and yellow (33538)
4.6.10. Landing gear and struts will be painted in silver (17178)
4.6.11. All color codes are Federal Standard.
4.6.12. All markings will be re-created as currently displayed on the aircraft
4.6.13. Additional details and guidance will be provided by the 437 AW/628 ABW Historians prior to performance.
4.7. Clean-Up. The Contractor shall at all times keep the work area, including storage areas, used by the Contractor, free from accumulations of waste material and trash. All tools, scaffolding, equipment, and materials not the property of the Government shall also be removed upon completion of the contract. The Contractor shall keep the work areas in a clean and neat condition and all equipment returned to a safe location each day. Material disposal shall be the responsibility of the contractor and performed in accordance with Federal, State, and local regulations. The Contractor will coordinate the disposal of all waste (hazardous and non-hazardous) with the 628 CES/CEIE. The Contractor will not dispose of any liquid paint or recyclable material in the trash. Contractor will clean work area each day prior to departure.
5. JB CHS INSTALLATION ACCESS REQUIREMENT.
5.1. Contractor Personnel. The Contractor shall identify to the Contracting Officer/QAP, a point of contact who has full authority to act on behalf of the contractor on all operational aspects of the contract. Contractor personnel shall present a neat and professional appearance and be easily recognized as contract employees. Contractor shall provide an employee list to the QAP at least one week prior to beginning on site work. The list shall be maintained current and correct at all times and shall include the name of each employee and their vehicle.
5.1.1. All Contractor employees will be sponsored by government personnel to gain access to the base. A JB Charleston Form 74 will be completed by each employee. Depending on each employees circumstances, other forms may be required to get base access approval. A copy of the Driver's License or State ID both front and back. Note: Drivers Licenses that say they are Not for Federal Use, Federal Purpose, or Federal Identification will NOT be accepted. Another form of Picture Identification must be provided in accordance with the “Real ID TRI-Fold.”
5.1.2. The contractor employees shall complete a JB Charleston SFS Form 74. This will be submitted to the 628 Security Forces Squadron/S5B Pass and Registration to obtain a Local Area Check (LAC). Any employees that cannot obtain a favorable LAC will not be allowed to access the base or participate on the contract.
5.1.3. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).
5.1.4. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
5.1.5. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required image1.jpeg
