Question Response
Q1: Kindly advise if there a preferred font type (Times New Roman, Arial, etc)? I have noted that font size should be no smaller than 11.
A1: There is no preferred font type.
Q2: What is the page limit per resume in Section E- Resumes of Key Personnel for this project?
A2: Please limit resumes to one page per person. As noted in the SF330 Instructions, proposing firms are advised to "be as concise as possible." With the instructions for Section E, Block 19 further limiting the relevant project information to no more than 5 projects per individual, there is no anticipated reason why the resume for each key person should take more than one page.
Q3: Can Key Personnel fulfill two distinct but related roles in the Contract? Example: Architect, Cost Estimator is the same person.
A3: Key personnel can fulfill more than one role, however, all individuals fulfilling more than one role need to clearly demonstrate that they possess all appropriate professional qualifications and experience for each role they will fulfill. In addition, please note that for the firms selected as the most highly qualified for this A-E MATOC and issued a Request for Proposal, the Government intends to negotiate labor rates per labor category/discipline (i.e. for the individual role of an Architect and for the individual role of a Cost Estimator; not for a dual-role Architect/Cost Estimator).
Q4: Does the firm have to have a PE or AIA License for South Carolina to be awarded Task Orders?
A4: It is preferred that key personnel hold current registration in South Carolina, especially as certain regulatory agencies require the designer-of-record hold a current South Carolina registration (i.e. for obtaining construction permits from SCDHEC).
Q5: What is the procedure for the proposal drop off for Fed Ex and/or UPS?
A5: The parcel delivery address is:

Q6: Please clarify if the task order limitation is per task order or for all awards for the duration of the IDIQ Contract.
A6: The limitation is per task order, however a firm may choose to accept order above maximum limit.
Q7: Is this maximum of $1,000,000 per Firm awarded the MATOC, or a total for all firms awarded MATOCs?
A7: The $1,000,000 task order maximum limitation is per firm, however a firm may choose to accept order above maximum limit.

Q8: Please provide the total Maximum Value of MATOC per selected firm if renewed for all option years +6 months.
A8: $19,000,000 is total maximum value of all combined awarded orders for all firms.
Q9: What is the anticipated Award date? A9: 28 Jun 2021 Q10: Will three firms be selected initially? A10: The Government intends to establish and maintain a target of three firms.
Q11: Per SOW 1.5.2, “At the option of the Government the A/E shall use a cost estimating firm to accomplish the cost estimate. The purpose of using a cost estimating firm, is to have an independent firm accomplishing the cost estimate as if they were a contractor submitting a bid.”
Is the Government responsible for the cost of an independent Cost Estimating Firm?
A11: Yes. The Government intends to negotiate labor rates for cost estimating services with the firms selected as the most highly qualified for this A-E MATOC.
Responsive offers shall include the means of acquiring these services through an independent cost estimating firm for design work orders on which the Government elects to exercise this option.
Q12: At Part C – Selection Criteria, Item #5 indicates that “Interested firms must be located within 250 miles driving distance of Joint Base Charleston, SC”
What amount of key personnel needs to be located within 250 miles driving distance of Joint Base Charleston, SC?
A12: Though not strictly required, it is preferred that all key personnel be located within no more than a 250 mile driving distance of Joint Base Charleston to ensure timely response to requests for on-site support.
Interested firms, however, must be located within 250 miles driving distance of Joint Base Charleston.
Q13: At Part C – Selection Criteria, Item #1 indicates “It is preferred that key personnel hold current professional registration in South Carolina.
Will it be acceptable for key personnel to get licensed in South Carolina after contract award and before any tasks orders are issued?
A13: As design work orders may be issued immediately after contract award, it is preferred that key personnel are licensed prior to contract award.
Q14: When the proposer is submitting experience for a project that includes both Title I & Title II services, does the qualifying 5 year time line restriction measure to the end of Title II /end of construction date?
A14: Designs, studies and other Title I services completed before 2016 will not be considered.
If a project has both Title I & Title II services, but the Title I services were completed more than 5 years ago, only the Title II services will be considered.
Q15: Can the selection criteria narratives go in the beginning of the SF330 and be part of the 150-page count or do you want that information in Section H that has a 20-page limit?
A15: Section H is not intended to be used for selection criteria narratives associated with Sections A-G. The intent of Section H is to provide a place to address additional information specifically requested by the agency or to address selection criteria that are not covered by the information provided in Sections A-G.

Q16: Can proposals be sent via DOD SAFE at https://safe.apps.mil instead of being hand delivered or mailed?
A16: No. Offerors are required to submit a complete, original signed paper proposal and two (2) additional paper copies, as well as one copy in CD/R (or CVD/R) format.
