Project/Program Name: ACCUTabs, 3 Calcium Hypochlorite Chlorinator tablets

Section B: Description of the Supplies/Services Required

BRAND NAME: Purchase of chlorination tablets for use in the PPG chlorination system located within two Nuclear Power Training Unit (NPTU) moored training ships (MTS's). Acquisition requires 12 deliveries of 24 pails/buckets at 55lbs each.

Section C: Justification for Soliciting from a Single Source or Brand Name

The NPTU PPG chlorination systems for the MTS's were specifically designed to operate using high strength, scale inhibitor calcium hypochlorite tablets. The manufacturing and distribution of the AccuTab brand chlorination tablets include environmental controls for temperature and humidity. Previous acquisition of equal products resulted in sub-standard water quality levels within the MTS's.

Additionally the equal brand tablets have historically dissolved un-equally, which causes the water system to clog and require maintenance down time to thoroughly clean and scrub the water system. This was the case in the contract with who was thought to be an equal to the AccuTab SI tablets with the AccuTab PowerPro tablets. The product caused damaged to the systems and was canceled immediately. The next two vendors and were unable to adequately supply NPTU with the needed amount of tablets. did not deliver and lacked in communication. AccuTab SI chlorination tablets have consistently met operational and water quality requirements of the MTS's.

Section D: Efforts to Obtain Competition

The customer (NPTU) has conducted extensive market research and will continue to survey the market for new entrants into the market.

NPTU was re-contacted for any new marketability for this tablet for the 2018 requested purchase and was notified by the NNPTU principal engineer that no other "equal" tablets exist to their knowledge. Contracting specialist searched GSA and commercial market sources.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Requirement Owner was contacted for market compatible or "or equal" products for the 2018 purchase request upon which the CS was notified by the NNPTU principal engineer that no other "equal" tablets exist to their knowledge. The RO will consider 'or equal items' in the marketplace to maximize competition for future requirements.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
