STATEMENT OF WORK

437 APS Wall

BLDG. 178, JB CHS-AIR BASE

05 Oct 2017

DESCRIPTION OF SERVICE

The contractor will provide qualified personnel, equipment, tools, materials, supervision, labor, travel and other items and services necessary to remove and replace modular walls in building 178, Joint Base Charleston Air Base. Contractor will be responsible for removing materials/debris from facility and maintain a clean work environment during the entire length work is required.

Building 178 is occupied and the Contracting Officer will provide the contractor with a point of contact to coordinate work. The contractor will be required to deliver and install the items as well as remove and dispose of all packaging and installation debris by the end of each work day. The building has two floors with stairs and an elevator. All items will be delivered/installed on the second floor.

1. SPECIFIC FUNCTIONS

Property Responsibility and Liability: The contractor shall protect all Government property, equipment, walls, windows, buildings, and vegetation during the entire delivery and installation process. Any damage will be at the expense of the contractor.

Contractor Responsibility

• Contractor will be responsible for the demo and disposal or existing demountable walls in the space.

• Hallways, floors, and elevators are to be padded and protected from damage during installation.

• Contractor will be responsible for disconnecting and connecting electrical power and data cables in the walls.

• Contractor will be responsible for removing all debris from the area each work day.

• Contractors shall provide a secure container/trailer if storage is necessary. The Government will not be responsible for any stolen or damaged property left behind by contractors.

Government Responsibility

• The Government will be responsible for removing existing furniture prior to the start of work.

• Government will provide electrical power connection to the building.

• Laydown Area. The government will provide a laydown area. The freight carrier may drop off their trailer no more than four (4) business days prior to the coordinated installation date.

Contractor will notify the government at least forty-eight (48) hours prior to shipment to ensure laydown/storage plan is set. The government point of contact will be identified at time of award.

2. SUMMARY OF WORK

Contractor shall provide the Modular Wall System per all specifications and contract requirements.

2.2 SPECIFICATIONS

Size: 8’ High x 39.2 Linear Ft

3’ x7’ Solid Core Laminate Doors

Cortland 2600 lockset on each door

Grade 2 Vinyl Wrapped Gypsum

Health guard Insulation

All Hardware, connecting brackets, and floor /ceiling /wall anchors

Cat 6 data cabling and phone conduit

Duplex Outlets, wire harness to ceiling access on each wall

Proposals must include the following:

• Floor plans

• Detailed listing of items and ancillary services provided (i.e. electrical work)

• Sample pictures of modular wall system to include fabric color or color samples

Delivery and Performance: Removal, delivery and installation of modular wall system shall be completed within ninety (90) calendar days after receipt of award.

GENERAL INFORMATION

NORMAL HOURS OF OPERATION: All work is expected to be completed during normal working hours, from 07:00AM to 4:00PM, Monday through Friday, excluding government holidays. If it is determined that after hours or weekend work is necessary to successfully execute contract performance, weekend work may be coordinated with prior approval.

Recognized holidays that may affect work under a resulting contract are as follows:

Thanksgiving Day: 4th Thursday in November Christmas Day: 25 December New Year’s Day: 1 January Martin Luther King Day: 15 January

George Washington Day: 19 February

SECURITY REQUIREMENTS

1. FPCON (Force Protection Condition) Checks. Additional FPCON checks may occur sporadically. Increased military security measures shall dictate the use of force protection conditions (FPCON) Alpha, Bravo, Charlie or Delta for the base. The government will notify the contractor if the base is placed under a FPCON and provide the appropriate FPCON instructions to follow.

2. Contractor Personnel. The contractor shall not employ persons for work on this contract if such employees are identified to the contractor, by the contracting officer, as a potential threat to health, safety, security, general well-being, or operational mission of the installation and its population. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation.

3. BASE ACCESS. The Contractor shall obtain personal identification passes for all employees and vehicle passes for all Contractor vehicles requiring entry onto Joint Base Charleston – Air Base.

The contractor must complete base access form and submit it through the Contracting Officer to the Visitor Control Center. Vehicle registration, proof of vehicle insurance and a valid driver’s license must be presented for all vehicles to be registered. All contractor personnel shall wear badge issued at all times while on Joint Base Charleston. In addition, contractor personnel must be accompanied by their Project Manager.

4. SAFETY. It is the contractor’s responsibility to identify and comply with all federal, state and local regulations or laws and apply the procedures or protocols in provision of services identified within this SOW. Any mishaps involving damage to US Government property or injury to personnel will be immediately reported to the base safety office (843)963-5603.

Contractors, whether regularly involved in routine site operations or engaged in temporary projects must follow all federal and state safety standards.
