Statement of Work for
Book Lease
JOINT BASE CHARLESTON, SC
23 August 2018
Statement of Work, F1M3T46019AW01
I. DESCRIPTION OF SERVICE
The contractor will be responsible for providing all labor, applicable materials, and equipment necessary to fulfill hardcover book leasing services for the Joint Base Charleston (JB CHS) libraries.
A. SPECIFIC FUNCTIONS
1.1 Property Responsibility and Liability. The Vendor shall be responsible for the delivery of all materials (FOB Destination).
1.2 Period of Performance. Period of Performance shall be a 12 month base period with four – 12 month option periods as follows:
Base Period: 30 September 2018 – 29 September 2019 Option 1: 30 September 2019 – 29 September 2020 Option 2: 30 September 2020 – 29 September 2021 Option 3: 30 September 2021 – 29 September 2022 Option 4: 30 September 2022 – 29 September 2023
1.3. Site. The Contractor must be able to ship to the Air Base Library (106 W. McCaw St. BLDG 215, JB CHS – Air Base, SC 29404) and the Weapons Station Library (2316 Redbank Rd. BLDG 732, JB CHS – Weapons Station, SC 29445) directly.
B. SUMMARY OF WORK
2.1 Requirements
a. A catalog shall be provided that the customer chooses titles from monthly.
b. Catalog offerings should include upcoming new releases, books that have appeared on best seller and award lists in last 3-6 months and include annual travel book options.
c. All books, rental or purchased must be processed to include book jackets, book covers, property markings and spine labels.
d. Adult book plans shall be rental plans. Genres included should be adult fiction, adult nonfiction, young adult fiction and young adult nonfiction.
e. Children’s book plans shall be purchase plans. Genres should include children’s and juvenile fiction as well as juvenile nonfiction.
f. Books must be shipped by the vendor through a reputable delivery service.
g. In the case of rental books, prepaid shipping labels must be supplied in order to return to vendor.
h. Report system must be in place to track point balances, inventory levels, titles on order, cancelled titles, and credits. (Preferably an online report system accessible through the Internet)
i. Price point cutoff for adult books should be at least $27 = 1pt, can be higher but no less. Goal is to obtain 100 books each month for Air Base Library and 60 books per month for Weapons Station Library.
j. A minimum of 90% of highly anticipated releases (published “Best Seller” lists) should be provided before the publication date so it can be processed and ready to circulate to customers on the first day of release.
k. Library should be able to keep items as long as they are in use and not have to return within a certain period of time.

2.2 Unforeseen work
a. Any issues identified during performance that do not fall within scope of this SOW, shall be brought to the attention of the Contracting Officer in writing.
C. OTHER
a. Vendor will not have access to library holdings through online catalog or through any SIP2 (Standard Interchange Protocol 2.0) due to Joint Base Charleston Libraries being part of the AMC Library Consortia and not having the authority to grant access to ILS (Integrated Library System).
b. MARC and/or RDA records are not required.
II. GENERAL INFORMATION
A. NORMAL HOURS OF OPERATION: 7:00 AM -4:00 PM EST, MONDAY-FRIDAY
B. SECURITY REQUIREMENTS.
1. FPCON (Force Protection Condition) Checks. Additional FPCON checks may occur sporadically.
Increased military security measures shall dictate the use of force protection conditions (FPCON) Alpha, Bravo, Charlie or Delta for the base. The government will notify the contractor if the base is placed under a FPCON and provide the appropriate FPCON instructions to follow.
2. Contractor Personnel. The contractor shall not employ persons for work on this contract if such employees are identified to the contractor, by the contracting officer, as a potential threat to health, safety, security, general well-being, or operational mission of the installation and its population. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. The contractor will be escorted by government personnel while working inside of building 500.
C. BASE ACCESS. The Contractor shall obtain personal identification passes for all employees and vehicle passes for all Contractor vehicles requiring entry onto Joint Base Charleston – Air Base. The contractor must complete Contractor Form 74 and submit it through the Contracting Officer to the Visitor Control Center.
Vehicle registration, proof of vehicle insurance and a valid driver’s license must be presented for all vehicles to be registered. All contractor personnel shall wear badge issued at all times while on Joint Base Charleston.
In addition, contractor personnel must be accompanied by their Project Manager.
D. SAFETY. It is the contractor’s responsibility to identify and comply with all federal, state and local regulations or laws and apply the procedures or protocols in provision of services identified within this SOW. Any mishaps involving damage to US Government property or injury to personnel will be immediately reported to the base safety office (843)963-5603. Contractors, whether regularly involved in routine site operations or engaged in temporary projects must follow all federal and state safety standards.
