STATEMENT of WORK Replace Booster Pump Controls, Building 2409 Joint Base Charleston – Weapon Station (JB CHS-WS) 6 August 2018
A. GENERAL: Vendor shall provide all labor, tools, material. transportation, supervision, and management to complete Booster Pump removal and replacement and removal and replacement of booster pump controls.
B. LOCATION/RESTRICTIONS: Work will be performed at JB CHS-WS, building 2409, Goose Creek, South Carolina.
Identification badges are required for all personnel working on-site. Application for, and use of, installation passes will be as directed. Copies of identification to include driver’s license and social security card will be required for processing installation pass requests. Non-US citizens will not be granted access. For each required installation pass, Contractor should plan on 8 working days from delivery of the installation access request information until receipt of a scheduled appointment date to pick up a pass (if cleared). It is vital personnel meet their scheduled appointment times. Instances of lost or stolen passes should be immediately reported to the Contracting Officer (CO).
Normal work hours are 0700 to 1630 Monday through Friday, excluding Government holidays. Coordinate work schedule and execution with designated JBC representative and the CO.
C. SCOPE OF WORK:
The existing booster pump system provides fire and domestic water. The pump-set is located in Building 2409 which serves as the Central Energy Plant for the designated water system comprised of approximately a dozen buildings ranging in height from singe story to three stories.
Water pressure fluctuations have resulted in water hammer at multiple locations in the distribution system. Intent of this contract is to provide a new control system for the booster pump package, variable frequency drives, software/programming, and associated components to provide for reliable operation of the booster pump system and constant discharge water pressure of 85 psi.
The existing pump package and controls were provided by Patterson Pumps (Flo-Pak Integrated Municipal Systems, Serial Number 96-1306) as part of original construction in 1997. The package consists of four (4), 100 HP, end-suction centrifugal pumps (PACO Model 5015-7) that are each rated for 1200 gpm at 206 feet of head.
Under normal operating conditions, one (1) of the pumps is capable of meeting the water demands of the complex. If needed, two (2) additional pumps can be brought on-line to maintain system water pressure. The fourth pump serves as a standby to operate only in the event of equipment failure. The system shall be configured to allow for lead/lag operation and automatic pump change-over on an adjustable time schedule.
Two (2) of the existing pumps are provided with variable frequency drives (VFDs). Contractor shall substitute two (2) existing VFDs with new VFDs, remove and replace two (2) static drives with new VFDs for a total of four (4) VFDs and remove two soft start panels associated with static VFDs. All existing pumps will remain.
Existing controller and VFD are currently mounted to the frame of the skid mounted pump package. Modify/add supports as needed to accommodate mounting of new controllers and VFDs to skid frame and allow for operator access to all gauges and controls from floor level..
Booster pump system operation is monitored from a front-end workstation (Johnson Controls). Contractor shall insure the control system is integrated with the existing workstation to allow for continued monitoring of water pressure, flow rate, and pump status. The new controller shall include features to include fault history, pump start set-points (all pumps), delay timers, low flow set-point, flow set-points, selectable automatic alternation, high suction lock-out, and any additional points the manufacturer deems necessary to maintain required consistent discharge water pressure. All set-points shall be adjustable.
Installation shall be in accordance with pump control system manufacturer’s recommendations.
Contractor shall identify its intended control panel manufacturer and ensure a manufacturer representative will be on-site to provide oversight associated with system start-up, adjustment, fine tuning, and testing. Testing shall include demonstration the system can accommodate demand changes and pump alternation while minimizing pressure fluctuations. The pump controller shall provide a display screen with menu options allowing complete user access/adjustment to system setpoints, diagnostics, etc.
Contractor shall provide a 15 day notice to the Contracting Officer’s representative prior to system start-up to allow time for the Government to arrange domestic water tank cleaning and disinfection.
All work shall be completed within 90 days after CO issuance of a Notice-to-Proceed.
D. SUBMITTALS:
Contractor shall provide the following submittals for Government approval:
-Variable Frequency Drives: Manufacturer make, model, and manufacturer specifications -Pump Controller : Manufacturer make, model, and manufacturer specifications
- Sequence of Operation: Proposed sequencing of operation by pump number to include key operation points causing pump increases, multiple pump operation, pump slow-down etc.
E. ENVIROMENTAL: The contractor shall comply with all applicable requirements stated in the Toxic Substances Control Act of 1976. All materials used in the performance of this contract shall be applied in strict accordance with the manufacturers’ printed label instructions and all applicable standards. The use of Class I ozone depleting substances, asbestos containing materials, and lead paint are strictly prohibited.
F. SAFETY: The Contractor shall comply with all OSHA safety regulations during the performance of this project. Site access is to be coordinated with the designated JBC CO Representative.
