Statement of Work Passive Guard Shack Protection System

Joint Base Charleston, SC – Weapons Station (JB CHS-WS) 07 April 2017

PURPOSE

Outfit eight (8) guard shacks with a passive rocket propelled grenade protection system meeting functional and operational requirements for JB CHS-WS, Charleston, SC.

PERFORMANCE

The system shall be a lightweight, single solution, providing threat neutralization designed to passively stop an attack by rocket propelled grenades. The system shall provide 360° vertical protection to the exterior of the guard shacks. The system will consist of an external framework attached to the sides of the guard shacks (absent of welding). A net-style system will be attached to the external framework.

The standoff distance shall be no greater than 25 cm (10 in.). The system shall not prevent entry into or exit from the guard shack and shall minimize the sight impedement through any transparent surface.

The system shall be lightweight in design. Attachment must be mounted without the aid of welding to the vertical panels of the DFP. Welded attachments may be made to the roof perimeter angle and the platforms, if required. Cold galvanizing is required of the affected areas. Guard shack locations vary from graded slabs, adjacent to pier decks, and platforms of both 4-ft and 15-ft. The installation specific to each DFP may vary. Guard shack access for installation may require a ladder, while others may require an articulating boom or lift to work over water. The system must be capable of multiple threat neutralization on a single face.

MAINTENANCE

The protection system shall not require pre-tensioning or repeated re-tensioning of the net in order to maintain expected level of performance. After mounting the system to the guard shack, user maintenance activities of the facility shall not be hindered. Cleaning methods for the system; as well as the effects of cleaning processes on the lifetime of the system shall be presented, at time of proposal.

The system shall be adaptable for use in various kinds of environmental conditions, as defined in STANAG 2895, and according to the geographical area of intended use. Service and storage life shall be documented for 5 years. One hardcopy set and one electronic copy of user manuals shall be submitted by the contractor.

SITE VISITS & BASE ACCESS

Photography – Contractors may take photos at the DFP locations which are off site (SPAWAR and Building 339). Photos on NPTU Charleston proper; must be taken by the Government’s site lead, reviewed for classification, and distributed to the contractor.

Contractor should anticipate two visits for personnel to the NNPTU facility. The first for a pre-performance meeting, and the second for a first article review meeting before installing the remaining seven. And a third meeting for final inspection and acceptance.
