QUESTIONS AND ANSWERS

JOINT BASE HOISTS AND CRANES

Note to Contractor: The new Joint Base Hoists and Cranes contract contains different standards than the expiring contract. These standards are included in the Performance Work Statement (PWS). Please do not base your proposal on current contract cost or historical costs for this contract. As stated in the solicitation, the government may award this contract without discussions. Please ensure all tasks are included in your pricing.

1) What type of lift medium does each unit have-Chain or Wire Rope?

Answer: Most of the lift mediums have wire rope. The exceptions are as follows:

JBC Air-Bldg 543-one bridge crane; JBC Weapons Station: Bldgs 79-chain rope;

Bldg 3125-chain rope; Bldg 900-all items chain rope; Bldg 2312-monorail is chain rope; Bldg 3143-monorail is chain rope

2) What is the load test requirement: 125% or rated capacity?

Answer: All lift equipment requiring a load test shall be load tested to 125%.

3) Are manuals available for each unit?

Answer: Manuals are not available for each lift equipment type. Those that are available will be provided to the awarded contractor.

4) Will there be a forklift truck available for moving of weights?

Answer: The Contractor will be responsible for supplying the forklift for weight movement.

5) Who provides aerial lifts for breakdown situations?

Answer: The Contractor will provide the aerial lifts.

6) Is there access to previous inspection forms?

Answer: Yes.

FA4418-11-R-0012

7) How many lift equipment units have double hooks?

Answer: Only one. The bridge crane in Building 1660 has a 70,000lb Primary hook and a 15,000lb Secondary hook.

8) What is the time frame to have all equipment load tested?

Answer: The load tests are to be performed on an annual basis; the next inspection dates will be provided to the Awardee.

9) Can you provide the next inspection/load test date for all equipment?

Answer: No, not at this time. This information will be available to the Awardee.

10) Will the Contract be allowed to leave equipment in the lay down area, such as man lifts, forklifts?

Answer: Yes. As identified in Appendix A, Laydown Area of the Performance Work Statement, there are two laydown areas provided at separate locations (Joint Base Charleston Air and Joint Base Charleston Weapons Station).

11) Will the Contractor be able to add a markup on material, such as a 15% administrative fee?

Answer: Each repair will be evaluated individually.

12) Some of the ground vehicle lifts are required by the manufacturer to have the oil changed annually. With the cost of oil fluctuating, it would be difficult to estimate the cost for the term of the contract.

Questions:

A) Would the contractor be required to purchase and store a 5 year supply of oil?

B) Could the contractor submit a modification request annually to cover the cost of oil?

C) Could the oil change be considered annual repair and the contractor submit a repair estimate?

Answer:

A) No. The contractor will not be required to purchase and store a 5 year supply of oil.

B) No, a modification request to annually cover the cost of oil will not be accepted.

C) No, the oil change will not be considered an annual repair, so no repair estimate will be accepted.
