1. Items 0001AD, 0001AF,0001AG, 0001AJ, 0001AK, 0001AM, 0001AN all refer to structures that range in height from 10’ to 30’ tall. Do the associated square footage quantities refer the total square footage of the structure or to the footprint? Please advise. This questions applies to the corresponding bid items in the remaining option years as well.
Total square footage
2. PWS Paragraph 1.1.5 - Site Maintenance – Site Restoration – “Seed or sod areas, as directed by the QAP, that are made bare and/or damaged by the demolition.” It appears from the quantities provided in Items 0001BT-0001BV that the vast majority will be required to be sod. Can the government provide any clarification on when seeding or hydro seeding will be acceptable instead of sod?
In areas other than the footprint that was damaged by the demolition. These areas are where they are not visible from the street.
3. Asbestos /LBP Surveys – It was noted during the site survey that the government has Asbestos/LBP Surveys for industrial buildings 306 & 520, but did not have surveys for the housing units to be demolished under this contract. Does the government have any surveys for the housing units currently being demolished under separate contract or any surveys for comparable structures? We have historical indication of the joint compound on the walls containing asbestos.
Yes, we have surveys from existing MFH Units that are currently being demolished but survey contents may vary.
4. Are Utility lines to be abandoned in place or removed in their entirety from structure back to main?
All utilities will be removed and capped at the main.
5. What is the total disturbed acreage for the NPDES permit as there is an associated cost per acre. The expected quantity listed under Item 0001CH, Land Disturbance Permit is 8. Will there be one permit for the project? One for each Hunley Park MFH, Charleston AFB MFH, and one for each industrial bldg, or will it be permitted by each task order?
Charleston AFB is an MS4 so there is not a cost per acre for the Land disturbance Permit. The only cost for the permit is the review cost of $125 to SCDHEC. In the past there has been one land disturbance permit application for the project and /or per delivery order. The larger common project should be permitted.
6. Item 0001AA for base year and subsequent option years (1001AA, 2001AA, 3001AA, 4001AA) includes the description “Including concrete slabs, shrub removal, and capping utilities.” The question was asked at the site survey if the task order would include both the square footage of the housing unit to be demolished under Item 0001AA, include the square footage of the slab under Item 0001AY – Item 0001BE depending on thickness and reinforcement, and also include Item 0001CJ for the Cut and Cap Utilities (Water/Sewer/Electric), and other items as needed for a complete project. The response given was that the square footage price under Item 0001AA would include all tasks required to provide a complete project. This leads to the following three questions:
7. What is the expected thickness of the slabs and driveways?
The slabs and driveways are approx. 4” thick.
8. Will the government provide typical drawings/floor plans of the units being demolished?
Yes
9. Can the government provide us with a sample listing of the items expected to be included under the task order for a single unit?
No, however individual site visits will be accomplished as projects are identified.
10. Are there any specifications for seed type, and if so, what season of the year is site seeding/restoration work expected?
A Contractor’s mix with centipede and annual rye in cold winter months. Please refer to this section of the specifications.
11. Are there any fertilizers, additives, or testing required prior or during installation of grass/re-seeding?
No.
12. After installation of seed and sod is completed, is the contractor required to provide watering as follow up? If so, will there be adequate access to water?
Yes, the Contractor will have a Fire Hydrant to connect to for water (The Contractor shall used a backflow preventer that you provide). The sod shall be warranted for one year.
13. Are any demolition services expected to be on the Flight Line?
No.
14. Can you provide an estimate of the number of duplex units versus single-family housing units expected to require demolition?
35 Duplexes (70 units) and 5 singles.
15. What is the approximate date of construction for the military housing units located at the Air Force Base?
The date of construction depends on when Funding is available and Headquarters sends the money to award the project. When that happens the Contracting Officer can give the notice to proceed to the Contractor.
16. Can you confirm if any asbestos or lead-based paint surveys are required by the contractor for NON-military family housing units.
LBP and ACM Surveys exist for some buildings. Contractor will be requred to provide surveys for bldgs that do not have them. See Pricing Schedule: 0001CA, 0001CB, 0001CC, 0001CD, 0001CE, 0001CF and all option years.
17. Section 1.1.1.6 of the Statement of Work indicates that hazardous waste disposal may be required if indications of contaminated soil or other materials are identified during demolition activities. The pricing schedule includes line items for testing suspect materials, but it does not include line items for transportation and disposal. Should we assume that soil, water, and other hazardous materials requiring disposal will be invoiced separately depending on nature/type of material, or will these costs be included with this contract? If so, where should these costs be placed?
If a demolition comes up that may contain contaminated soil or other materials a negotiated line item would be put into the project to remove and dispose of that type of material. See pricing schedule 0001CT, 0001CU.
18. Are there any known plumes of contamination located within the anticipated project areas?
No.
19. Where should costs for disposing PCB-containing transformers be included?
Under the removal and disposal of Transformers. The transformers on this base have been tested for PCB’s and declared PCB free. That means the PCB’s are at an acceptable level. The transformer has to be tested before the land fill will accept it, to see how much PCB’s it contains even though it’s considered PCB free.
20. Can heavy equipment such as excavators; roll-off containers, skid-steers, etc. remain on-site in between task order events?
No.
21. Has a Storm Water Pollution Prevention Plan already been completed and approved by DHEC-OCRM for the site and can you provide a copy?
No.
22. What quantities should be used for the option years?
A revised excel spreadsheet that includes QTYs will be provided as an attachment no later than 13 Aug 2010.
23. Can you provide the pricing schedule for each year in Excel (.xls) format?
See question 22.
24. Item 0001AE for base year and subsequent option years – “Demolish Steel Structures (with varying heights) – Is there a typical structure available for inspection?
No, Additional site visits prior to proposal due date will be allowed to be conducted.
25. Item 0001Al for base year and subsequent option years – “Demolish Reinforced Concrete Structures (with varying heights) – Is there a typical structure available for inspection?
See question 24.
26. Item 0001BH for base years and subsequent option years Remove and dump Stone Base from under asphalt – Is the stone base dumped on site at the location where it was removed or is it moved elsewhere?
All debris from the demolition shall be removed and dumped off base.
27. Item 0001BJ for base years and subsequent option years Remove and dump Asphalt 4” thick – Is the asphalt on site at the location where it was removed or is it moved elsewhere?
All debris from the demolition shall be removed and dumped off base.
