About this file
This is a Questions and Answers document for Solicitation FA441727R0001, a 2027 Civil/Structural Architecture and Engineering (A&E) Services requirement for the U.S. Air Force.
The Q&A clarifies key submission and evaluation requirements for this procurement. Project examples submitted in SF330 Sections E and F must be no more than 6 years old to be considered relevant, per FAR 42.1103. The SF330 submission is the first step in a multi-phase selection process; after SF330s are ranked, discussions will occur with the top three firms, followed by issuance of a seed project solicitation prior to contract award anticipated next spring. The contract replaces A&E services currently under contract expiring next spring. Hard copies of the SF330 are not required; electronic submissions alone are acceptable per Amendment 1. Joint Ventures must submit separate SF330s from both the Mentor and Protégé. The 150-mile geographic preference is measured from Hurlburt Field, Florida to the company address. The A&E contract will be structured as an IDIQ with a ceiling limiting direct costs to 10% of estimated construction costs. The NAICS code and IDIQ period of performance will remain fixed, though individual task orders issued under the IDIQ will have specific negotiated periods of performance. No funding issues are currently anticipated for this procurement.

Solicitation FA441727R0001
2027 Civil/Structural A&E Services
Questions and Answers
1. Question: SF330, Sections F - Project Examples | Specialized Experience and Technical Competence, and E - Key Personnel/Relevant Experience | Professional/Educational Qualifications of Key Personnel. The synopsis doesn’t specify any age requirements for the project examples. Would relevant project examples for both Section E and Section F be considered and compliant if the design was completed within the last 10 years?
1. Answer: A maximum of a 6 year old completed project is considered to be relevant for the projects/experience in Sections E and F”. Reference RFO FAR 42.1103.
2. Question: Is this considered a new requirement for the customer office?
2. Answer: This is a requirement for AE services currently under contract that expire next spring.
3. Question: Is the SF330 is considered the final solicitation with an award around next spring? Or is that ultimately dependent on any funding concerns?
3. Answer: The SF 330 is the first step in the process, for A&Es there is a longer process that starts with the SF 330s which are ranked. Then discussions with the top 3, then a seed project/solicitation will be issued.
4. Question: Is it too early to say if there are any funding risks then or is that not typically a concern for this type of work?
4. Answer: We are not aware of any funding issues at this time.
5. Question: The solicitation mentioned if it was a Joint Venture separate submissions were required by the Mentor and the Protégé.
5. Answer: Yes, separate submissions are required to be provided.
6. Question: Is a hard copy of the SF330 required?
6. Answer: No, a hard copy of the SF330 is not required. Reference the Amendment 1 that deletes the sentence in the PreSolicitation that reads “ Electronic submissions shall match the hard copy version of the SF330 package.”
7. Question: Is the 150-mile preference "as the crow flies" or traditional driving route?
7. Answer: The 150 mile is from Hurlburt Field, FL to the company address.
8. Question: Understood, but that information on SAM regarding ceiling, PoP, NAICS, etc. will not change regardless if the SF 330 is not technically considered the final solicitation?
8. Answer: That is correct, there is a ceiling for an A&E contract that direct costs cannot exceed 10% of the estimated construction costs. NAICS will not change and POP (The period of performance of the IDIQ) will not change. Each task order will have a specific period of performance for that work which will be negotiated at the time the task order is issued.
NOTE Your question was not clear about what specific information you were requesting, i.e.
etc.
