About this file

This is a Statement of Needs (SON) for the procurement of a heavy-duty heat-treating oven by the US Air Force. The equipment must be a forced air recirculating oven capable of aluminum annealing and general heat-treating processes, with an internal chamber measuring exactly 54" height × 54" width × 72" depth. The oven must operate within a temperature range of 200°F to a minimum 1400°F and maintain AMS2750H Class 2 compliance with a uniformity tolerance of ±10°F. The system must include forced vertical directional airflow, meet all requirements of CID-A-A-60033 Type I, Style A, Range 2 (excluding quench tank requirements), and incorporate multiple redundant thermocouples (minimum of four) for primary control and high-limit safety rather than the unacceptable two-thermocouple configuration. Physical and operational constraints include a maximum shipping weight of 10,000 pounds, 460V 3-phase 60 Hz power requirements, and the inclusion of Temperature Uniformity Survey (TUS) ports for periodic testing or an acceptable built-in temperature uniformity recording system.

The vendor is responsible for complete assembly, setup, calibration, and verification at the delivery location (122 Bennett Avenue, Building 90714, Hurlburt Field, FL 32544), with on-site start-up and commissioning to demonstrate all salient characteristics prior to final government acceptance. Required documentation includes comprehensive operation manuals, maintenance guides, electrical schematics, and an AMS2750H Class 2 compliance certificate. A minimum 12-month standard commercial warranty on all parts and labor is required beginning from final acceptance, and the vendor must provide proof of genuine replacement parts availability for a minimum of three years post-acceptance. The equipment must comply with Section 889 of the National Defense Authorization Act and cannot contain hardware, software, or services from prohibited telecommunications companies as defined in AF Form 889.

Statement of Needs (SON): Heavy-Duty Heat-Treating Oven

1.0 General Information

• Project Title: Procurement of Heavy-Duty Heat-Treating Oven

• Requesting Office/Unit: US Air Force

2.0 Background and Intended Use

• 2.1 Primary Application: The equipment must be a forced air recirculating heat-treating oven utilized to carry out aluminum annealing and general heat-treating processes to alter the physical and mechanical properties of alloys.

• 2.2 Materials to be Processed: Aluminum alloys, specifically accommodating large scale structures.

• 2.3 Desired Outcome: To provide in-house capabilities to safely and effectively heat treat structural components while maintaining strict compliance with military and aerospace thermal processing standards.

3.0 Salient Physical and Performance Characteristics

(Minimum Requirements)

3.1 Performance Requirements

• Temperature Operating Range: Must reach and operate within a temperature range of 200°F to a minimum 1400°F to support the typical heat ranges required for altering aluminum alloys.

• Temperature Uniformity & Compliance: The purchased equipment must be AMS2750H Class 2 compliant, requiring a uniformity tolerance of +/- 10°F.

• Airflow System: Must provide standard air circulation over heating elements with forced vertical directional flow.

• Must meet all requirements of CID-A-A-60033 Type I, Style A, Range 2, while specifically excluding all quench tank requirements and size.

3.2 Physical Requirements

• Internal Chamber Dimensions (Work Zone): Must be exactly 54” in height, 54” in width, and 72” in depth to accommodate large scale structures.

• Weight Requirement (Maximum): The total shipping/equipment weight cannot exceed 10,000 pounds. This constraint is mandatory to ensure ground transportation can safely offload, lift, and arrange the unit within the metal’s technology section.

• Power Requirements: 460V, 3 Phase, 60 Hz

3.3 Control and Instrumentation

• Thermocouples (Sensors): The system must possess sufficient sensor density to ensure adequate thermal monitoring and redundancy required for the mission profile. A configuration utilizing only two (2) Type K thermocouples (one for control, one for high limit) is unacceptable. Multiple redundant sensors (e.g., minimum of four) are required for primary control and high-limit safety.

• Temperature Uniformity Survey (TUS) Ports: Must include physical thermocouple access ports (TUS ports) to allow insertion of test thermocouples into the furnace's work zone for periodic temperature uniformity testing to maintain AMS 2750H compliance.

Alternatively, a satisfactory built-in temperature uniformity recording system may be accepted in lieu of manual TUS ports.

4.0 Delivery, Installation, and Training

• 4.1 Delivery:

o Shipping Destination: 122 Bennett Avenue, Hurlburt Field, FL 32544 building number 90714 o Receiving Constraints: Must coordinate delivery with the metal’s technology section. Ground transportation handling equipment has a maximum lift capacity of 10,000 pounds.

• 4.2 Assembly:

o Scope of Work: "The vendor shall be responsible for the complete assembly of the equipment at the final designated location within the facility. This includes all necessary setup, calibration, and verification to ensure the equipment is fully mission-ready upon delivery."

• 4.3 Start-Up and Commissioning:

o Acceptance Testing: Vendor must perform on-site start-up and commissioning to demonstrate all salient characteristics, including a successful heat-up cycle and verification of the +/- 10°F temperature uniformity, prior to final government acceptance.

5.0 Documentation and Warranty

• 5.1 Documentation: Vendor must provide comprehensive operation manuals, maintenance guides, electrical schematics, and a certificate of compliance for AMS2750H Class 2.

• 5.2 Warranty: A minimum 12-month standard commercial warranty on all parts and labor is required, starting from the date of final acceptance.

• 5.3 The vendor shall provide proof that the availability of genuine replacement parts and components for a period of no less than 3 Years from the date of final acceptance can be obtained for maintenance purposes.

6.0 Security Requirements

• 6.1 Information Security: The equipment must not use or contain any hardware, software, or services from prohibited telecommunications companies as defined in AF Form 889 / Section 889 of the National Defense Authorization Act.
