About this file
This document is a set of Request for Information (RFI) responses for a demolition project at Hurlburt Field. The RFIs cover detailed site-specific questions about the demolition of Building 91021, including requirements for utility removal, site restoration, and environmental considerations. Key details include:
Demolition Scope: Contractor must remove culvert pipes, driveways, underground conduits, force main pipes, and existing site infrastructure. Sod is required only for areas disturbed by demolition. The site has no known asbestos, groundwater monitoring wells, or soil contamination. Existing site grade must be maintained, with a swale preserved along the road. Utilities like the 10" water main, gas lines, and 18" Mary Esther Force Main will remain in place. The contractor can use water from a nearby fire hydrant for dust control and turf establishment, provided a certified backflow preventer is installed. All hazardous material disposal must be coordinated with Mr. Steve Wiley of 1 SOCES/CEIE.

1. During the site visit, I was unable to locate the lift station shown on the site drawings.
Could you please confirm its exact location?
Response: Lift station is located as shown on drawings.
2. I observed a large bare area around the asphalt driveway. Should the contractor sod only the areas disturbed by demolition, or is the entire bare area to be sodded? If the entire area, please provide dimensions. Is the entire asphalt area, extending to the end of the driveway, to be removed and replaced with sod?
Response: Sod is only required on areas disturbed by demolition.
2a. The Environmental Final Report Attachment contains sample summary results for 2 waste water samples from the oil water separator: 29-22 and 30-22. Have there been any other waste characterization samples collected from other liquids or other potentially hazardous materials on Site (that will require disposal)?
Response: There have not been any additional samples collected at the site. Disposal of any hazardous materials/wastes must be coordinated with 1 SOCES/CEIE, Mr. Steve Wiley.
3. Are there any active groundwater monitoring wells associated with the site? If so, will they need to be properly abandoned? Have there been any historic soil sampling of the upper soil column (0-10 feet below ground surface) for potential chemicals of concern at the Site?
Response: There are no active or inactive groundwater monitoring wells associated with the site. No COCs at the site or know soil contamination.
4. Will any additional sampling be required before or after demolition? For example, asbestos testing or sampling related to pit closure around the oil-water separator?
Response: Unless petroleum odors are encountered during the demolition of the facility, no samples will be required. The OWS is above ground and on concrete. The building does not have asbestos in it based on historic data.
5. Will the existing site grade be maintained, or is the contractor responsible for backfilling low-lying areas—specifically the slopes outside of the asphalt footprint?
Response: Maintain existing site grade. Maintain swale along road after removal of drive and culverts.
6. Is there any known asbestos in the building? If so, what are the types and quantities? Has an asbestos survey been conducted for the carwash structure? If not, should we include the cost and responsibility for this survey and any necessary abatement in our bid? Section
3.11 of the Performance Work Statement states “work areas known to contain or not to contain asbestos will be identified to the Contractor”; have these areas been identified?
Section 3.13.2 of the Performance Work Statement lists an Asbestos Abatement Plan as a submittal with “(if required)”. Is an Asbestos Abatement Plan submittal required if no Asbestos is identified at the Site?
Response: There is no known asbestos or any asbestos surveys have been done on 91021.
The facility was built in March 1999, and the AF has prohibited the use of asbestos in construction material well before the construction date. The asbestos abatement plan is not required if no asbestos is present.
7. Does the contractor have to remove the culvert pipes and driveways? Two each?
Response: Yes.
8. At what location did the base utility shop cap the two-inch forced main that runs under Howie Walters Road/Loop Road? At the edge of the road?
Response: Force main shall be removed and capped before it goes under the road.
9. Can we cap the 2” RGS communication conduit at the edge of the street?
Response: Remove and cap communication conduit at edge of road before it goes under the road.
10. Is there any required work at the existing communications manhole after we cap the comm line conduit?
Response: No.
11. Do we remove the U/G conduit to the transformer?
Response: Remove secondary cable, remove and cap conduit at transformer.
12. Per the PWS 6.0 Govt furnished property, para6.2 states that the contractor is permitted to use existing utilities available at site. Please verify we can use water from the nearby fire hydrant (SW corner of property) for dust control, etc.
Response: Yes, provided a certified backflow preventer is installed on the hydrant.
13. Do the gas lines shown on page C2 of plans still exist?
Response: Yes, gas piping to remain.
14. Does the 18” Mary Esther Force Main still exist?
Response: Yes, force main to remain.
15. Does the 10” water main still exist?
Response: Yes, water main to remain.
16. What schedule software must be used? P6? Microsoft Projects?
Response: You can use whatever schedule software you would like.
17. May the Superintendent also act as the Safety and QC Manager for this project?
Response: Yes.
18. PWS paragraph 1.4 Restoration states to use a water truck or tank to establish turf. Can the fire hydrant water be utilized for this instead?
Response: Yes. See response to question 12 above.
19. Are we to remove all underground conduit and FM pipes?
Response: Yes.
20. Can you provide a site plan with measurements for the size of existing structure and parking lot?
Response: Original design drawings attached. Drawings are plotted to scale.
21. Will curb replacement be required at the entrance of the driveway?
Response: No.
22. Does Hurlburt Field have a collection office for disposal of halogen/fluorescent light bulbs?
Response: Yes. Disposal of any hazardous materials/wastes must be coordinated with 1 SOCES/CEIE, Mr. Steve Wiley.
23. Are subsurface sewer and water lines at the Site identified for removal or will the subsurface sewer and water lines be left in place?
Response: Remove and cap at the source.
