About this file
This document is a Questions and Answers file for the AC-130 Aircraft Restoration Services solicitation (FA441725Q0144). The Q&A addresses critical details for potential vendors, including clarifications on site visits, equipment requirements, pricing, and proposal submission. Key points include: contractors must provide their own scaffolding and staging equipment, pricing will differ between AC-130U and AC-130H aircraft due to condition variations, and weather-related schedule extensions are anticipated. The government will allow differentiated pricing based on aircraft condition, with the AC-130H being noted as in worse shape after 8 years on display.
The document provides additional guidance on proposal submission, including acceptable formats for technical volumes, past performance documentation, and base access procedures. Evaluation criteria indicate that technical and past performance factors are more important than price. Vendors should note that subcontractors with strong aircraft painting experience may be acceptable even without specific ISO certifications, and a screenshot of CPARS ratings will suffice for past performance documentation. The Prime contractor will handle base access coordination by submitting a consolidated list for the team.

Questions and Answers
Site Visit Availability
1. Will there be a pre-proposal site visit or inspection opportunity available for vendors to assess the condition of the aircraft?
Ref: No site visit is scheduled
Hazardous Waste IAP Approval Time
2. What is the typical turnaround time for approval of an Initial Accumulation Point (IAP) by 1 SOCES/CEAN after submission of documentation?
Ref: Environmental Specification 01560 – Section 3.07–3.08 CE only required a list of chemicals used and a site visit once work has started last year.
Government Furnished Equipment (GFE)
3. Will the Government provide any scaffolding, lift equipment, stands or containment systems for aircraft access, or should all staging and safety systems be contractor-furnished?
Ref: Not explicitly addressed in AC-130 SOW All stands need to be provided by the contractor. The last 4 companies have provided their own equipment.
Pricing & Payment Structure
CLIN Pricing Flexibility (0001 vs. 0002)
4. Should CLIN 0001 (AC-130U) and CLIN 0002 (AC-130H) be priced equally, or may vendors submit differentiated pricing based on aircraft condition assumptions?
Ref: SF1449 Section B; CLIN pricing per aircraft – Pages 3–10 The AC-130H has been on display 8 years longer than the AC-130U and is in worse shape. The prices will be different.
Weather Contingency Flexibility:
5. In the event of adverse weather affecting surface preparation or coating application, will the Government allow schedule extensions or no-cost modifications?
Subcontractor Base Access (Non-Military ID): Extensions should be expected.
The coatings need certain weather requirements in order to cure properly.
6. For subcontractors who do not hold a CAC or military ID, will they be able to obtain independent base access via RAPIDGate or Visitor Control Center, or will an escort be required at all times? Subcontractor Consent Format. In the past there has been no problem getting them passes.
7. In reference to Section L – Instructions to Offerors (FAR 52.212-1 Addendum, Page 28), the solicitation notes that a letter of consent is required when using a subcontractor’s past performance for evaluation purposes. If the Prime contractor has a signed legal teaming agreement and a project-specific form completed by the subcontractor, indicating their roles, consent, and responsibilities with checkbox acknowledgment in another form as well, would this format meet the requirement, or is a separate, standalone consent letter still required?
A separate letter would be better. This will show the proposed company has had superior past performance.

Technical Order (TO) Access
8. The solicitation references the use of applicable Technical Orders (TOs) to guide restoration compliance. If these TOs are not publicly accessible, what is the proper procedure for requesting access? Additionally, if the Prime holds an active DD Form 2345 certification, would that satisfy the eligibility requirement for receiving TOs directly from the Government? (We have located versions online but seek confirmation that the most current versions will be provided)?
For the restoration there should be no need for access to the T.O’s. The paint scheme is provided in the SOW.

ISO 9001:2008 or AS9100B or QMS requirement
9. Given the requirement for ISO 9001:2008, AS9100B, or an equivalent QMS in the SOW – Quality System Section (page 5), can you confirm whether a subcontractor with strong aircraft painting experience but without those specific certifications would still be eligible for award? (It’s proven difficult to find vendors who meet both criteria) A subcontractor with strong aircraft painting experience would suffice.
Technical Volume – Sanitized Copy Page Limit
10. The solicitation requires the proposal to consist of three separate parts: Price, Technical, and Past Performance. To confirm compliance—would the Government prefer these volumes to be submitted as three separate PDF files, or is it acceptable to submit a single consolidated PDF that clearly separates each volume with labeled section breaks?
Additionally, we understand that the sanitized version of the Technical Volume should be submitted as a separate file—please confirm.
Multiple files or a single consolidated file will work as long as it’s within their specified page limits. Sanitized version shall be submitted as a separate document.

Evaluation Weighting
11. Will the Government apply equal weighting to Technical, Past Performance, and Price in evaluation, or does any factor carry more significance in the LPTA determination?
As stated in 52.212-2 Technical and Past Performance when combined, are more important than price Ref: FAR 52.212-2 – Evaluation Criteria
Base Access Coordination Process
12. Should subcontractors request their own base access credentials through 1 SOMSG/CD, or will Prime submit a consolidated list on behalf of the team?
Prime will submit a consolidated list on behalf of the team Ref: AC-130 SOW – Base Access Requirements
Acceptable CPARS Format
13. Are we allowed to submit CPARS summaries or screenshots, or must full official PDF CPARS documents be attached to comply with past performance documentation?
A screenshot of the ratings will suffice Ref: FAR 52.212-1 Addendum – Part III: Past Performance Instructions
