REPAIR OF R-11 Aircraft Refueling Truck 10 December 2024
HURLBURT FIELD, FLORIDA
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, parts, tools, equipment, supplies, technical data, and labor necessary to complete repairs on 2(two) International Aircraft refueling truck; registration numbers 05L00051 and 05L00052. Work consists of removing old engine assembly, remove serviceable accessories, and set aside. Install re-manufactured engine assembly. Install serviceable accessories on replacement engine. Replace any non-serviceable accessories. Replace power steering assembly. Remove old engine harness, install new engine harness. Remove old transmission, and install new transmission. All work shall be accomplished in accordance with manufacturer guidelines and parts at the vendors repair facility. The contractor shall provide all applicable warranty information for refurbished parts/ equipment.
• Remove old engine assembly, remove serviceable accessories, and set aside.
• Install re-manufactured engine assembly. Install serviceable accessories on replacement engine. Replace any non-serviceable accessories.
• Service all fluids as required.
• Replace Radiator
• Remove old engine harness
• Install new engine harness
• Replace power steering pump assembly
1.1 The contractor will replace the engine and transmission assemblies. They will replace the old engine harness with a new harness, replace the radiator They will ensure all systems are operational and meet required standards. Any additional peripheral parts found during repair not in optimal working condition shall be documented at the time of inspection. The Contractor will report all findings to the Contracting Officer with a quote and must first be granted authorization before conducting repairs for additional items not critical to vehicle operations.
1.2. The contractor shall provide all management, tools, specialized equipment, supplies, and labor necessary to perform a start-up and verify proper operation of the refueling truck as required by the manufacturer’s guidelines.
1.3. Contractor shall notify Vehicle Management upon completion of repairs of the R-11 The vehicle is currently located at the Vehicle Maintenance repair facility. The vehicle will be transported to the contractor’s facility if it is located within a 250-mile radius of Hurlburt Field, Florida. If the contractor’s facility is outside of the 250-mile radius, it will be the contractor’s responsibility to arrange for transportation. No tools will be provided by the Government. The contract work shall be completed in 120 calendar days after contract award.
2. DELIVERABLES.
2.1. Parts and Repair Documentation. The Contractor shall provide the Contracting Officer and the 1 SOLRS/Vehicle Management Office with a fully detailed receipt for all work performed to the vehicle awarded in this contract before payment can be rendered. The Contractor's receipt for the repair shall consist of the following: Full breakdown of work mentioned above, and all other identified and authorized work not noted at the time this document was produced. The receipt should consist of a breakdown of all parts and labor time associated with the approved repairs.
3. GENERAL INFORMATION.
3.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate or alternates must be able to read, write, speak, and understand the English language.
3.2. Physical Security. The contractor shall safeguard all government property.
3.3. Re-performance of Service. When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract specifications at no additional cost to the government. Performance or re-performance of these services shall commence immediately upon notification by the QAP. The contractor shall have a sufficient workforce dedicated to ensure corrections are accomplished before noon the next workday without degradation to normal scheduled services.
3.4. Government Remedies. The contracting officer shall follow FAR 52.212-4(a), Inspection and Acceptance Clause, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
