Amendment # 2

1. Road Access & Conditions

- All roads within Hurlburt Field (specifically the Range Roads) must be suitable for a tractor-trailer with a 32’ frameless aluminum dump trailer.

- Roads must be paved or consist of level dirt to allow for safe hauling.

- If roads are too narrow for two-way traffic, we will need designated routes for ingress and egress.

Answer: The range roads are suitable for a tractor-trailer with a 32’ dump trailer. The initial portion of the range road is paved. The remaining portion is level dirt and safe for hauling. The roads are ideally for a single lane. There is enough room to slowly pass two-way traffic. There is a single lane bridge with a 45-ton capacity that must be crossed.

2. Dump Site Requirements

- Will the dump location be level? Drivers will be instructed to refuse delivery if they determine the area is unsafe for unloading.

- Will the dumping area be large enough to allow backing in equipment or turning the truck and trailer around safely?

The area must be free of any overhead power or data lines. Deliveries will be refused if there are safety concerns with overhead clearance.

Answer:

The dump site is level and open. We will be dumping throughout the site. There is enough room for pull-thru access or back the truck and trailer safely. There are no overhead clearance restrictions on site.

3. Pre-Haul Requirements

a. Will there be photo verification of the dump site to evaluate safety prior to the start of hauling?

b. Please confirm the site access process. Specifically:

i. What is required to get on site?

ii. Will there be a guard to check in with off Highway 98?

Answer:

Upon award, we can provide a picture of the site. All trucks need to arrive together, offload, and then leave together. This alleviates safety concerns on the range roads and allows us to have an escort at the range gate to receive the convoy of trucks. The site is very large and can handle however many trucks are planned to haul. There are no special requirements to get on-site. Since we are on the range, we bypass the commercial gate requirements all together. We will have an escort waiting at the range gate to allow trucks access to the range.
