About this file
This document is a Single Source Justification for a Simplified Acquisition by the 1st Special Operations Contracting Squadron/PKC. The procurement is for a 361 ISRG - BEGR Kit with an estimated contract cost of $23,481.60. The kit includes two BEGR Kit (Blended Environment Gps Role Players), one VHF receiver, eight ATOS Tag receivers, one Carrying Case, one USB GPS Dongle, four each Rechargeable C123 kit batteries/charger, one USB-A to USB-C cable, and one TNC to SMA interconnect cable.
The justification for single-source procurement is based on the proprietary ATOS (Airborne Tactical Observation and Surveillance) tags, which are programmed to work specifically with the Command Link (CL) receiver. A Request for Information (RFI) was posted on NASA SEWP, and extensive market research was conducted, but no alternative sources were found. Tough Stump Technologies is the sole vendor, with their most recent contract award occurring on May 28, 2024. The contracting officer determined that a single source is reasonably available, with market research planned for future acquisitions to explore competitive alternatives.
