QUESTIONS & ANSWERS
26 June 2024
Question 1: The Presolicitaiton is titled “2024 Architectural Services”. The NAICS code listed in the Description is: 541310 (Engineering Services) (which is actually the code for architectural services), business Size Standard is $12.5M (correct). Seems as though there is as much if not more engineering services requested in this presolicitation as there is architectural services. Can the presolicitation be revised to include NAICS code 541330 Engineering Services which would allow for SB engineering firms to propose as prime, with a business size standard of $25.5M?
Answer 1: No revisions will be made to the designated NAICS for this requirement.
Question 2: Near the end of the presolicitation, the requirement to have NIST SP 800-71 certification or a work plan in PIEE. This is the first I have seen this requirement, do you really want NIST 800-71 Key Establishment Using Symmetric Block Ciphers or NIST SP 800-171
CMMC certification which is not required to be in effect until it become law estimated in spring
2025?
Answer 2: Please refer to Defense Federal Acquisition Regulation Supplement (DFARS)
204.7304 as well as 252.204-7019, Notice of NISTSP 800-171 DoD Assessment Requirements.
Question 3: Could you please recommend a suggested timeframe to request a drop for the DoD
Safe system?
Answer 3: The DoD SAFE link that the Government sends on behalf of a firm’s request should be valid for 14 days. Firms can request the DoD SAFE link up to 14 days before the advertisement’s deadline for packages.
Question 4: I see this is strictly about architectural plans and curious if this is attached to a building project that would also take place soon?
Answer 4: This is a pre-solicitation notice for architectural firms. The resulting awardee(s) will receive future design projects for Hurlburt Field, FL.
Question 5: Do you have any pre-solicitation documents on your project that I can use to prepare my bid for this project?
Answer 5: Bid preparation documents are not available.
Question 6: Do you have additional solicitations coming down the road that are connected to this project? If so, I would like to provide a multi-faceted bid with timelines to help your team with this process. Or can provide consulting on things to consider for planning.
Answer 6: The resulting awardee(s) will directly receive future projects in accordance with
Federal Acquisition Regulation 16.505
Question 7: Do you have a date after the pre-solicitation close date to when you would release the information for this project?
Answer 7: The pre-solicitation discloses all the information required for interested firms to participate.
Question 8: “NAICS Code(s)” lists this opportunity as 541310 Architectural Services, but
“Description”, first paragraph states "THE NAICS CODES FOR THIS ACQUISITION IS
541310 (ENGINEERING SERVICES)" Please clarify which is correct.
Answer 8: The verbiage was changed to “541310 (ARCHITECTURAL SERVICES)”.
Question 9: What is the maximum number of projects you would like us to provide in Section F to demonstrate specialized experience?
Answer 9: The number of projects to provide is on each firm to decide.
Question 10: How many years should the Section F project be completed within to be considered relevant? And should this completion date be design or construction completion?
Answer 10: There is no timeline for relevancy.
Question 11: is the original/ digital file just to be emailed as our response or is a hard copy required as well?
Answer 11: DOD SAFE is the only acceptable method for submission. No hard copies are required.
Prospective offerers SHALL submit their package with all required documents by the following method:
a) DOD SAFE – This option requires the contractor to contact the Project POCs, Jaysen Cortez
@ jaysen.cortez.1@us.af.mil and Tina Kneip @ tina.kneip.1@us.af.mil prior to submission of their package. The POC will provide a “Request for DROP”. The POCs will confirm with the contractor once documents are received. If using this process, ensure you provide enough time for the POC to initiate the request and receive the documents PRIOR to the deadline. Packages
NOT received by the deadline will not be evaluated.
