Ques�on 1: Is this a new requirement?
Answer 1: No
Ques�on 2: Could you please clarify whether remote op�on is available or not?
Answer 2: This is not a remote posi�on. Contractor must be able to physically report for specified working days/hours.
Ques�on 3: As a company with no Facility Clearance, would we be eligible for award? We can provide a Psychologist with a TS/Clearance, but we do not possess the facility clearance.
Answer 3: No. The proposing company must already possess the facility clearance as defined in the requirement. Although an eligible Psychologist holding a TS/Clearance may be provided, if the company does not have the facility clearance, the men�oned candidate’s security creden�als will not transfer over when hired by the company. Regula�ons state that a member cannot work at an authorized higher security clearance than their employer.

• “ A contractor must have an FCL commensurate with the highest level of classified access
(Secret or Top Secret) required for contract performance.”
Ques�on 4: The RFP States: "Contractors may submit proposals electronically to the Government via the DoD SAFE site (htps://safe.apps.mil/). If submi�ng via DoD SAFE site, the offeror shall send an email reques�ng an ‘Electronic Drop Authoriza�on’ to both of the personnel listed below no later than (NLT) 14 March 2024." Given that the language states, "If Submi�ng" and "May Submit", please confirm if contractors need to submit on the DoD SAFE site or if an email submission is acceptable?
Answer 4: All proposals must be submited through DoD SAFE.

Ques�on 5: The DoD SAFE site provides the following language: "DoD SAFE is NOT to be used for contract solicita�on or proposal submission. Use the Procurement Integrated Enterprise Environment (PIEE) for �me-sensi�ve submissions." Please confirm, if contractors are to submit through DoD SAFE, that we are to actually submit through the PIEE Portal?
Answer 5: The PIEE Portal for solicita�ons is currently inoperable therefore DoD SAFE will be u�lized.
Please submit proposals in a �mely manner to ensure proposals are received by Government personnel no later than the proposal due date/�me.
Ques�on 6: The RFP States: "A complete proposal shall consist of three (3) volumes: Volume I, Technical Proposal, Subfactor 1, Subfactor 2, and Subfactor 3;" However, the technical instruc�ons in sec�on 3.0 of the RFP do not list the subfactors for the technical volume. Can the government please provide the list of subfactors that need to be addressed?
Answer 6: Volume 1, Technical proposal will be evaluated on (a) Key Personnel – Reference Sec�on 2.5, Page 35. Please disregard the wording of Subfactors 1-3 in sec�on 2.4.
Ques�on 7: The RFP States: "the type font shall not be less than 12 pitch". Will the government allow tables and illustra�ons to be a smaller font?
Answer 7: The Government will allow tables and illustra�ons to be no smaller than 10 font.
