About this file
This document is a Brand Name Justification (BNJ) for the procurement of a Field Sanitation Unit (FSU) under a simplified acquisition. The FSU represents advanced field feeding sanitation equipment that automatically maintains three 42-gallon sinks (wash, rinse, and sanitize) within prescribed temperature ranges. Key requirements include the ability to operate in any weather condition, be quiet and safe, have automatic thermostat operation, meet NSF standards, and use diesel/JP-8/JP-5/kerosene fuel. The BNJ justifies the use of a brand name item, citing alignment with the DoD's Operational Energy Strategy and the need to meet AFMAN 48-147 requirements for food service equipment. The related federal contract opportunity is a Request for Quote (RFQ) for Tilting Field Sanitation Units, solicited by the Department of the Air Force Special Operations Command.

Brand Name Justification (Simplified Acquisition)
Section A: General Contract Information Contracting Activity: 1 SOCONS/PKC Purchase Request/ Identification Number:
Project/Program Name: Field Sanitation unit Estimated ContractCost (including Options): $72,225
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? NO
Authority: FAR 16.505(b)(2)(i)(B) (NASA SEWP)
Section B: Description of the Supplies/Services Required The Field Sanitation Unit (FSU) represents the most advanced field feeding sanitation equipment – simply turn on the on/off switch and the single thermostatically controlled Airtronic burner quickly heats, and automatically maintains three 42-gallon sinks (wash, rinse and sanitize) within prescribed temperatures. Needs to reach Wash 110 - 120°F Rinse: 120 - 140°F Sanitize: 171 - 185°F temperatures. . Each sink: 16” Wide X 24” Long X 12” Deep, Entire system: 81”W x 36” H x 29”Deep. 304 stainless steel construction meets ANSI and NSF standards.
. Need equipment Operates in any weather condition or harsh environment, Quiet, safe and comfortable operation, Automatic thermostat operation, Simple to use (requires no training), Meets NSF Standards, Highest quality stainless steel construction, Height adjustable. Store Verticly for transportation dimensions 32”X 26” X 72” Tall. Operates smoke (and other noxious fumes) and odor free. Heat Source Burns DF-1, DF-2 Diesel, JP-8, JP-5, kerosene blend. The exhaust from the Airtronic burner in the FSU is smokeless, odor-fee and contains less than 5 parts per million (ppm) Carbon Monoxide (CO), well below the Occupational Safety and Hazard Association (OSHA) limit of 50 ppm of CO to be discharged into a closed room. Require thermostatic control shuts off the burner automatically once the sinks achieve the pre-set temperatures.
Section C: Justification for Soliciting for a Particular Brand Name Item Operates smoke (and other noxious fumes) and odor free. Heat Source Burns DF-1, DF-2 Disela, JP-8, JP-5, kerosense blend. The exhaust from the Airtronic burner in the FSU is smokeless, odor-fee and contains less that 5 parts per million (ppm) Carbon Monoxide (CO), well below the Occupational Safety and Hazard Association (OSHA) limit of 50 ppm of CO to be discharged into a closed room DoDs Operational Energy Strategy (http://energy.defense.gov/) and the U.S. Army Energy Goals – Energy for the Warfighter In its Operational Energy Strategy, the Department of Defense outlines specific goals aimed at becoming more efficient at sustaining military force and humanitarian assistance. Reduced Energy Consumption. Increased energy efficiency across platforms and facilities. Increased use of renewable/alternative energy. Assured access to sufficient energy supplies. Babington Technology supports the DoDs efforts to sustain military force and humanitarian assistance across the globe by offering solutions that use energy sources efficiently and by providing safe, reliable and efficient heat-on-the-move solutions. The Field Sanitation Unit (FSU) aligns with the Department of Defense's Operational Energy Strategy and helps reduce energy consumption with its patented heat exchange design and its use of the Babington Airtronic Burner, the world's cleanest and most energy-efficient distillate fuel burned.
PER AFMAN 48-147. 2.7.10. Ensure food service equipment meets or exceeds National Sanitation Foundation standards or equivalent standards in (T-0).AFI 48-116, Food Safety Program.
