Q1. Can you please tell me why we must be licensed by the State of Florida to work on this job? We perform all over the country on various government facilities.
A1. The license requirement promotes participation by local businesses, which should result in shorter lead times for resulting Task Orders issued under this contract.
Q2. Is there an incumbent?
A2. Yes. Contract FA441717D0004 was awarded to Pure Air Control Services, Inc. with an effective date of 19 September 2017.
Q3. If so, are they eligible to re‐compete for this solicitation?
A3. Yes.
Q4. Do you know if they plan to recompete?
A4. The government is unaware of the incumbent’s intentions.
Q5. What is the current yearly or full value?
A5. The current contract has a ceiling value of $990,000.
Q6. Is a FL General Contractor’s license acceptable or a FL air conditioning license needed?
A6. A Florida air conditioning license is required.
Q7. We noticed in the pricing sheet that you mention 40,000 square ft as the quantity of air duct cleaning. Are you stating that the total square footage of the estimated buildings will equal 40,000 square feet or are you asking for the price for 40,000 linear square feet of cleaning?
A7. The quantities listed in this solicitation are estimated maximum quantities for each performance period (annual). Per the clause FAR 52.212-1, Instructions to Offerors addendum, please provide unit prices for each line item. These prices will be used to issue resulting Task Orders based on actual building requirements.
Q8. Can we get the HVAC mechanical prints that was utilized to figure these quantities?
A8. Mechanical prints will be made available for resulting Task Orders issued under this contract.
Q9. Can we get a description of the various types of ductwork in these quantities, like type, sizes, spiral, bare metal, round, wrapped, insulated, fiberglass lined etc etc. A detailed description would help immensely for accurate bidding.
A9. Hurlburt Field contains all ductwork with limited fiberglass. A site visit and drawings will determine type of ductwork located within facility. These will be made available with each resulting Task Order placed under this contract.
Q10. After we notify the contracting officer of any damaged, rusty or components not in good condition, how will that be figured out compensation wise?
A10. Resulting Task Orders will be priced and negotiated as required.
Q11. Our manager of operations has a certified AC license in FL, will this meet the requirements of this request.
A11. Someone on site at each project shall possess the required AC certification.
Q12. Do you have mechanical plans with duct work identified on them that can be emailed over?
Is this a routine duct clean project or is there an issue that we are trying to resolve?
A12. Mechanical prints will be made available for resulting Task Orders issued under this contract. This requirement is to establish routine duct cleaning services across Hurlburt Field.
Q13. Will we have access to all of the duct work through the t‐bar ceiling or is there a lot of hard lid to contend with?
A13. Primarily, we have drop ceiling or access door to attic.
Q14. If there are hard lid areas with no access will we need to install drywall access doors?
A14. If a hard lid area needs cut, we will need an install of drywall access door for future cleanings.
Q15. Do they want duct access doors or sheet metal patches? (Duct access doors are duct mate style or insulated hinged style)
A15. Sheet Metal Patches.
Q16. Is any of the ductwork internally insulated?
A16. Most internally insulated is located in air handler.
Q17. If it is internally insulated will we need to encapsulate the duct work?
A17. Any internally insulated duct should be encapsulated if possible.
Q18. What hours will our crew be allowed to work on site?
A18. Per Attachment 1, “1.7.1. The contractor shall accomplish all interior work during daylight hours on either Saturday or Sunday unless otherwise coordinated. Exterior work shall be accomplished during daylight hours, Monday thru Friday. Normal working hours on Hurlburt Field are 0700-1600, Monday thru Friday. Hours of operation will be cited on each task order issued.”
Q19. Are the line items for "diffusers/registers" requiring a price to replace or clean diffusers/registers?
A19. Cleaning.
Q20. Does item 1.5.1.2 of the PWS require the contractor to report every location access to the ductwork is created by cutting a hole? Or only locations where access doors are installed?
A20. All cuts/access door locations should be reported.
Q21. Will each task order be for approximately 40,000sf of ductwork?
A21. Each resulting Task Order will vary. The quantities listed in this solicitation are estimated maximum values for each performance period (annually).
Q22. Are there any restrictions on partnering with another company? How is Past Performance reported with Joint Ventures?
A22. No restrictions are identified at this time. Past Performance with Joint Ventures may be reported in accordance with paragraph 1.10.3 of the included FAR 52.212-1, Instructions to Offerors addendum, “If a teaming arrangement/Joint Venture is contemplated got this solicitation, offerors shall submit any recent and relevant performance information on previous teaming arrangements/Joint Ventures with the same partner or as the same CAGE in this solicitation. If this is a first time joint effort, each party to the arrangement must provide past performance information on no more than five contracts each.”
Q23. Is there any chance the deadline for responses to the solicitation will be extended?
A23. Yes. The deadline has been extended from 5 August 2022 to 12 August 2022 @ 1300 CST.
Q24. We have 8+ technicians with 5+ years’ experience in the HVAC duct cleaning industry. These employees do not have ASCS certification but contain the knowledge and experience do accomplish this job. However, all of our Project Managers hold the certification. Will the technicians who do not hold the ASCS certification be excluded from working on this contract?
A24. No. See Answer #A11.
