Pre-Proposal Site Visit Questions and Answers
1. There’s a conflict with Ceiling Heights / Axiom Size in Room #106 Open Office. Lower Ceiling Height shows 7’6” and Higher Ceiling Height shows 8’0”. Would a 6” Axiom replace the 8” Axiom in this Only? See Attachments…
Answer: Actual ceiling heights and final transition heights must be field verified and coordinated accordingly by the contractor.
2. I have also read through the Specifications. Division 09 – Finishes. 09 51 00 Acoustical Ceilings. Neither of these Project Documents specify the Ceiling Tile. Sheet I-120 under “Room Finish / Color Schedule Key” lists the following:
ACT – Acoustical Ceiling Tile 1 – Armstrong; Fine Fissured NRC, 24”x24”x3/4”; White, Prelude 15/16” Grid; White.
Is there a Basis of Design, Specific Item #, and if it should be Square Lay-In, or Angled Tegular? There are too many Fine Fissured “High” NRC options available, to narrow it down without more information.
Answer: Spec 09 51 00, 2.1.2.7 shows Angled Tegular. A ceiling tile equal to or better than Armstrong #1756 would meet the specifications.
3. Is the existing Communications rack to be used for new D4 cable termination located on the 2nd floor and depicted on sheet E-003?
Answer: The new D4 cables will terminate in the first floor comm room. The first floor comm room is on the west side of the facility and is where the current connections are terminated. Please remove the current Cat 6 wiring when you demo the area of concern. Remove wiring back to the patch panel and remove wiring from the patch panel taking care not to dislodge any connections that will remain.
4. Are there existing conduits or sleeves between the 1st and 2nd floor with sufficient remaining fill ratio capacity to accommodate the quantity/size of the D4 cables specified on sheet T-101?
Answer: No.
5. It has been our experience when bidding projects at Hurlburt and Eglin that the 50 Division Excel spreadsheet is mandatory. At bid time with all other bid documents. We understand and have complied with this on previous bids at bid time.
However, most of our subcontractors, particularly the larger HVAC, Plumbing and Electrical subs typically don’t issue their price until 1 hour before bid time. They do this as their vendors who quote them their materials hold their numbers as late as possible so their quotes don’t get sold out. Thus, many of these subs either don’t send in their part of the 50 Division spreadsheet or we as a GC have to complete the breakdown for them guessing many times at the breakdown values of that trade. Additionally complicating this process is we sometimes don’t know what the low sub will be until the last minute and then we have to change the 50 Division breakdown multiple times near the end of the bid time as lower bids come in. Unfortunately, a GC can be disqualified if the 50 division Spreadsheet is not completed in full with all Division breakdowns accurate and complete.
This is a request to allow all GC’s who turned in quotes on time, 24 hours after the bid time to turn in the 50 Division Breakdown sheet. That will give GC’s ample time to evaluate all sub bid breakdowns, get them correct and with better detail particularly requesting breakdowns from the subs who did not furnish them with their quote and were low bidders. The 1442 and all other bid documents are not an issue at bid time, only manipulating the 50 Division spreadsheet with so many trades with numbers changing at the last hour is difficult. Please review our request and advise.
Answer: In the solicitation, Section L, Paragraph 5.3, it states “In addition to the line item pricing in section B, the contractor shall complete the 50 Division Construction Cost Estimate Worksheet (Attachment 6). Contractor shall fill in the construction cost estimate worksheet to include the summary and specific divisions to be utilized for this project. At a minimum, each division should include breakdowns of specific labor and material cost. The use of lump sum or lot pricing should be avoided.” In Section M, Paragraph 5.2, it states “In addition to the line item pricing in section B, the contractor shall complete the 50 Division Construction Cost Estimate Worksheet (Attachment 6).
Contractor shall fill in the construction cost estimate worksheet to include the summary and specific divisions to be utilized for this project. 7. On page 53 of 61, number 5.6 states the original copy of the Bid Bond must be submitted in accordance with paragraph 2.1.1. Paragraph 2.1.1 doesn’t state any instructions. Please clarify.

In accordance with 5.6, the bond is required as a part of your proposal and must be included with your proposal regardless of which method you utilize for submission under the subparaphs of Paragraph 2.1.1.

21. In regard to Solicitation Number FA441720R0012 (modification for office space in
Building 90322). I have been asked to price this work by a Contractor that is not listed as attending the scheduled June 26, 2020 site visit. Was this a mandatory site visit in order to submit a bid for this work. [Company name removed] has completed several projects on Military Bases and I can not recall one that did not include a mandatory pre bid site visit. Please advise.
The Site Visit was not mandatory but highly recommended. You can still submit a proposal. Please carefully read the solicitation and all attachments, particularly Sections L (Instructions to Offerors) and M (Award Evaluation).
