Brand Name Justification (Simplified Acquisition)

Section A: General Contract Information Contracting Activity: 1 SOCONS/PKC Purchase Request/ Identification Number: FM441793450017

Project/Program Name: Game Ready Med 4 Elite Estimated Contract Cost

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? NO

Section B: Description of the Supplies/Services Required The 1 SOMDG/MDSS requires the purchase of two (2) multi-modality, dual-user, therapy systems for the rehabilitation of back, neck, shoulders and knees injuries sustained during AFSOC Special Tactics training and combat operations. The 1 SOMDG/MDSS requires specific equipment that offers practitioners rapid contrast therapy and other types of treatment: cold therapy, heat therapy, and intermittent compression in one unit.

The following equipment is required to meet the 1 SOMDG/MDSS: Game Ready Med 4 Elite CLIN 0001 - Game Ready Med 4 Elite System (QTY - 2 Each) Part Number: 650500-EN01 The estimated delivery is 60 days after receipt of contract award.

Section C: Justification for Soliciting for a Particular Brand Name Item The supplies required by 1 SOMDG/MDSS demonstrates a unique and innovative concept not available from multiple manufacturers. The Med4 Elite multi-modality therapy unit streamlines professional workflow by enabling the simultaneous treatment of one or two patients or multiple injuries. Game Ready Med4 Elite multi-modality, dual-user recovery system integrates cryotherapy, thermotherapy, rapid contrast therapy (RCT), and intermittent pneumatic compression therapy (IPC) in one device. The patented technology allows clinicians to alternate between modalities and adjust time, temperature, and pressure levels with an intuitive touchscreen interface. The Med4 Elite’s unique and highly specialized flexible therapeutic treatment combinations reduce pain without the use of narcotics and accelerate the body’s natural healing mechanisms.

The Med4 Elite unit is a Food and Drug Administration (FDA) regulated prescription medical device and is only sold through authorized sellers. The Game Ready GRPro2.1 Sleeves are the only sleeves compatible with the Game Ready Med4 Elite unit which are currently in possession of 1 SOMDG/MDSS. Two (2) additional control units, that are compatible with existing equipment, are required to provide therapy services to injured Special Tactics Operators. Buying other brand equipment will render existing equipment useless and is not cost effective at this time. Therefore, procuring two (2) Game Ready Med4 Elite Systems is in the best interests of the Government and allows for continued effective and reliable medical treatments to meet 1 SOMDG/MDSS mission requirements.

Section D: Efforts to Obtain Competition The following companies’ websites were used to conduct market research:

. All of the companies mentioned provide products for the field of physical therapy, however no company can provide a product that provides cryotherapy, thermotherapy, rapid contrast therapy (RCT), and intermittent pneumatic compression therapy (IPC) in one device. Additionally, each company provides their own sleeves and components which are not interchangeable or compatible with existing 1 SOMDG/MDSS equipment.

A pre-existing contract is available for use through GSA Advantage. However, competition is not available as only one (1) source is capable of providing the requested items under a Federal Supply Schedule.

Market research shows there are at least three (3) authorized small business distributors/resellers of the requested items. This acquisition shall be solicited as a 100% small business set-aside.

Section E: Steps to Preclude Future Specific Brand Name Requirements Through multiple means, 1 SOMDG/MDSS will continue to monitor market information/sources and technical publications to determine whether other sources can meet our requirements. At this time, Med4 Elite is the only multi-modality, dual-user recovery system that integrates cryotherapy, thermotherapy, rapid contrast therapy (RCT), and intermittent pneumatic compression therapy (IPC) in one device and allows for medical treatment of multiple patients at one time. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers to begin producing similar compatible products.

Section F: Contracting Officer's Determination I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a brand name product is reasonably available.
