Section B: Description of the Supplies/Services Required

The 1 SOMDG/MDSS requires the purchase of Pharmacy dispensing system that employ the use of wireless Radio Frequency Identification (RFID); record all instances of user interface for tracking purposes, contain lockable electronic cabinets for prescriptions and be HIPAA compliant. The system shall interface with the DoD electronic medical record for outpatient pharmacy orders and RFID embedded basket that can be associated from a remote filling site finally, have a “built-in” redundancy in system components.

The following equipment/Operating System is required:

- CLIN 0001: IntelliSys IntelliVault Operating System 2.0

- CLIN 0002: IntelliCab: Four-Drawer Will-Call Storage Cabinet

- CLIN 0003: IntelliPad

- CLIN 0004: Bar Code Scanner

- CLIN 0005: Installation

The estimated delivery is 60 days after receipt of contract award.

Section C: Justification for Soliciting from a Single Source or Brand Name

GSL Solutions, Inc. is the only company currently offering RFID in the Will-Call Pharmacy. GSL Solutions, Inc. only sells user rights directly to the Medical Treatment Facilities (MTF). The MTF needs are met with the branded system in which a multitude of tasks are automatically performed without user intervention. Only the IntelliSys and IntelliCab system with AutoFeatures from GSL Solutions meet all the MTF needs.

GSL Solutions, Inc. holds patents and manufactures the equipment requested. (US Pat. 7496521- Prescription order identification system, US Pat. 7672859- Prescription order position tracking system and method, US Pat. 7448544- Tracking system for individual detection of prescription orders).

Without the requested system, the pharmacy dispensing error rate will continue to occur with increased workload. Using other than RFID technology, labor requirements will continue to increase. RFID technology allows the end user to reduce the amount of staff required to dispense prescriptions, increase productivity and decrease overall pharmacy footprint without compromising safety. GSL Solution's IntelliSys reduces dispensing errors of handing out another's medications that are filled correctly in Will Call (also known in the industry as a "Picking Error") while improving the efficiency and the accountability of tracking prescriptions in the pharmacy will call area, and reduces the amount of space required to "house" refilled prescriptions. In particular, this system targets improving accuracy and eliminating human error. Using other than RFID technology will not meet the MTF needs.

Section D: Efforts to Obtain Competition

Market research indicates that no other contractors can provide a RFID operating system and supporting equipment. A Sources Sought notice was posted on 19 December 2019, only the manufacturer, GSL Solutions, Inc. responded.

Furthermore, a Request for Information (RFI) was posted on NASA SEWP on 20 December 2019, in an attempt to maximize competition but generated zero (0) responses.

Conducted market research revealed several companies sell will-call application/equipment, however only one (1) company, GSL Solutions, Inc., sells will-call application/equipment powered by Radio Frequency Identification (RFID).

Market research shows there is only one (1) small business/manufacturer of the requested items. This acquisition shall be solicited and awarded on a sole-source basis.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Through multiple means, 1 SOMDG/MDSS will continue to monitor market information/sources and technical publications to determine whether other sources can meet our requirements. At this time, GSL Solutions, Inc. is the only company currently offering RFID in the Will-Call Pharmacy. GSL Solutions, Inc. only sells user rights directly to the Medical Treatment Facilities (MTF). In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers to begin producing similar compatible products. At this time, GSL Solutions, Inc. does not have authorized distributors or resellers of their products.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
